Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from The Nationalisation of Railways No country has ever been able to adopt entirely the principle of laisser faire 1n regard to railways. In all countries control of some kind exists, ranging from a Commission with no compelling force behind it except public opinion (as in' America, to that'of absolute ownership. In the United Kingdom we have so far steered a middle course. The genius for compromise, so characteristically British, has produced our present hybrid system - a system which is neither logical nor effective. So gingerly have we treated the problems involved - the transport of goods, the carriage of passengers, and the employment of an army of workpeople - that it is safe to say that never was there more profound dissatisfaction amongst shareholders, traders, travellers, and workers than exists at the present time. Magazines and newspapers have given vent to the dissatisfaction of shareholders, traders, and travellers threats of strike and disruption have been the mode of expressionof the workers. This general dissatisfaction is well grounded. The burden of capital grows ever greater, dividends are declining, the legitimate demands of traders are ignored, and the railway worker finds himself unable to keep pace with the progress of other workmen in the improvement Of his conditions. Book excerpt: Excerpt from Railway Nationalization Ever since a date even earlier than that at which Bentham's editor, Sir John Bowring, called meetings to advocate the State Purchase of Railways, I have favoured the reform which Mr. Clement Edwards with much force urges, but have feared - so great is the power of the Companies in Parliament - that we should be made to pay for it too high a price. The author of Railway Nationalization seems not only to have proved his theoretic case, but to have partly met my doubts or practical objections. Agreeing as I do with most of what he has written, except, indeed, as to that growth of cities which we cannot prevent, and which Melbourne, Sydney, Adelaide, and Perth show to be no unmixed evil, I am happy to do aught I can to help him to readers, who, however, will be drawn to him by his subject and by his vigour, without this little prefatory note. Book excerpt: Excerpt from Railways and Nationalisation The considerable degree of attention which has been attracted to railway problems of late, and the views held in some quarters that State ownership and operation would provide an effective solution of labour difficulties on British railways, have led me to think that a re-issue of the present work, originally published in 1908, might be of advantage to those who wish to study the question of Railway Nationalisation from the point of view of practical politics rather than from the academical standpoints favoured by debating societies, school parlia ments, and the exponents of those socialistic programmes in which railway nationalisation naturally takes a leading position. In the light of the recent attempt to bring about a general railway strike in this country, the matters dealt with in Chapter V III., State Railways and Labour, should, I think, be of special interest at the present moment. Then came the agitation on the part of the railway workers for better pay and conditions of labour. Furthermore, the efforts of certain influential sections of shareholders to enforce reform methods of working on the respective Boards, and the increase in the number of serious accidents, have also played their part in bringing the whole working and administration of the railroads before the public. Book excerpt: Excerpt from Railway Nationalisation and the Average Citizen If the Average Citizen would investigate the railway situation, he must needs depend upon the press for information. The question is of vast importance, but it is economic; and Canada has no economic literature. Perhaps that is putting it a little too strongly, but the few books written on economic subjects can scarcely be said to constitute a literature; and, as far as I know, not one has been written on the present railway question. Book excerpt: Excerpt from National Ownership of Railways The Railways are Public Highways and as such, be ing necessary to transportation as a means of exchange, they should be owned and operated lay Society in the interest of Society. Highways are not private but public institutions, and when government lets out the construction of its highways, giving to corporate bodies the privilege of taxing those who use them, there is always retained a superintending power, a right to regulate the charges imposed upon the public. That the government has a right to prescribe rates has been so well established by judicial decisions that it is no longer a question for discussion. It is the duty of the State to provide inter-communication, and the chartering of a railroad by a private company is for the purpose of performing said duty for the State. Says Chief Justice Black A railway is a public highway for the public benefit, and the right of the corporation to exact a uniform, reasonable, stipulated tell from those who pass over it, does not make its main use a private one. The public have an interest in such a road when it belongs to a corporation as clearly as they would 1f it were free, or if the tolls were payable to the State. Book excerpt: Excerpt from Nationalization of Railways in Japan This work was commenced in a German university as a doctoral dissertation. When it was almost completed the present world-war broke out, making the fulfilment of my hopes for the time being impossible. It is, however, an unexpected pleasure to me that the present war has brought this dissertation from Germany, where most of the railway systems are already nationalized and the practical need of any further discussion is therefore very slight, to the United States, where the question of governmental acqui sitiou of the means of communication is now frequently discussed and where as a consequence this essay may be of use in affording some data to the public. Book excerpt: Excerpt from Should Our Railways Be Nationalised?: A Comparison of British, German, and American Systems About this year, after the controversy between Brunel and Stephenson was settled in favour of the latter, a tremendous rush was made on Parliament for powers to make railways. During this year no fewer than 815 companies were formed, and their plans laid before Parlia ment and the Board of Trade. Landowners at once took advantage of the demand for land, and the railways had to pay double and treble the value, while construction contractors and ironmasters made enormous fortunes out of the railway mania - and the unfortunate and greedy shareholders.
