The bank was founded in 1876 by the state to run public deposits, and evolved into a savings bank, catering for both public and private deposits. The book weaves in and out of different political and international contexts, following the many changes of the Portuguese political regime and of its interactions with the national and international economy. Book excerpt: We describe the evolution of balance sheets of monetary financial institutions (MFI) in Portugal before, during, and after the sovereign debt crisis of the late 2000's. We account for several dimensions of heterogeneity including size, type, and nationality. We find that the Portuguese MFI sector rapidly expanded and increased its leverage before and during the crisis until 2012, after which it started a long deleveraging process. Many of the major aggregates, such as lending and deposits, follow this pattern. We observe a steady rise of non-traditional banking activities on both sides of the balance sheet of domestic institutions. The crisis weakened the international integration of the Portuguese financial sector, as domestic banks became less exposed to international counterparties. Finally, the Eurosystem and the Portuguese government have become relevant sources of funding as a result of the recent unprecedented monetary and fiscal interventions in the domestic financial system.

The return to financial markets reflected the successful stabilization of Portugal’s economy under the program, and has been supported by the ECB’s accommodative monetary stance since early 2015. This has facilitated a steady improvement in the profile of public debt and enabled the authorities to make early repurchases to the Fund of €12.9 billion, more than 40 percent of the amount drawn during the arrangement. After a sluggish first half, the economy evidenced a welcome upturn in growth in the third quarter of 2016 driven by net exports. Despite the positive quarter, Portugal’s medium-term outlook remains impaired by high levels of corporate debt and persistent structural bottlenecks. The revised 2016 fiscal target appears within reach, but prospective public outlays for CGD’s recapitalization weighed on public debt at end-2016.
