Available in PDF, EPUB and Kindle. Book excerpt: Biotechnology is a rapidly developing sector of the economy for coun tries throughout the world. This rapid development has led to heated debate over its risks and benefits. Advocates of biotechnology point to the potential benefits offered by products that promise to elimi nate disease, provide for more efficient diagnostic techniques, treatments and drugs, yield increased food production, and so forth. Others fear that the rapid developments of this technology have occurred without appropriate consideration having been given to the ethical ramifications, the potential health risks and long-term envi ronmental impacts, implications for income distribution, and potential for abuse. Consumers and producers share concern for the future of biotechnology: the realities and even the perceptions, informed or otherwise. This book is the outcome of a research project on Biotechnology and the Consumer sponsored by the Office of Consumer Affairs of Industry Canada. The project was designed to foster informed public policy on biotechnology and in particular, to contribute to and inform the Canadian government's development of a Canadian Biotechnology Strategy. The Office funded a group of authors to prepare a series of analytical papers on a range of consumer and informational issues related to biotechnology. This project also involved an interim workshop in which the authors presented their papers, and culmi nated in a symposium on Biotechnology and the Consumer Interest, held on September 24-25, 1997, in Ottawa, Canada.

Book excerpt: The accession of Spain and Portugal to membership of the European Community in January 1985 not only brought new vitality to the European initiative, but served as a powerful reminder of the broader dimensions of the Spanish- and Portuguese-speaking worlds. A reinforcement of Europe's natural and historical interna tionalism of outlook was particularly relevant in the context of biotechnology; for the sophisticated multi-disciplinary scientific base, and the several broad application areas, force on biotechnol ogy an internationalism both for access to scientific capability, and for access to worldwide markets. Such was the rationale for 'SOBELA': a 'Seminar on Biotechnol ogy in Europe and Latin America', which in April 1987 brought some 50 Latin American entrepreneurs, policy-makers and academic leaders to Europe and to Brussels. At the Commission's Borschette Conference Centre, they heard presentations from eleven of the Community Member States, each emphasising its strengths in bio technology and its interest in promoting industrial collaboration with firms in Latin America. The seminar was opened by speeches from Vice-President Karl Heinz Narjes on behalf of the Commission, and by His Excellency Luis Ramiro Alfonsin of Argentina, senior Latin American diplomat in Brussels. In the closing session, Directors-General Paolo Fasella (Science, Research and Development, DG XII) and Jean Durieux (External Relations, DG I) welcomed Their Excellencies the ambas sadors from Argentina, Mexico, Brazil, Uruguay and Colombia.

Book excerpt: Aimed at scientists and non-specialised readers alike, this book retraces the source of national and international biotechnology programmes by examining the origins of biotechnology and its political and economic interpretation by large nations. With a foreword by André Goffeau, who initiated the European Yeast Genome Project, the book describes the achievements of the first genetic and physical maps, as well as the political and scientific genesis of the American Human Genome Project. Following these advances, the author discusses the European biotechnology strategy, the birth and implementation of European biotechnology programmes and the yeast genome project. After a detailed description of scientific policy and administrative, technical and scientific achievements, the principal stages of the yeast project and its major benefits are discussed. This enables the reader to obtain a panoramic view of this developing discipline at the dawn of the twenty-first century, as well as a better knowledge of the means deployed at international level. The conclusion gives a very detailed account of the genesis and early stages of this new scientific and technological field called genomics which appears to be a key component of modern industry. By using an epistemological analysis, the conclusion poses the problem of a new representation of life and critically appraises the limitations and deficiencies.

EUCARPIA (the European Association for Plant breeding) currently has 1.200 members, including scientists and staff of both publ ic and private organizations. Its aim is to promote scientific and technical research and cooperation In the field of plant breeding, and thereby to contribute to the development of agriculture. Every three years, EUCARPIA organizes a scientific congress. In 1992, the Xilith EUCARPIA Congress will be held In ANGERS (Fran ce) and the theme Is "Reproductive biology and plant breeding". Reproduction of plant material Is central to selection. The geneti cist, the plant breeder and the seed grower all use sexual and ve getative reproduction during the various stages of plant breeding and creation of variety. The possibility of unlimited interspecific reproduction, the use of gametogenesis dysfunction, the creation of auto and allogamy, and the cloning of the best genotypes are the challenges before the plant breeder. To understand how the reproductive system conditions the genetic structure of a population, and to Investigate the relation ships between the reproductive mode and the organization of varia bility Is a central key to genetic progress. The articles presented In this book review the current state of knowledge of reproductive biology, and Its impact on variety crea tion.

Governments and science enthusiasts worldwide are embracing the bioeconomy, championing it as the key to health, wealth, and sustainability, while citing it as justification to transform research and regulatory institutions, health and agricultural practices, ethics of privacy and ownership, and conceptions of self and kin. Drawing together studies from Asia, Australia, the Americas, and Europe, this volume encompasses subjects as diverse as regenerative medicine, population health research, agricultural finance, biobanking, assisted reproduction, immigration, breastfeeding, self-help groups, GM fish, and mining sewage.
