Book excerpt: This study examines the association between the use of Management Control Systems (MCSs) and the effectiveness of Performance Management Systems (PMSs) in hospitals. Specifically, the study utilizes Simons' levers of control framework to examine the impact of the enabling use of controls (interactive and belief levers) and the constraining use of controls (diagnostic and boundary levers) on the achievement of PMS process outcomes and hospital performance. The findings indicate that the achievement of process outcomes (performance related and staff related) is affected by the enabling use of controls, with the achievement of staff related outcomes mediating the association between the enabling use of controls and hospital performance (medical facilities and effectiveness). In addition, both the enabling and constraining use of controls exhibited a direct impact on hospital performance. The study contributes to the management accounting literature by providing an insight into the role of MCSs and the importance of process outcomes in enhancing the effectiveness of PMSs in hospitals.

Book excerpt: When quantitative empirical studies in management accounting test the influence of strategic uncertainties on the use of formal management control systems (MCS), results are often mixed (and sometimes contradictory). To provide a potential explanation for these prior results, this study predicts and finds that the organizational context wherein the firm operates (e.g, change in strategy or, its counterpart, stability in strategy) affects the relationship between strategic uncertainties and the use of formal MCS. Relying on economic and psychology arguments, the top-level managers operating in a context of change in strategy cope with more severe pressures (e.g., increasing managerial time scarcity, cognitive limit to process more information) than top-level managers in a context of stability in strategy. In response to these pressures, the top-level managers limit (or amplify) the extent to which strategic uncertainties have an effect on the use of formal MCS. In addition, this study predicts and finds that the specific context of stability in strategy is a more appropriate organizational context (than the context of change in strategy) to test the relationships between strategic uncertainties and the interactive use of formal MCS. These two findings reveal (and confirm the predictions) that examining the organizational context helps to better understand the link between strategic uncertainty and the use of formal MCS.

Given the rapid growth of health care expenditures in the developed countries, the implementation of management control systems in public hospitals has been seen as an effective way to restrain medical costs. While previous studies show the administrative control has little effects on physician efficiency in providing medical service, our findings indicate the critical role of management control systems in improving quality and efficiency of medical care. This study applies the concept of enabling (Adler and Borys, 1996) to our case. In our case, an enabling use of management control systems helped medical doctors to understand the financial impacts of their daily clinical decisions and to provide more productive service without sacrificing service quality. Our results offer new insights into management control in the process of management reform in professional bureaucracies.
