The Challenge of Congressional Representation offers an up-close-and-personal look at the complex relationship between members of Congress and their constituents back home. When not crafting policy in Washington, the 435 members of the U.S. House of Representatives are busy assessing and building voter support in their districts. Fenno delves into the activities of five members of the House—Republicans representing Pennsylvania and New York, and Democrats from California, Florida, and Illinois. Spanning the ideological spectrum, these former and current representatives are senior lawmakers and rookie back-benchers from both urban and rural areas. Fenno travels with them in their own political territories, watching and talking with them, conducting interviews, and meeting aides and constituents. He illuminates the all-consuming nature of representational work—the complicated lives of House members shuttling back and forth between home and Capitol, building and maintaining networks, and making compromises. Agreeing to talk on the record without protective anonymity, these elected House members emerge as real personalities, at once praiseworthy and fallible. While voting patterns and policy analysis constitute an important window into the legislative process, the nonquantifiable human element that political scientists so frequently overlook is the essence of negotiation. Fenno focuses our attention on how congressional leaders negotiate with constituents as well as with colleagues.

But of the many constituents in their districts, who do legislators in Washington actually see, and who goes unseen? Moreover, how do these perceptions of constituents shape legislative behavior? This book answers these fundamental questions by developing a theory of legislative perception that leverages insights from cognitive psychology. Legislators are shown to see only a few constituents in their district on a given policy, namely those who donate to their campaigns and contact the legislative office, and fail to see many other relevant constituents. Legislators are also subsequently more likely to act on behalf of the constituents they see, while important constituents not seen by legislators are rarely represented in the policymaking process.

Do competitive elections increase voter satisfaction? How does voting for a losing candidate affect voters’ attitudes toward government? The not-so-surprising conclusion is that losing voters are less satisfied with Congress and their Representative, but the implications for the way in which we draw congressional and state legislative districts are less straightforward. Redistricting and Representation argues that competition in general elections is not the sine qua non of healthy democracy, and that it in fact contributes to the low levels of approval of Congress and its members. Brunell makes the case for a radical departure from traditional approaches to redistricting – arguing that we need to "pack" districts with as many like-minded partisans as possible, maximizing the number of winning voters, not losers.

Drawing on personal interviews with over three-quarters of the women serving in the 114th Congress (2015-17), the authors analyze how these women navigate today's stark partisan divisions, and whether they feel effective in their jobs. Through first-person perspectives, A Seat at the Table looks at what motivates these women's legislative priorities and behavior, details the ways in which women experience service within a male-dominated institution, and highlights why it matters that women sit in the nation's federal legislative chambers. It describes the strategies women employ to overcome any challenges they confront as well as the opportunities available to them. The book examines how gender interacts with political party, race and ethnicity, seniority, chamber, and district characteristics to shape women's representational influence and behavior, finding that party and race/ethnicity are the two most complicating factors to a singular narrative of women's congressional representation.
