"When Alonso de Ojeda coasted along the Venezuelan shore in the spring of 1499 he stopped short just west of the Gulf of Maracaibo, near the present boundary between Venezuela and Colombia. The following year Rodrigo Bastida doubled the Goajira peninsula and pursued his voyage to the west, catching sight of the giant snowclad mountains of Santa Marta and of the low land which lies between them and the sea. Coming to the mouth of a great river on the day sacred to Saint Magdalene, he named it the Magdalena, and farther to the south-west found the fine harbour where the city of Cartagena now stands. At the head of the Gulf of Darien he came to another great river, the Atrato, and here his explorations stopped. More than a year later the great Columbus himself, on his fourth and last voyage, sighted the Central American coast at Cape Gracias � Dios, near the present boundary between Nicaragua and Honduras. Thence he sailed south-east along a pestilential shore for eight hundred miles, finally arriving near the point where Bastida had left off his explorations. It is said that Bartholomew Columbus founded a settlement on the Atlantic shore of the Isthmus, but it was soon destroyed by the neighbouring Indians. The long stretch of coast was unfit for the abode of Europeans, but the Indians had gold in abundance, and the Spaniards were satisfied that the interior was full of mines..."

U.S. officials and human rights organisations have expressed concerns about the deterioration of democratic institutions and threats to freedom of expression under President Chávez, who has survived several attempts to remove him from power. The government has benefited from the rise in world oil prices, which has sparked an economic boom and allowed Chávez to increase expenditures on social programs associated with his populist agenda. Since he was re-elected, Chávez has announced new measures to move the country toward socialism. His May 2007 closure of a popular Venezuelan television station (RCTV) that was critical of the government sparked student-led protests and international condemnation. The Chávez government's proposed constitutional reforms, subject to a referendum scheduled for December 2, 2007, include many amendments that have been controversial, such as the removal of presidential term limits and the government's ability to suspend certain constitutional rights during a state of emergency. The United States traditionally has had close relations with Venezuela, the fourth major supplier of foreign oil to the United States, but there has been friction in relations with the Chávez government. U.S. officials have expressed concerns about President Chávez's military arms purchases, his relations with such countries as Cuba and Iran, his efforts to export his brand of populism to other Latin American countries, and concerns about the state of democracy.

His life was relatively brief, but it was crowded with many activities, many hardships, many re verses, and many accomplishments. He is now revered as the Liberator of five Latin American countries: Bolivia, Colombia, Ecuador, Peru, and Venezuela. A descendant of a distinguished Creole family that originated in Biscay, Spain, the young Bolivar was orphaned at an early age and was cared for by his uncle, Carlos Palacios. As was customary, tutors were employed to edu cate the young boy. One of these was Andres Bello, later to become a distin guished scholar. Another was Sim6n Rodriguez, who was particularly influ enced by Rousseau and other eighteenth century philosophers. Later the young BoHvar was sent to Spain to continue his education. There he met Maria Teresa Rodriguez del Toro, whom he married in 1802. Bolivar and his bride returned to Caracas, where she died of yellow fever in 1803. Boli var never remarried. Returning to Europe, Bolivar went to Spain and then to France. There he found that Napoleon, the former republican, had proclaimed himself Em peror of the French. After a trip to Italy, Bolivar returned to Caracas in 1807 by way of several cities in the United States.
