Book excerpt: A RAND study analyzed Chinese and U.S. military capabilities in two scenarios (Taiwan and the Spratly Islands) from 1996 to 2017, finding that trends in most, but not all, areas run strongly against the United States. While U.S. aggregate power remains greater than China’s, distance and geography affect outcomes. China is capable of challenging U.S. military dominance on its immediate periphery—and its reach is likely to grow in the years ahead.

Book excerpt: China's People's Liberation Army (PLA) has embarked on its most wide-ranging and ambitious restructuring since 1949, including major changes to most of its key organizations. The restructuring reflects the desire to strengthen PLA joint operation capabilities- on land, sea, in the air, and in the space and cyber domains. The reforms could result in a more adept joint warfighting force, though the PLA will continue to face a number of key hurdles to effective joint operations, Several potential actions would indicate that the PLA is overcoming obstacles to a stronger joint operations capability. The reforms are also intended to increase Chairman Xi Jinping's control over the PLA and to reinvigorate Chinese Communist Party (CCP) organs within the military. Xi Jinping's ability to push through reforms indicates that he has more authority over the PLA than his recent predecessors. The restructuring could create new opportunities for U.S.-China military contacts.

Available in PDF, EPUB and Kindle. Book excerpt: To understand the Chinese military, and thereby the dynamics of China’s peacetime army, one must understand its organizational system. To that end, Harvey Nelsen has written a book that examines in detail the entire organization of the Chinese People’s Liberation Army (PLA). Dr. Nelsen studies the PLA from top to bottom. Throughout, he challenges the widely held theory that military politics in China are largely determined by personal relations among officers and that the PLA is more a civic-action army than are most military organizations. Important as a purely military study, this book is valuable also for the light it sheds on the whole of Chinese bureaucratic politics. This second edition has been revised to reflect changes that have occurred since the death of Chairman Mao as well as to incorporate new information about the Chinese military and political system during Mao’s reign.

Available in PDF, EPUB and Kindle. Book excerpt: What changes in China's modern military policy reveal about military organizations and strategySince the 1949 Communist Revolution, China has devised nine different military strategies, which the People's Liberation Army (PLA) calls "strategic guidelines." What accounts for these numerous changes? Active Defense offers the first systematic look at China's military strategy from the mid-twentieth century to today. Exploring the range and intensity of threats that China has faced, M. Taylor Fravel illuminates the nation's past and present military goals and how China sought to achieve them, and offers a rich set of cases for deepening the study of change in military organizations.Drawing from diverse Chinese-language sources, including memoirs of leading generals, military histories, and document collections that have become available only in the last two decades, Fravel shows why transformations in military strategy were pursued at certain times and not others. He focuses on the military strategies adopted in 1956, 1980, and 1993-when the PLA was attempting to wage war in a new kind of way-to show that China has pursued major change in its strategic guidelines when there has been a significant shift in the conduct of warfare in the international system and when China's Communist Party has been united.Delving into the security threats China has faced over the last seven decades, Active Defense offers a detailed investigation into how and why states alter their defense policies.

Book excerpt: “His collection of nine essays offers a comprehensive and insightful assessment of the Chinese defense science and technology (S&T).” —Pacific Affairs Among the most important issues in international security today are the nature and the global implications of China’s emergence as a world-class defense technology power. Since the beginning of the twenty-first century, the Chinese defense industry has reinvented itself by emphasizing technological innovation and technology. This reinvention and its potential effects, both positive and negative, are attracting global scrutiny. Drawing insights from a range of disciplines, including history, social science, business, and strategic studies, Tai Ming Cheung and the contributors to Forging China’s Military Might develop an analytical framework to evaluate the nature, dimensions, and spectrum of Chinese innovation in the military and broader defense spheres. Forging China’s Military Might provides an overview of the current state of the Chinese defense industry and then focuses on subjects critical to understanding short- and long-term developments, including the relationship among defense contractors, regulators, and end-users; civil-military integration; China’s defense innovation system; and China’s place in the global defense economy. Case studies look in detail at the Chinese space and missile industry. “Constitutes high-quality, cutting-edge research on China’s defense industries. It should enjoy broad appeal—among academics, policy makers, security analysts, and business people in countries around the world.” —Andrew Scobell, RAND Corporation “Forging China’s Military Might belongs in any political science shelf interested in China’s issues and international security and considers the nature of China’s emergence as a world power.” —Midwest Book Review

