Contrary to popular understanding of China's pervasive corruption as an administrative or ethical problem, the author argues that corruption is a reflection of political developments and the manner in which the regime has evolved. Based on a wide range of previously unpublished documentary material and extensive interviews conducted by the author, the book adopts a new approach to studying political corruption by focusing on organizational change within the ruling party. In so doing, it offers a fresh perspective on the causes and changing patterns of official corruption in China and on the nature of the Chinese Communist regime. By inquiring into the developmental trajectory of the party's organization and its cadres since it came to power in 1949, the author argues that corruption among Communist cadres is not a phenomenon of the post-Mao reform period, nor is it caused by purely economic incentives in the emerging marketplace. Rather, it is the result of a long process of what he calls organizational involution that began as the Communist party-state embarked on the path of Maoist "continuous revolution." In this process, the Chinese Communist Party gradually lost its ability to sustain officialdom with either the Leninist-cadre or the Weberian-bureaucratic mode of integration. Instead, the party unintentionally created a neotraditional ethos, mode of operation, and set of authority relations among its cadres that have fostered official corruption.

Their prediction, however, never proved true. Despite minor setbacks, China has experienced explosive economic growth and relative political stability ever since 1989. In The Dictator's Dilemma, eminent China scholar Bruce Dickson provides a comprehensive explanation for regime's continued survival and prosperity. Dickson contends that the popular media narrative of the party's impending implosion ignores some basic facts. The regime's policies may generate resentment and protest, but the CCP still enjoys a surprisingly high level of popular support. Nor is the party is not cut off from the people it governs. It consults with a wide range of specialists, stakeholders, and members of the general public in a selective yet extensive manner. Further, it tolerates and even encourages a growing and diverse civil society, even while restricting access to it. It pitted the Kuomintang (KMT)-led government of the Republic of China (ROC) against the forces of the Chinese Communist Party (CCP). Initially, from August 1927 to 1937, the KMT-CCP Alliance disintegrated during the Northern Expedition, allowing the Nationalists to assert control over most of China. However, between 1937 and 1945, hostilities paused as the Second United Front combated the Japanese invasion with assistance from the World War II Allies. After the defeat of Japan, the civil strife resumed, with the CCP gaining momentum in the decisive phase known as the Chinese Communist Revolution, lasting from 1945 to 1949. In 1949, the Communists seized power in mainland China, establishing the People's Republic of China (PRC) and compelling the leadership of the Republic of China to retreat to Taiwan. Since the 1950s, Taiwan and mainland China have remained in a political and military standoff, both claiming to be the legitimate government of all China. While tensions persist, overt conflict has largely ceased since the Second Taiwan Strait Crisis in 1979, although no formal peace agreement has been reached.
