Book excerpt: Excerpt from German Politics and British PoliticsAfter having declared thus clearly and emphatically his policy with regard to the conflicting interests of Austria and Russia, he made the briefest reference to Germany's relations with Italy and England, which he declared were of so friendly a nature that they need not be taken at all into consideration in discussing the military question.' Then Bismarck came to the pith of 'his speech, the relations of Germany and France. It was in these, he said, that the real necessity for the strength ehing of the army lay. He was of opinion, he said, that the historic process - so he called it euphemistically - Which had gone on for 300 years between France and them was not ended and that they must be prepared to see it continued from the French side. They were now in possession of the object of contention (alsace Lorraine). They had no. Reason to fight.About the PublisherForgotten Books publishes hundreds of thousands of rare and classic books. Book excerpt: Excerpt from The British Political System The author's aim is not to give an exhaustive account of the British system, but rather to describe, explain and interpret its principal features. He concentrates on what he rightly regards as essential, and ignores the rest. He is thus able to provide, within the compass of a book of moderate size, a singularly comprehensive and satisfying view of a complicated political system. The central theme of the book is the source, organisa tion, exercise and control of political power. Part I deals with the source of power; Part II with the organisation of power; while the third and final part discusses the limitations of power. Book excerpt: Excerpt from The Frontier of Control: A Study in British Workshop Politics The first condition of answering these questions is an impartial survey of the actual facts as they exist today. Mr. Carter Goodrich's book supplies it. He is concerned not with theory, but with practice. His object is not to propound any doc trine, to suggest any reforms or to formulate a judgment as to the merits or demerits of any fea tures in the industrial system. It is simply to ofler the materials without the possession of which these exercises, however exhilarating, are apt to be sterile. He has set himself the question. Book excerpt: Excerpt from The British Versus the American System of National Government The present generation especially, nothing can, from a public point of view, be of more importance than that we should possess an adequate appreciation of the essen tial features and the advantages of the British institutions, and forms of popu lar liberty, under which we live, as compared with the institutions of the Americans, the writer of the present paper ventures to publish it as a very modest contribution towards that end. It at all events points out some of the more obvious characteristics of our British parliamentary system. Book excerpt: Excerpt from British Foreign Policy Since the Second World War There are thus limitations on any government's freedom of action in any field of policy. Most of all is that true of foreign policy, a field in which no government is exclusively sovereign as it is in domestic policy. What happens in international affairs consists not merely of what is done or intended by the British Government, but of what is done or intended by many others as well. The British Government is not even free in reacting to what is done by a hostile power, because Britain has allies to consult and neutrals to consider and internal pressures to resist, as well as hostile actions to react against. This book is an attempt to examine all these forces separately and in combination. About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books. Book excerpt: Excerpt from The Evolution of Parliament A student who is mainly versed in the history Of the sixteenth century must, however, if he trespasses on the middle ages, be ready to face prosecution with all the rigour of medieval lore; and this volume cannot escape criticism of its lack of technical knowledge in many details. My excuse for the trespass is that, being engaged on a study of the Tudor constitution, I could not understand it without seeking answers to preliminary problems which had not been solved; and historical curiosity combined with an academic interest in politics to expand an introduction to the constitutional history of the Tudor period into an essay on the place of parliament in the past, the present, and the future of the English state. The last two chapters at least of this volume are not history; but I doubt the logic and the expedience of the contention that it 13 only the business of those who have not studied the past to discuss the present or the future. The work has been prepared with care, and, it is confidently believed, will 'be found to contain an accurate and impartial sketch of all the distinguished Members of the Administration, now united under the Earl of Aberdeen in conducting the Government of the British Empire. Book excerpt: Excerpt from A Short History of British Colonial Policy In spite of all that has been recently written on the South African question, I am not without hopes that the portion of this book relating to it may be of some slight use. The subject has been generally approached either from the point of View of the experienced observer on the spot or of the partisan of some particular policy; my aim has been to bring out from the Parliamentary Papers how largely the present is the heritage of the past. Pace Mr H. M. Stanley, it does not follow that because we are convinced that Great Britain must remain paramount in South Africa, we need therefore refuse any sympathy to Dutch grievances, which are largely due to the mistakes and hesitations of English statesmen in the past. In a volume which deals with a long period of time and many scattered events, there are doubtless mistakes and inaccuracies. For such I would pray pardon in anticipation. Book excerpt: Excerpt from History of American Politics (Non-Partisan): Embracing a History of the Federal Government and of Political Parties in the Colonies and United States From 1607 to the Present The plan of the work is designed to simplify the story of our polit ical history, thus making clear and intelligent what is otherwise, to a large proportion of our citizens, a great mass of documents too exten sive for perusal. Chapter I. Treats of local colonial politics, and closes with a plate that represents mechanically the nature of colonial governments in their individual capacity. Chapter II. Sets forth the difference between the colonists and the parent country on national colonial politics, and presents those issues that ultimately drove the Americans into the war of independence. This chapter is followed by a plate that exhibits to the eye the lead ing features of the British government, and represents how, according to the English colonial system, the colonies were under the supreme power of Parliament. Chapter III. Presents revolutionary politics, and is accompanied by a plate which shows the sovereign and independent condition of the thirteen colonies, and their lack of cooperation with the Continental Congress by any binding law. Book excerpt: Excerpt from War Government of the British Dominions In the autumn of 1914 when the scientific study of the effects of war upon modern life passed suddenly from theory to history, the Division of Economics and History of the Carnegie Endowment for International Peace proposed to adjust the programme of its researches to the new and altered problems which the War presented. The existing programme, which had been prepared as the result of a conference of economists held at Berne in 1911, and which dealt with the facts then at hand, had just begun to show the quality of its contributions; but for many reasons it could no longer be followed out. A plan was therefore drawn up at the request of the Director of the Division, in which it was proposed by means of an historical survey, to attempt to measure the economic cost of the War and the displacement which it was causing in the processes of civilization. Such an 'Economic and Social History of the World War', it was felt, if undertaken by men of judicial temper and adequate training, might ultimately, by reason of its scientific obligations to truth, furnish data for the forming of sound public opinion, and thus contribute fundamentally toward the aims of an institution dedicated to the cause of international peace. The need for such an analysis, conceived and executed in the spirit of historical research, was increasingly obvious as the War developed, releasing complex forces of national life not only for the vast process of destruction but also for the stimulation of new capacities for production. This new economic activity, which under normal conditions of peace might have been a gain to society, and the surprising capacity exhibited by the belligerent nations for enduring long and increasing loss - often while presenting the outward semblance of new prosperity - made necessary a reconsideration of the whole field of war economics. A double obligation was therefore placed upon the Division of Economics and History. About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books.