Available in PDF, EPUB and Kindle. Book excerpt: Gaining an understanding of China's long and sometimes bloody history can help to shed light on China's ascent to global power. Many of China's imperial dynasties were established as the result of battle, from the chariot warfare of ancient times to the battles of the Guomindang (KMT) and Communist regimes of the twentieth century. China's ability to sustain complex warfare on a very large scale was not emulated in other parts of the world until the Industrial Age, despite the fact that the country is only now rising to economic dominance. In A Military History of China, Updated Edition, David A. Graff and Robin Higham bring together leading scholars to offer a basic introduction to the military history of China from the first millennium B.C.E. to the present. Focusing on recurring patterns of conflict rather than traditional campaign narratives, this volume reaches farther back into China's military history than similar studies. It also offers insightful comparisons between Chinese and Western approaches to war. This edition brings the volume up to date, including discussions of the Chinese military's latest developments and the country's most recent foreign conflicts.

Book excerpt: David Shambaugh, a leading international authority on Chinese strategic and military affairs, offers the most comprehensive and insightful assessment to date of the Chinese military. The result of a decade's research, Modernizing China's Military comes at a crucial moment in history, one when international attention is increasingly focused on the rise of Chinese military power. Basing his analysis on an unprecedented use of Chinese military publications and interviews with People's Liberation Army (PLA) officers, Shambaugh addresses important questions about Chinese strategic intentions and military capabilities--questions that are of key concern for government policymakers as well as strategic analysts and a concerned public.

Book excerpt: Through extensive primary source analysis and independent analysis, this report seeks to answer a number of important questions regarding the state of China’s armed forces. The authors found that the PLA is keenly aware of its many weaknesses and is vigorously striving to correct them. Although it is only natural to focus on the PLA’s growing capabilities, understanding the PLA’s weaknesses—and its self-assessments—is no less important.

Book excerpt: The Chinese Army Today is a completely unique and comprehensive study of all elements of the Chinese military, focusing on its ground forces to a degree not found in any other contemporary works. In 1999, the military modernization program of the Chinese People’s Liberation Army that had been underway for twenty years increased in intensity and achieved a focus not seen in the previous two decades. Based primarily on actual Chinese sources, this book details the changes implemented since 1999 and puts them in the context of the many traditions that still remain. Written by a retired professional military officer who has served in China, this book presents the reader with the key developments since 1999. Its discussion on training and doctrine provides a level of detail not found in other works, but is essential to understanding the progress made in China’s military modernization and the obstacles yet to be overcome. The author uses first-hand observation of the Chinese military and three decades of military experience to weave many disparate threads from official Chinese statements, documents, and media reports into an integrated whole. This text defines exactly what forces make up the People’s Liberation Army and examines in detail ground force organization and structure, personnel policies, doctrine and training, new equipment entering the force, and missions routinely undertaken in support of society. This is an essential book for all students and scholars of China and Asia, political science and international relations and of contemporary military affairs and strategic studies.

Book excerpt: China’s emergence as a global economic superpower, and as a major regional military power in Asia and the Pacific, has had a major impact on its relations with the United States and its neighbors. China was the driving factor in the new strategy the United States announced in 2012 that called for a “rebalance” of U.S. forces to the Asia-Pacific region. At the same time, China’s actions on its borders, in the East China Sea, and in the South China Sea have shown that it is steadily expanding its geopolitical role in the Pacific and having a steadily increasing impact on the strategy and military developments in other Asian powers.
