Book excerpt: This volume grew out of a conference series sponsored jointly by the Stanford-Berkeley Joint Center for Latin American Studies and the Instituto Universitario de Pesquisas do Rio de Janeiro (IUPERJ). Entitled "Opportunities and Constraints in Peripheral Industrial Society: The Case of Brazil," the first conference was held in Nova Friburgo in July 1983 and was followed up by another at Berkeley in late January 1984. In the course of our discussions, the subject matter widened so that a new title was chosen for this book. Also,in the interim, as Brazil made the transition to democracy and returned to economic growth, many topics on the agenda for the 1980s emerged in clearer focus, so that the chapters have all been sharpened and upgraded. In the division of labor that produced this book, Nunes coordinated the project at Berkeley and in Brazil, while Wirth and Bogenschild did the editing.

Book excerpt: Examines events in the economic history of Brazil over a 25-year period spanning its strong growth phase in the late 1960s and early 1970s, the high inflation which followed, and the external debt crisis of the 1980s. This study examines Brazil's economic history from 1964, when a military regime was instituted, to 1992, when Brazil's first popularly elected president in 25 years was forced from office on charges of corruption. The period witnessed unprecedented growth followed by high levels of inflation and soaring external debt. Reviewing the economic challenges of the 1970s, the author blames poor policymaking in response to two oil price shocks for the onset of high inflation. In addition, a series of failed stabilization efforts after the external debt crisis in 1982 slowed economic growth as investment plummeted. The author concludes with a discussion of the valuable lessons learned from the period. The most important lesson may be that an open economy can postpone essential but unpleasant adjustments to correct serious economic problems, but at a larger cost to society in the long-term. This postponement in Brazil has lead to decreased latitude for policymakers in the 1990s.

Book excerpt: The objective of this article is to analyze the causes of growth deceleration in the Brazilian economy initiated in the mid-1980s from a Keynesian-Structuralist perspective, according to which long-term growth is associated with structural change and capital accumulation. The article will analyze the period from 1980 to 2012 and will test the hypothesis that growth slowdown was caused by a large reduction in the rate of capital accumulation, due to a substantial reduction of the investment share in real output that begun in the 1980s and increased in the 1990s. The reduction of the investment share was the result of the existing imbalances of macroeconomic prices (mainly overvalued real exchange rate and exchange rate/wage ratio) which caused a premature deindustrialization of the Brazilian economy, with negative effects on investment opportunities. The obtained econometric results demonstrate the theoretical hypothesis regarding growth deceleration of the Brazilian economy.
