There is wide variation, but on average older Whites are healthier than older Blacks and tend to outlive them. But Whites tend to be in poorer health than Hispanics and Asian Americans. This volume documents the differentials and considers possible explanations. Selection processes play a role: selective migration, for instance, or selective survival to advanced ages. Health differentials originate early in life, possibly even before birth, and are affected by events and experiences throughout the life course. Differences in socioeconomic status, risk behavior, social relations, and health care all play a role. Separate chapters consider the contribution of such factors and the biopsychosocial mechanisms that link them to health. This volume provides the empirical evidence for the research agenda provided in the separate report of the Panel on Race, Ethnicity, and Health in Later Life.

Addressing political incarceration's global imperial dimensions, they focus upon the organisation, strategies, narratives and practices associated with political internment in Africa (Angola, Tanzania, Rhodesia, South Africa), Latin America (French Guyana) and the Pacific region (New Caledonia). Penal legislation, policies of convict transport and political imprisonment, resettlement, prison regimes, resistance and liberation struggles, counter insurgency, prisoner agency, and prisons as cultural spaces and of memory are discussed here for different time periods from the mid-1800s to the late twentieth century. The chapters build upon the ongoing debate on political incarceration in the empire and the remarkable dynamic scientific research witnessed over the last decades. Race group areas' remodelled the cities, while the creation of homelands', mini-states and the pass laws' controlling population migration constrained urbanization itself. In the mid-1980s the old system - having proved economically inefficient and politically divisive - was replaced by a new policy of orderly urbanization'. This sought to accelerate industrialization and cultural change by relaxing the constraints on urbanization imposed by state planning. The result was further political instability and a quarter of the black (or African) population housed in shanty towns. Negotiations between the Nationalist government and the African National Congress are working towards the end of the old apartheid system. Yet the negation of apartheid is only the beginning of the creation of a new society. The vested interests and entrenched ideologies behind the existing pattern of property ownership survive the abolition of apartheid laws. Beyond race, class and ethnicity will continue to divide urban life. If the cities of South Africa are to serve all the people, the accelerating process of urbanization must be brought under control and harnessed to a new purpose. The contributors to this volume draw on a broad range of experience and disciplines to present a variety of perspectives on urban South Africa.

From the beginning of its occupation of the West Bank in 1967, Israel has experimented with different forms of rule. Since the 1990s, it has delegated certain governing responsibilities to the Palestinian Authority (PA), an organization that, Israel hoped, would act as a buffer between the military occupation and the Palestinian population. Through a historically informed, empirically nuanced analysis of towns and cities across the West Bank, Diana B. Greenwald offers a new theory of local government under indirect rule—a strategy that is often associated with imperial powers of the past but persists in settings of colonialism and state-building today. Grounded in fine-grained data on municipal governance under occupation as well as interviews with Palestinian mayors, council members, staff, activists, and political elites, this book traces how the Israel-PA regime has influenced the constraints and incentives of Palestinians serving in local government. Mayors in the Middle demonstrates that both the indirect rule system itself—as embodied in local policing arrangements—and the political affiliation of Palestinian mayors shape how politicians will govern. This variation, Greenwald argues, depends in part on whether local Palestinian governments are perceived as intermediaries within or opponents of the regime. Although Palestine is often treated as exceptional, Greenwald draws illustrative parallels with British colonial India and South Africa’s apartheid regime. For all its catastrophic and lingering effects, the book concludes, apartheid was disarmed, ultimately, by the society's much longer history of inseparability.
