Book excerpt: The United States faces major challenges in dealing with Iran, the threat of terrorism, and the tide of political instability in the Arabian Peninsula. The presence of some of the world’s largest reserves of oil and natural gas, vital shipping lanes, and Shia populations throughout the region have made the peninsula the focal point of US and Iranian strategic competition. Moreover, large youth populations, high unemployment rates, and political systems with highly centralized power bases have posed other economic, political, and security challenges that the Gulf states must address and that the United States must take into consideration when forming strategy and policy.

Book excerpt: The ongoing confrontation with Iran, the war against ISIL, the instability in Iraq, the Civil war in Syria, and the conflict in Yemen have all caused major changes in the security situation in the Persian Gulf and in the regional military balance. The strategic partnership between Arab Gulf states, and with the United States and other outside states, must now evolve to deal with conventional military threats and a range of new threats, including ideological extremists, non-state actors and their state sponsors, and a growing range of forces designed to fight asymmetric wars. This new report from the CSIS Burke Chair in Strategy provides a 2015 assessment of the Gulf military balance, the military capabilities of each Gulf state, the role of the United States as a security partner, and the priorities for change in the structure of both the Gulf Cooperation Council and the Arab Gulf military partnership with the United States. The assessment goes far beyond the conventional military balance and examines how force developments in the region affect joint and asymmetric warfare, missiles and missile defense, nuclear forces, as well as terrorism, the role of non-state actors, and outside powers.

Book excerpt: The significance of the Persian Gulf to international peace and security and to the global energy market cannot be overstated. Events such as the attacks of September 11 and the rise in energy demand and prices have only highlighted the importance of stability in the Gulf to the health of the global economy. This book demonstrates that the nature of military and political threats in the Gulf states (Bahrain, Saudi Arabia, Iran, Iraq, Qatar, Yemen, and the UAE) has shifted during the past three years. Although the threat from Saddam Hussein's Iraq, which produced three recent, major conventional wars-Iran-Iraq (1980-88), Persian Gulf (1990), and Iraq (2003)-has largely disappeared, it has been replaced by concerns over the asymmetric warfare conducted by terrorist organizations and over the proliferation of WMDs by both states and terrorists. These developments are affecting the defense planning and strategic posture of each country, and this book analyzes developments in the force structures of the Gulf states and their ability to deal with this shift in the nature of the threat. The military and security forces of the Gulf states must evolve to adapt to the changing nature of the threat and take into account the risk of the Iraqi insurgency and the uncertainty surrounding Iraq's future. The key areas covered in this book include the internal terrorist threat to Saudi Arabia and the Gulf states; the impact of Iran's nuclear program and the risk it poses to energy and internal security in the Gulf area; and border disputes within the region that could develop into conflict. In addition, the book studies the impact of the Iraq War on regional security and the fear of the insurgency spilling over into neighboring states. Cordesman and Al-Rodhan demonstrate a shift toward using internal security services to deal with the threat of extremism and asymmetric warfare. They also suggest that high energy prices and export revenues provide the Gulf countries the opportunity to upgrade their military forces and deal with their undercapitalization as a result of low oil prices in the 1990s. Moreover, they insist that the future of Iraq, the strategic and nuclear posture of Iran, and the terrorist threat will remain major risks and uncertainties in the short to medium run.

Cordesman details the complex trends that come into play in determining the military balance in a region that has become so critical to world peace. This ready resource provides a wealth of information on military expenditures and major arms systems, as well as qualitative trends, by country and by zone. However, as Cordesman stresses, because the greater Middle East is more a matter of rhetoric than military reality, mere data summarizing trends in 23 different countries is no substitute for a substantive explanation. Using tables, graphs, and charts, this study explores every aspect of the regional military balance with attention to sub-regional balances, internal civil conflicts, and low level border tensions. The Middle East is certainly one of the most militarized areas in the world, and changes in technology, access to weapons of mass destruction, and political instability contribute to a situation that has long been in constant flux. Some of the regional flashpoints covered in this study include the Maghreb (North Africa); the Arab-Israeli conflict (dominated by Israel versus Syria); and the Gulf (divided into those states that view Iran as the primary threat and those who lived in fear of Iraq). Internal conflicts, such as those in Mauritania, Algeria, Libya, Egypt, Sudan, Bahrain, Saudi Arabia, Iraq, and Yemen, increasingly dominate regional tensions. In addition, border conflicts within the region and with neighboring countries could further aggravate the delicate balance.

Book excerpt: This annual reference provides a statistical study of military trends in the Middle East and a collection of essays analyzing the details and strategic significance of events in the region. This edition year's Balance includes a description of the violent civil disturbances in Judea, Samaria and Gaza. This, together with the fact that much additional data and analysis extend into 1988, justified making this the 1987-88 (rather than 1987) edition of the Middle East Military Balance.

The 20 contributors comment on the pivotal role of airpower in the war with Iraq and address issues and choices facing the USAF, such as the factors that are reshaping strategies and missions, the future role and structure of airpower as an element of US power projection, and the aerospace industry's views on what the Air Force of the future will set as its acquisition priorities and strategies. The authors agree that aerospace forces will be an essential and formidable tool in US security policies into the next century. The contributors include academics, high-level military leaders, government officials, journalists, and top executives from aerospace and defense contractors.
