Book excerpt: The main purpose of this study is to relate the Beirut Stock Exchange (BSE) activity to the growth and development of the country, a problematic that is wel l disserted in economy. The fact that the BSE is very small and is always at an em bryonic stage of development makes the study harder, as information and documents concer ning the subject are not quite available. Also, forecasting and predicting for future developments are not very obvious because there are no affirmative approaches th at could be elaborated. However, investments have been undertaken to make the Stock Exchange operational and ready for future enhancements, which could lead to futu re development. The project is divided into three parts: the first part includes a description o f the BSE; its history, its structure and its regulations. The second part is rela ted to the trading activity of the exchange, its description, its relation to the major com ponents of the economy (a regression), and a reduced ratio analysis that states the financi al situation of listed companies. The third part elaborates the relation between th e BSE and the growth and development of the country. It summarizes the current situation o f Lebanon and the effects of the BSE on this issue. Finally, a comparison is drawn between Lebanon and Chile, a developing country that had an outstanding financia l success in making its stock market efficient.

The paper also provides overviews of main effects on Lebanon’s economy, the expenditure pressures associated with the refugee presence, the impact on poverty and inequality, and the added strains on labor markets. A section of the paper describes the response by the international community to help Lebanon cope with the Syrian crisis. Absent additional international support, the needs of both refugees and affected Lebanese communities will not be met. Sound government policies—including implementation of a concerted policy framework to deal with refugee issues and a commitment to fiscal discipline—will send credible signals to donors and help mobilize budget support. Tackling the unprecedented refugee crisis requires strong international support. There has been a large international humanitarian response, but much more is needed.

A short presentation of the pros and cons of bank based systems and stock exchange based systems is then made; it also underlines the advantages of "balanced" systems. It is subsequently proven that the financial system in Lebanon is bank based and that develo ping the Beirut Stock Exchange is a necessity in order to have a more "balanced" one. A thorough comparative analysis then confirms the argument that the BSE is underdeveloped relative to neighboring stock exchanges. The basis for comparison will be other stock exchanges in the MENA region. Reasons for this underdevelopment are then studied. Both theoretical reasons and specific reasons to the BSE are found. Based on these reasons, a series of measures are then proposed for t he invigoration of the BSE. These measures mostly focus on the demand side, the supply side and the legal side to a certain extent. Other types of measures will also be proposed.
