Book excerpt: This book traces the growth of customs and excise, and their integral role in shaping the framework of industrial England; including state power, technical advance, and the evolution of a consumer society. Central to this structure was the development of two economies - one legal and one illicit. If there was a unique English pathway of industrialization, it was less a distinct entrepreneurial and techno-centric culture, than one predominantly defined within an institutional framework spearheaded by the excise and a wall of tariffs. This process reached its peak by the end of the 1770s. The structure then quickly started to crumble under the weight of the fiscal-military state, and Pitt's calculated policy of concentrating industrial policy around cotton, potteries, and iron - at the expense of other taxed industries. The breakthrough of the new political economy was the erosion of the illicit economy; the smugglers' free trade now became the state's most powerful weapon in the war against non-legal trade. If at the beginning of the period covered by this book state administration was predominantly deregulated and industry regulated, by the close the reverse was the case.

This book was released on 2011-12-20 with total page 170 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Commons Public Accounts Committee publishes its 61st Report of the Session which, on the basis of evidence from the Cabinet Office and HM Revenue and Customs (HMRC), examined tax disputes. At 31 March 2011 HM Revenue & Customs was seeking to resolve tax issues valued at over £25 billion with large companies, some of which included disputes over outstanding tax. In this report, the Committee expresses concern about how the Department handled some cases involving large settlements and that there needs to be proper separation between the negotiation of tax settlements and the authorization of such settlements. The Committee also states that HMRC made matters worse by trying to avoid scrutiny of these settlements, keeping confidential the details of specific settlements with large companies. This effects Parliament's ability to establish value for money, compounded further by imprecise, inconsistent and potentially misleading answers given by senior departmental officials, including the Permanent Secretary for Tax in particular over his evidence on his relationship with Goldman Sachs, in facilitating a settlement with the company over their tax dispute. HMRC governance processes in these matters were inconsistent and it has now appointed two new Commissioners with tax expertise, and plans to introduce a new assessor role to permit independent review of large settlements before they are finalised. The Committee further states that it saw little evidence of personal accountability within the Department, and that a perception has developed that large companies are treated more favourably, receiving preferential treatment compared to small businesses and individuals.

Available in PDF, EPUB and Kindle. Book excerpt: In 1836, Charles Henry Harrod found himself in a prison hulk awaiting transportation to Tasmania for seven years’ hard labour. He had been convicted at the Old Bailey of receiving stolen goods, and this should have been the beginning of the end for his fledgling business and his family. And yet, in miraculously escaping his fate and vowing to turn his back on crime, he would become the much esteemed founder of the now legendary Harrods in London’s fashionable Knightsbridge district. Some years later Charles was succeeded by his son, who brought with him the necessary energy and drive to take the shop from a successful local grocer’s to a remarkable and complex department store, patronised by the wealthy and famous.Robin Harrod’s fascinating family story reveals the previously unknown origins of the store, and follows its remarkable fortunes through family scandal, the devastating fire of 1883 and its subsequent rise from the ashes, to the end of the nineteenth century when its shares were floated on the stock exchange, thus completing one of the most extraordinary comeback stories in the history of commerce.

Available in PDF, EPUB and Kindle. Book excerpt: 'An invaluable primer to some of the underlying tensions behind contemporary political debate' Financial Times It has always been an important part of British self-image to see the United Kingdom as an ancient, organic and sensibly managed place, in striking contrast to the convulsions of other European countries. Yet, as Julian Hoppit makes clear in this fascinating and surprising book, beneath the complacent surface the United Kingdom has in fact been in a constant, often very tense argument with itself about how it should be run and, most significantly, who should pay for what. The book takes its argument from an eighteenth century cartoon which shows the central state as the 'Dreadful Monster', gorging itself at the dinner table on all the taxes it can grab. Meanwhile the 'Poor Relations' - Scotland, Wales and Ireland, both poor because of tax but also poor in the sense of needing special treatment - are viewed in London as an endless 'drain on the state'. With drastically different levels of prosperity, population, industry, agriculture and accessibility between the United Kingdom's different nations, what is a fair basis for paying for the state?
