Book excerpt: In the first book to focus on African American attitudes toward Japan and China, Marc Gallicchio examines the rise and fall of black internationalism in the first half of the twentieth century. This daring new approach to world politics failed in its effort to seek solidarity with the two Asian countries, but it succeeded in rallying black Americans in the struggle for civil rights. Black internationalism emphasized the role of race or color in world politics and linked the domestic struggle of African Americans with the freedom struggle of emerging nations "of color," such as India and much of Africa. In the early twentieth century, black internationalists, including W. E. B. Du Bois and Marcus Garvey, embraced Japan as a potential champion of the darker races, despite Japan's imperialism in China. After Pearl Harbor, black internationalists reversed their position and identified Nationalist China as an ally in the war against racism. In the end, black internationalism was unsuccessful as an interpretation of international affairs. The failed quest for alliances with Japan and China, Gallicchio argues, foreshadowed the difficulty black Americans would encounter in seeking redress for American racism in the international arena.

In Central Banks and Gold, Simon James Bytheway and Mark Metzler explore how this financialized form of globalism took shape a century ago, when Tokyo joined London and New York as a major financial center.As revealed here for the first time, close cooperation between central banks began along an unexpected axis, between London and Tokyo, around the year 1900, with the Bank of England's secret use of large Bank of Japan funds to intervene in the London markets. Central-bank cooperation became multilateral during World War I—the moment when Japan first emerged as a creditor country. Wellington Koo (1888-1985) was involved in virtually every foreign and domestic crisis in twentieth-century China. After earning a Ph.D. from Columbia University, Koo entered government service in 1912 intent on revising the unequal treaty system imposed on China in the nineteenth century, believing that breaking the shackles of imperialism would bring China into the "family of nations." His pursuit of this nationalistic agenda was immediately interrupted by Chinese civil war and Japanese imperialism during World War I. In the 1930s Koo attempted to use international law to force western powers to honor their treaty obligations to punish Japanese expansion. Koo also participated in creating the League of Nations and later the United Nations in the hope that collective security would become reality.

He concludes that the Protestant missionary movement was welcomed by the Chinese not because of the religious message it spread but because of the secular benefits it provided. Like other missions, the Jiangyin Station, which was sponsored by the First Presbyterian Church of Wilmington, North Carolina, combined evangelism with social welfare programs and enjoyed a respected position within the local community. By 1930, the station supported a hospital and several schools and engaged in anti-opium campaigns and local peacekeeping efforts. In many ways, however, Christianity was a disruptive force in Chinese society, and Kessler examines Chinese ambivalence toward the mission movement, the relationship between missions and imperialism, and Westerners' response to Chinese nationalism. He also addresses the Jiangyin Station's close ties to, and impact upon, its supporting church in Wilmington.
