Book excerpt: This book outlines the procedures used in many Commonwealth countries in key areas of the legislative process, especially on the executive side of government. It also covers the procedures in the legislature and the entry into force of different types of legislation. The jurisdictions discussed include the United Kingdom, Canada, Australia and New Zealand, as well as others in Asia, Africa and the Caribbean. The intention is to assist legislative counsel, politicians and students gain a wider perspective of processes in which drafters, civil servants and politicians participate. In this process, the book also lays bare certain procedures that should now be considered international best practice in the Commonwealth. The book is a follow-up to the authors well-received earlier publication The Legislative Process: A Handbook for Public Officials (2009). However, this book considerably expands on the earlier one in terms of the countries and areas covered, as well as the whole approach to the subject.

Available in PDF, EPUB and Kindle. Book excerpt: Despite the controversial nature of globalization, there is no doubt that the pace and intensity of global interactions has been multiplied exponentially over the last few decades. Criticism of globalization is generally arranged into three camps: political, economic and cultural. Political critics point to the status of the small state and conclude either that it is in retreat, or that the state has reconstituted itself to confront the challenges posed by globalization, thereby transforming itself into a "competition state." Economic critics hold that globalization is nothing new, that international transactions are in the logic of capitalism and that the trade along the silk route goes back centuries. Cultural critics protest that globalization is taking us headlong into the "homogenization of the world." Others warn of new fault lines that would lead to "a clash of civilizations" and international conflicts along those lines. Others lament that cultural globalization will end with the Americanization of the world. This collection of essays, like the debates themselves, is divided into three parts. The first section focuses on the political aspects of globalization. In one essay, "Globalization and the Caribbean," the essayist argues that internationalization leaves no room for small countries in the Caribbean. The essays in the second section are devoted to an economic inquiry into the process and impact of globalization. In "Inequality and the Division of Gains at the Global Level," one essayist notes that the logic of economic theory is being overwhelmed by the interests of the powerful, and that the concerns of the poor countries are important only to the point where they begin to impact the well-being of the rich. The final section explores the issue of cultural and social integration. Instructors considering this book for use in a course may request an examination copy here.

Book excerpt: Information communications technologies (ICTs) are generally viewed as the new vehicle to redress developmental problems. The book assesses the value of such claims by analyzing the structure and workings of the global political economy (GPE) and its impact on, and prospects for developing countries in the current techno-economic context. The book uses a case study of the Caribbean to illustrate the challenges and opportunities faced by small-island developing states (SIDS) in the new techno-economic paradigm. The question must be asked, can small island developing states such as those of the Caribbean leverage modern ICTs for growth and development against the backdrop of a yawning global digital divide? Hence, the book addresses the central problem of the digital divide and whether emerging ICTs offer any real economic opportunities for the Caribbean region.

It has a succinct section on its historical background and gives more attention than any previous works to symbols and to the 'People's Commonwealth' of voluntary organizations, sports and business. It highlights critical questions of balance that have emerged between the relative roles of governments and official agencies, voluntary associations, and private business.

Book excerpt: Global Health Informatics: How Information Technology Can Change Our Lives in a Globalized World discusses the critical role of information and communication technologies in health practice, health systems management and research in increasingly interconnected societies. In a global interconnected world the old standalone institutional information systems have proved to be inadequate for patient-centered care provided by multiple providers, for the early detection and response to emerging and re-emerging diseases, and to guide population-oriented public health interventions. The book reviews pertinent aspects and successful current experiences related to standards for health information systems; digital systems as a support for decision making, diagnosis and therapy; professional and client education and training; health systems operation; and intergovernmental collaboration. Discusses how standalone systems can compromise health care in globalized world Provides information on how information and communication technologies (ICT) can support diagnose, treatment, and prevention of emerging and re-emerging diseases Presents case studies about integrated information and how and why to share data can facilitate governance and strategies to improve life conditions
