The study of this Agreement should contribute to a better understanding of how the EU uses association agreements to foster or create free trade areas beyond its borders, as well as the ever more complex relationship between the WTO and preferential trade agreements.

Book excerpt: The EU Central America Association Agreement is an example of the successful completion of a region-to-region agreement and therefore in line with the EU{OCLCbr#D0}’s aim of promoting regional integration in other regions through trade and association agreements. For the EU, economic welfare gains and employment effects from the trade chapter of the Agreement are because of the relative small size of the Central American market expected to be negligible. However, EU exporters will benefit from lower tariffs on manufactured goods especially in automobiles. For the Central American countries (CA), there is the potential of significant gains, but these are not evenly spread. The fact that CA exporters already benefited from zero tariffs on almost all exports to the EU under the extended Generalised System of Preferences (GSP+) means that there are relatively few sectors that will have enhanced access with the exception of bananas, raw cane sugar and shrimps. Above all, the Agreement will provide legally secure access to the EU market. The Agreement also tackles cross border services and establishment, technical barriers to trade (TBT), sanitary and phytosanitary (SPS) issues as well as trade remedies in the shape of anti-dumping, countervailing duties or multilateral safeguards. The provisions on intellectual property rights include Geographic Indications (GIs). The trade chapter furthermore contains a human rights clause which stipulates that the parties must ensure that human rights are respected within their jurisdiction. Furthermore there are provisions on sustainable development.

The evaluation study, prepared by external consultants, analyses the implementation of the EU-CA FTA in 2013-2019 (to focus on its impacts before the COVID-19 pandemic) and in addition, considers data from 2009-2013 to compare trends before and after the EU-CA FTA's entry into force. This evaluation assesses specifically the implementation of the trade and sustainable development (TSD) chapter of the trade pillar of this agreement during the five years of its operation. After briefly outlining the trade interests of this agreement, this study situates sustainable development by explaining its legal foundations in the Association Agreement and reviewing the ex-ante impact assessment conclusions on the issue. It then focuses on the monitoring mechanisms of the Association Agreement, including the European Commission annual reports, Parliament's oversight work, the civil society dialogue, and the results of the meetings of the specialised committee and annual Association Committee and Association Council meetings. Through this review it identifies strengths and shortcomings in the implementation of the TSD chapter and ends by suggesting a number of ways to enhance efforts to support sustainable development in Central America.

The evaluation examines how regional cooperation of the EU has helped to advance the integration process in Central America between 2007 and 2013. Geographically, it therefore covers the countries that are members of the Central American Integration System, also known as SICA. Bi-lateral cooperation was only considered, insofar as it was meant to complement the regional cooperation of the EU. Furthermore, the evaluation did neither assess the trade policy of the European Union, nor the overall political relations and agreements between the regions, such as the Association Agreement. It only examined the complementarity and coherence of these different areas of EU external relations.

Book excerpt: Through its focus on EU Association Agreement negotiations, this book goes beyond the study of traditional EU trade negotiations and puts the spotlight on the increasing number of negotiations where trade relations are discussed alongside political ones. This setting makes both the negotiations themselves and the definition of the EU’s positions more complicated, raising the question as to what ultimately determines the EU’s behaviour in such complex negotiations spanning multiple of the EU’s policy areas. Offering a generalizable analytical model to study such complex EU international negotiations, the book illuminates the preferences and interactions between individual parts of the EU’s foreign affairs bureaucracy, and those between the lead actors, the Directorate General for Trade, and the European External Action Service (EEAS), in particular. In doing so, it demonstrates the utility of adapting the concept of bureaucratic politics from Foreign Policy Analysis (FPA) to the EU’s foreign policy decision-making apparatus across different stages of EU international negotiations. It also discusses how the institutional changes of the Treaty of Lisbon have altered the institutional set-up of the EU’s foreign affairs bureaucracy and thereby changed the foundations of the EU’s bureaucratic politics. Finally, the book finds that the EU’s behaviour in these negotiations is ultimately shaped, on the one hand, by the presence of diverging positions between its institutional actors, and the difficulty to bridge them through policy coordination mechanisms, on the other. Empirically, it explores these dynamics by considering the EU’s Association Agreement negotiations on the Latin American continent over the last twenty years before demonstrating the analytical model’s utility in the context of the EU’s negotiations with Ukraine and Japan. This book will be of key interest to scholars, students, and practitioners in EU foreign affairs/external relations, EU public administration and public policy, EU trade policy, and more broadly to Foreign Policy Analysis and International Relations.
