Book excerpt: A study of the Clinch River below Oak Ridge National Laboratory was initiated in Feb. 1960 to obtain fundamental information on the physical, chemical, and biological dy namics of this fresh-water stream which receives large volumes of low-level radioactive wastes. The fate of radioactive materials discharged to the river, the mechanisms of dispersion of radionuclides released to the river, the direct and indirect hazards of current disposal practice in the river, and the over-all usefulness of this river for radioactive waste disposal purposes will be studied. In formation obtained will have important implications for problems involving large-scale environmental contamination such as the over- all diluent capacity of fresh-water environments for the continuous input of large volume low-level radioactive wastes and the long-term indirect impact of radioactive contamination on such an environment. White Oak Creek, which drains the site ot Oak National Laboratory, flows into the Clinch River, a tributary of the Tennessee River. The Clinch and Tennessee Rivers are described and available data on the physical, chemical, and biological conditions of the rivers are summarized. Data are included from preliminary studies on the properties of water and bottom sediments, studies on radionuclide interactions with minerals and river sediment, biological studies on plants and animals, and hydrologic studies. Book excerpt: The status of radioactive contamination of the Clinch and Tennessee River systems from Nov. 1961 to April 1962 is reviewed. Data are included from studies on the fate of radioactive materials discharged to the Clinch River by the Oak Ridge National Laboratory, the mechanisms of dispersion of radionuclides released to the river, the direct and indirect hazards of waste disposal practices during the period, an evaluation of the over-all usefulness of this river for radioactive disposal purposes, and an evaluation of long-term monitoring procedures. The management of liquid wastes at ORNL is discussed and results are reported from studies on the accumulation and movement of radionuclides in White Oak Creek basin, the contamination of river biota, hydrologic measurements and analyses, measurements of radioactivity in the river system and in community water systems downstream from the Clinch River, and calculation of estimated radiation dosages from drinking Clinch River and Tennessee River water or immersion in the water at various downstream points. Results are included from a preimpoundment study of ecological conditions of Melton Hill Lake and estimates of the effects of Melton Hill Lake and power releases from Melton Hill Dam on hydrologic conditions in the river system. Book excerpt: This document contains appendices A (water characterization), B (sediment characterization), C (biota Characterization), D (applicable or relevant and appropriate requirements) from the combined Remedial Investigation/Feasibility Study Report for the Clinch River/Poplar Crack (CR/PC) Operable Unit (OU). The CR/PC OU is located in Anderson and Roane Counties, Tennessee and consists of the Clinch River and several of its embayments in Melton Hill and Watts Bar Reservoirs. These waters have received hazardous substances released over a period of 50 years from the US Department of Energy's Oak Ridge Reservation (ORR), a National Priority List site established under the Comprehensive Environmental Response, Compensation, and Liability Act. A remedial investigation has been conducted to determine the current nature and extent of any contamination and to assess the resulting risk to human health and the environment. The feasibility study evaluates remedial action alternatives to identify any that are feasible for implementation and that would effectively reduce risk. Historical studies had indicated that current problems would likely include[sup 137]Cs in sediment of the Clinch River, mercury in sediment and fish of Poplar Creek and PCBs and pesticides in fish from throughout the OU. Peak releases of mercury and[sup 137]Cs occurred over 35 years ago, and current releases are low. Past releases of PCBs from the ORR are poorly quantified, and current releases are difficult to quantify because levels are so low. The site characterization focused on contaminants in surface water, sediment, and biota. Contaminants in surface water were all found to be below Ambient Water Quality Criteria. Other findings included the following: elevated metals including cesium 137 and mercury in McCoy Branch sediments; PCBs and chlordane elevated in several fish species, presenting the only major human health risk, significant ecological risks in Poplar Creek but not in the Clinch River.
