Book excerpt: Livestock services play a vital role in sustaining the productivity and viability of the livestock sector. The value of livestock services derives from the reduction of production losses, the protection of society from livestock diseases that are transmissible to people, and the improvement of livestock productivity and livestock product quality. These services can be grouped into two major functional categories: health and production services. There is growing recognition worldwide of the important role that the private sector can play in the provision of livestock services. The report focuses on two major points, the first being that in establishing the appropriate roles for the public and private sectors in the livestock services industry, it is necessary to obtain a clear understanding of the economic nature of each of the services. Not only will the economic nature of the service determine whether private delivery will be feasible, but also whether private provision will result in a socially optimal level of supply. The second point the report emphasizes is that taking into account the economic character of each of the livestock services, privatization, therefore, cannot and should not be undertaken as one broad strategy. Instead, a policy of selective privatization should be pursued.

It presents a novel way of thinking about pastoral development, grounded in a conceptual framework that focuses on the multiple shocks that drylands livestock keepers face and how those shocks can be addressed, drawing on a state-of-the-art literature review carried out by scientists of leading research institutes and development organizations, and integrating the results of an innovative approach to modeling development options for the drylands livestock sector. Looking to the future, the picture is mixed. On the positive side, demand for red meat is expected to strengthen in domestic and regional markets, suggesting that livestock keepers will have good market opportunities. On the negative side, a large majority of livestock keepers are classifi ed as poor, and the natural (feed) resource base is likely to be suffi cient to enable improved meat and milk production for the growing human population. Prospects for the livestock sector through 2030 vary by aridity zone. In arid and semi-arid zones, a reasonable goal for 2030 is to have land use, training, and microfi nance systems established that promote an appropriate balance between human and livestock carrying capacities, featuring mainly grassland/pastoral systems that reliably and sustainably satisfy the minimum income needs of herder households, produce at least a signifi cant part of the demand in local markets for animal source food, and provide environmental services for which livestock keepers receive compensation. The goal includes signifi cant employment generation outside the sector. In the higher rainfall zones of the semi-arid areas, and in the subhumid zones, a reasonable goal for 2030 is to have intensifi ed production systems established, featuring mainly mixed livestock/arable farming or agro-pastoral systems that are closely linked to nearby grassland/pastoral systems and that consistently generate marketable surpluses of differentiated red meat and livestock products that can compete not only in the expanding domestic market but also in selected regional markets.

This paper assesses the cost- effectiveness of services designed to expedite the exchange of labor between job-seekers and employers. The authors find that the benefits of employment services are not uniform. Benefits may be reduced in small countries with a large informal sector, or when the economy is stagnant and the demand for labor is depressed (even though the need for the services may be greater under such conditions). The authors advocate a balance between public and private sector delivery of employment services. They favor opening the private market for what they term support services, which increase productivity and include income support and retraining. Such support services are distinct from what the authors call core services, provision of which they believe is properly left to the public sector. Core services to assist job-seekers include job-placement services, relocation assistance, counseling, and skills assessment. The authors find that core services are cost-effective and that public sector providers can ensure that such services are delivered to unemployed, low-skilled, or semiskilled workers whose needs may not be met by the private sector. The paper reviews the justification for and development of employment services over time and compares various approaches to the provision of such services. It reviews the various types of employment services and examines the differences between public and private sector delivery.

Book excerpt: This paper reviews the linkages between infrastructure and economic development based on both formal empirical research and informal case studies. The main thesis is that economic benefits result from investments in infrastructure only to the extent that they generate a sustainable flow of services valued by consumers. Thus, an analysis of infrastructures' contributions to growth must look at the impacts of services as actually perceived, not at indirect indicators that measure only aggregate provision of infrastructure capital. The paper notes that macro and industry level research , although having its limitations, suggest a positive and statistically significant relationship between infrastructure and economic output. However the conclusions derived from this research (most of which derives from developed countries) provide little specific guidance for policy. To gain more practical insights about how infrastructure contributes to economic growth and to improved quality of life, and to understand the welfare costs of inadequate or unreliable infrastructure, it is necessary to look at microeconomic evidence. Particularly interesting illustrations of these relationships are to be found in developing countries where there is wide variance in the availability and quality of infrastructure.
