This book presents the proceedings of the three day NATO Advanced Research Workshop, "Countering Violent Extremism Among Youth to Prevent Terrorism", held in Milan, Italy, in June 2014. The best way to respond to violent extremism in general, and the radicalization of disaffected youth in particular, is far from clear, but the stakes are so high and the potential threat to countries worldwide so great that inaction is not an option. The goal of the workshop was to enhance the capacity of policymakers and practitioners to design strategies that will achieve verifiable human-rights based outcomes to counter violent extremism. Subjects covered in the 19 papers which go to make up this book include: the causes or drivers of violent extremism; the factors which facilitate the recruitment of youth by violent extremist groups; the risk of growing Islamophobia in some Western and Central European countries; and proactive measures to counter the radicalization of youth. The book will be of interest to all those involved in policy development, prevention programs, de-radicalization programs or research aimed at countering violent extremism and the radicalization of young people.

Book excerpt: The topics of extremism, violent extremism, and radicalization leading to terrorism have constituted an increasingly prominent area of policy interest and donor support in recent years, globally and in the western Balkans. Counterterrorism initiatives, as well as efforts to prevent and counter violent extremism (P/CVE), often reveal the need for broader reform, peacebuilding, and democratization strategies. While foreign donors and domestic authorities tend to focus on ISIS-inspired violent jihadism, in many countries in the region, and particularly in the case of Serbia, there are other forms of extremism—namely far-right nationalism, violent hooliganism, and neo-Nazi movements—that are often considered to be more of an imminent threat, particularly as they are often viewed as examples of “normalized” political expression. The dynamics of reciprocal radicalization, in which competing extremisms feed off of, reinforce, and even need one another, can create seemingly intractable conflict spirals of escalation and violence. This volume explores these dynamics in Serbia through original research, taking fresh perspectives that demonstrate that Serbia is vulnerable to many types of extremism, which can best be prevented by achieving the liberal, democratic, rights-based reforms that have remained elusive for more than two decades. This broad and holistic approach is important for Serbia and its neighbors as the security lens through which most research has been focused to date has done little to explain the deep and structural dynamics of radicalization and extremism in the region.

By the time of his killing, he no longer represented the Robin Hood icon that once stirred global fascination. Ten years after the 11 September 2001 attacks, jihadi terrorism has largely lost its juggernaut luster. It now mostly resembles a patchwork of self-radicalising local groups with international contacts but without any central organisational design - akin to the radical left terrorism of the 1970s and the anarchist fin-de-siècle terrorism. This volume addresses two issues that remain largely unexplored in contemporary terrorism studies. It rehabilitates the historical and comparative analysis as a way to grasp the essence of terrorism, including its jihadi strand. Crucial similarities with earlier forms of radicalisation and terrorism abound and differences appear generally not fundamental. Likewise, the very concept of radicalisation is seldom questioned anymore. Nevertheless it often lacks conceptual clarity and empirical validation. Once considered a quintessential European phenomenon, the United States too experiences how some of its own citizens radicalise into terrorist violence. But it also assesses if the concept merits its reputation as the holy grail of terrorism studies.
