As the State religion was heathen, they were, of necessity, obliged to establish schools for their children, in order to prevent them from being positively instructed in the principles of a false religion. Hence Christian schools, supported by the voluntary contributions of the Christian population, grew up side by side with Christian churches and charitable institutions similarly maintained. W'hen Christianity became the religion of the State, the State as sumed the care of schools together with the care and sup port of churches. Education became a constituent part of the general church establishment. Though funds for the 'support of churches, hospitals, and schools were very large ly contributed by private individuals, these institutions, and especially the schools, were always under' the control of the Church established by law. At the Reformation, the school system became a part of the Church establishment, under the control of the authorities of the parish, and the inter mediate schools and universities were, in various modes, brought under the control of the State and Church united. D, Vol. 11 It is further Obvious that, in this View, bursaries have the same character and effect with other endowments. They draw a greater number Of students to the higher seminaries of education than would otherwise attend them. They go to augment the income of the teacher beyond what he would enjoy, were scholar ship, like an article of ordinary merchandise, left to the pure Operation Of demand and supply, unfostered by bounties, and nu forced by compulsory enactments. Our main inquiry is, in how far education should be so left, or whether it has not been both sublimed in its character, and increased in amount, by those artificial encouragements which our forefathers have annexed to it. Certain it is, that somewhat Of an adverse feeling to these encouragements has been generated by the reigning taste and philosophy of our times. We are now quite familiarized to the discovery, that in commerce there has been a cumbrous excess of legislation, and from which, when delivered, it regains the healthful play of nature and liberty. And the same principle which has been verified both by experience and reasoning, in the business of ordinary trade, has also been applied to the business of education. The bounties, in particular, which have been demonstrated to be so hurtful to the one, are vaguely imagined to be alike hurtful to the other; and so it is conceived that scholarship will best thrive when placed in the circumstances in which it is now found that merchandise best thrives - that is, when let alone, or when, relieved both from the fetters and from the encouragements which have been laid upon it by the state, it is entirely upholden by the demand of society, and by the price which society is willing to give for its lessons. Dr. Smith was the first who proclaimed these principles, and not without effect, we apprehend, on the legislators both Of this and of other countries. During the anarchy Of the French Re volution, the schools and establishments for medical education were suspended, and their places supplied by a few irregular lectures given by individuals. The inconvenience Of this was repaired by the Convention, impelled to the re endowment of colleges and classes, by the pressing wants of the army for a competent supply of properly educated surgeons. But while government kept up the higher schools, they neglected the schools of general education; and the system Of allowing them to increase or diminish according to the abilities or inclination of individuals, was defended on the authority of Smith. C., Dec. 31, 1890 It may be doubted whether among the one hundred and eighty non-catholic colleges of America out of the two hun dred and ten which I am considering, there are a score that offer the student as condensed and effective a statement re specting Luther and his work, as this which is presented to the average student of the thirty Catholic colleges. The seventh class, which do not in any way touch Bible or church history, is composed mainly of colleges supported by the State. In five or six instances the State schools, supported by the United States grant, are practically in union with colleges Of independent or denominational Char acter, as, for example, Brown, Dartmouth, Amherst, Yale, and Cornell. It is a noteworthy fact that in the most of such cases, while the authorities of the regular college Offer something of Bible study to their students, they seem to feel under obligation to eliminate from the curriculum of the students in the school of science any study that pertains in any way to the Christian Church or religion. Brown University seems to be an exception, in that it requires the study of the evidences of Christianity from Seniors, without reference to the particular course of study pursued. For a comparison with American colleges, our best re source abroad is the German gymnasium. Plainly the trend Of education in our country is more and more towards the recognition of the college as a school which will, when thoroughly administered, perform a work resembling that of the German school in languages and literature, in mathe maties and natural sciences, but which will perhaps advance somewhat beyond the gymnasium or real school in its teach ing of political and mental science. Book excerpt: Excerpt from University Education in Ireland A Motion, made by an Irish Member at the close of the last Parliamentary session, which received little and rather slighting notice at the time, has raised some issues, both practical and theoretical, in the province of education, of very grave importance. The motion was a demand for a Charter for a Roman Catholic College established some twelve years ago in Dublin, and commonly known as "The Catholic University," though hitherto without the power of granting degrees. It was met on the part of the Government by a counter proposal, to the effect, that, instead of constituting a new university in Ireland by the grant of a charter, the Catholic establishment should be affiliated as a distinct college to one of the universities which now exist, to wit, the Queen's. This compromise was eagerly embraced by the mover, and in general by the representatives of the Catholic party in Parliament, Mr. Hennessy being the single dissentient. The precise form which the Government scheme is destined to take is not yet known; but it has been shadowed forth in a series of announcements which purport to be authoritative, and which - as they proceed from the section of Catholics whom the concession is designed to conciliate, and who have certainly through their leaders been in communication with the Government - may be assumed to embody, with more or less exactness, the principal features of the pending arrangement; and the prospect has elicited a discussion which at all events exhibits very clearly the hopes and the fears of the supporters and the opponents of the proposed change. We seek to contribute in some measure to the solu tion of the problem of education which is now engaging the thoughts of many earnest educators and friends of human pro gress. We also desire to lay before the people the plans and Spirit of work as it is carried forward at Albion College. The state and the church should not be competitors in the educational field. They should co-operate so that the two shall accomplish more than either alone can possibly achieve. Tn erecting a state university it was not intended to throw any obstruction in the way of church efforts to educate the people. It was a practical and effective recognition of the duty of the state to care for the instruction of the young. And it is as much the duty of the church to make provision for the education of the people as if the state failed in the discharge of her obliga tions. The christian church can reach a class which the state is unable to influence. It can also supply positive religious influences and guidance which secular schools cannot guarantee. We call special attention to the following facts in connection with Albion College. John Baptist College During nearly the whole Of their existence, until the changes which resulted from the Universities of Oxford and Cambridge Act 1877, the Colleges of Oxford have been so closely bound to the Church Of England that the study of their life may properly be regarded as a part of ecclesiastical history. A great experiment in education, one of the chiefest works Of the Church, they have under gone many changes and modifications, internally and from without, as the currents of doctrine and feeling have ebbed and flowed. In their social life, as in the way in which they have responded to the intellectual ideal they repre sented, they serve as examples, sometimes painful ones, of the way in which the Church has carried out her mission. Times of energy and sloth, of decay and revival, are represented in them as in the Church at large. They are Often a picture in little of the wider body to which they belong. A College which like S. John's was founded at the very crisis of the reforming movement in England deserves the special attention of the student of Church history; and it is for this reason that I have not hesitated to turn aside for a while from the investigation of the English Reformation which occupies such leisure as I can Obtain, and to put together notes which I have made from time to time on the history of the College to which it is my happy privilege to belong. This book does not pretend to be a complete history of the College. My utmost hope is that it may serve to direct attention to points Of special interest, and to existing materials Of great value, which may be utilised at some future date, possibly by myself, more probably by some one hereafter better qualified for the task. In writing it I have endeavoured to bring into special prominence what has not hitherto been printed or exists only in very rare books. NO history of S. John's has' till now been written, so that in some parts I have had to break new ground. But few Colleges have had among their alumni antiquaries more devoted to the study of all that belongs to their history, and the work of all subsequent investigators has been greatly lightened by the labours Of Rawlinson, Holmes, and Derham. After the mss. In the College, the chief sources of information are the collections of Rawlinson and Tanner. These I have examined, and with them all other ms. Materials in the Bodleian Library.
