Government agencies assumed responsibility not only for airline safety but for setting fares and determining how individual markets would be served. Forty years later, the Airline Deregulation Act of 1978 set in motion the economic deregulation of the industry and opened it to market competition. This study by Steven Morrison and Clifford Winston analyzes the effects of deregulation on both travelers and the airline industry. The authors find that lower fares and better service have netted travelers some $6 billion in annual benefits, while airline earnings have increased by $2.5 billion a year. Morrison and Winston expect still greater benefits once the industry has had time to adjust its capital structure to the unregulated marketplace, and they recommend specific public polices to ensure healthy competition.

Book excerpt: Labor market deregulation, intended to boost productivity and employment, is one plausible, yet little studied, driver of the decline in labor shares that took place across most advanced economies since the early 1990s. This paper assesses the impact of job protection deregulation in a sample of 26 advanced economies over the period 1970-2015, using a newly constructed dataset of major reforms to employment protection legislation for regular contracts. We apply the local projection method to estimate the dynamic response of the labor share to our reform events at both the country and the country-industry levels. For the latter, we employ a differences-in-differences identification strategy using two identifying assumptions grounded in theory—namely that job protection deregulation should have larger negative effects in industries characterized by (i) a higher “natural” propensity to adjust the workforce, and (ii) a lower elasticity of substitution between capital and labor. We find a statistically significant, economically large and robust negative effect of deregulation on the labor share. In particular, illustrative back-of-the-envelope calculations suggest that job protection deregulation may have contributed about 15 percent to the average labor share decline in advanced economies. Together with existing evidence regarding the macroeconomic gains from job protection and other labor market reforms, our results also point to the need for policymakers to address efficiency-equity trade-offs when designing such reforms.

The book also focuses on the development of the Earned Income Tax Credit (EITC) program, enacted in 1975 against the backdrop of failed efforts to nationalize AFDC which aimed at providing a basic income to all poor families, but which blossomed with continued bipartisan support in the 1990s. This book also explores alternative strategies to assist low-income families, including job training programs. It present original research on the educational and economic well-being of youth from low-income families who participated in government sponsored job training programs in the late 1970 and early 1980s. The book seeks a middle ground between general and technical social policy texts. It provides more depth than is available in the more general social policy texts. Further, while the more comprehensive texts often rely on government documents and reports relying on Current Population Survey data to profile program use, this book relies on panel data from the National Longitudinal Surveys and presents original research that builds upon prior related research and scholarship about the role of the federal government in social welfare provisioning in general and AFDC/TANF and EITC use in particular and on school-to-work transition programs. It presents related technical material in a narrative style better suited to professionals and policy makers who may lack expertise in quantitative analysis.

According to the authors, deregulation has made substantial progress in solving the two most vexing problems of the surface freight transportation industry—excessive rates in the trucking industry and insufficient returns on investment in the rail industry. Competition and efficiency have returned to both industries, and although the labor force in each has suffered wage and job losses, shippers and their customers have gained roughly $20 billion a year in benefits. The authors recommend policies that would continue to promote competition and the efficient use of highway and railway infrastructure.
