In this Element, I develop a theory to describe how a broad-based social movement that champions a grievance shared by a wide segment of the population can build alliances across society and opposition elites that, despite the rules of the game rigged against them, vote the incumbents out of power. The broad-based nature of the movement also contributes to the cohesion of the opposition alliance, and elite defection, which are often crucial for regime change. This Element examines the 2018 Malaysian election and a range of cases from other authoritarian regimes across Asia, Eastern Europe, and Africa to illustrate these arguments.

Book excerpt: This report presents findings from a nationwide face-to-face survey of 2,627 Malaysians between March and April 2021 regarding public perceptions on the Election Commission (EC) and on election management. Malaysians by and large hold a cautious, moderate affirmation of the state of democracy in Malaysia, and of it has made notable progress over the past decade. A quarter of respondents regard the 2018 general election to be very free or/and fair, while 43 percent think that it was free/fair though not without problems. This perception appears to have been influenced by the fact that there was a change in the federal government. Public confidence in the integrity and impartiality of the election management process and the EC is weakly affirmative, as revealed by a majority expressing a lack of confidence in an eventual online voting system being handled transparently. Urban residents generally have a greater distrust of state institutions. Some notable contrasts in regional trends: -- Sarawakians have a high level of trust in state institutions. -- Sabahans have the lowest appreciation for the progress made in the state of democracy in the country, the lowest satisfaction with civil liberty, or the lowest trust in state institutions except for the Malaysian Anti-Corruption Commission (MACC) and the EC. -- West Malaysians have the lowest level of trust in the MACC and EC but express the highest level of appreciation for the progress that has been made in the state of democracy.

In this new study of Malaysia's electoral politics, it is evident that the ruling coalition has lost its first-mover advantage and is only able to hold on to power due to the first-past-the-post (FPTP) single member plurality electoral system. This sort of system has given rise, in the parlance of electoral studies, to 'manufactured majorities', that is, electoral outcomes that confer a majority of seats (simple or large) to a single party or a coalition of parties without commanding a majority of the popular vote. Malaysia's FPTP system, imbued as it is with a generous proportion of 'rural weightage', continues to favour the BN, oftentimes generating large manufactured parliamentary majorities. While some may argue that electoral politics have reached an impasse, after two general elections, Malaysia's twin-coalition system seems to have gained some traction and, thanks to its federalism, with the PR having considerable control of state governments in the Malay heartland and of the more urbanized states of Selangor and Penang.
