On May 5th 2000, the Governor was removed abruptly from his post and the same evening, 84 prison officers from other prisons were sent into the prison to conduct a full, overnight search. The report from the search was that 'there were no significant finds' but the trust which underpins the resettlement ethos had been destroyed. This report examines why these events happened and the results. The report concludes that what took place at Blantyre House was a serious error of judgement by the Prison Service and that capable governors and staff need to be reassured that they work for a competent employer. The status of Blantyre House must be clarified and a real effort must be made revive the ethos of trust. The Committee expressed dissatisfaction at the attempts made to mislead the Committee and the public over the significance of finds made during the search. Recommendations include: when something goes seriously wrong in the Prison Service, investigations should be conducted independently by the Chief Inspector of Prisons; new inspection arrangements for the work of prisons should apply to the overall management of the Prison Service; and the Prison Service publish urgently a policy on resettlement and report to the House in one year's time on what has been achieved.

The book attempts a detailed analysis and measurement of these dimensions in five prisons. It finds significant differences between establishments in these areas of prison life, and some departures from the official vision of the prison supported by the performance framework.
