Available in PDF, EPUB and Kindle. Book excerpt: Priority assessment for commodity improvement programmes has received methodological attention, yet innovation is needed for other, newer areas of research which have impact pathways that are harder to predict. Focusing on priority setting practices utilized in different international agricultural research institutes, this book discusses real world experiences and innovations with priority assessment methods. Chapters present approaches that have been used to articulate, explore and assess impact pathways and research priorities, while also considering their strengths and weaknesses and drawing together methodological lessons.

Available in PDF, EPUB and Kindle. Book excerpt: Resources for agricultural science are scarce across the world. Yet even as resources are shrinking, agricultural science has expanded its inquiry into many new areas - such as environmental preservation, food quality, and rural development - without forsaking its more traditional concerns. In a time of tight government budgets, research administrators are faced with the need to provide strong evidence that costs are justified by benefits. Science under Scarcity is an invaluable guide to the theory and methods necessary for evaluating research in agriculture and for setting priorities for resource allocation. Although economists have made significant progress in developing more sophisticated methods for research evaluation and priority setting, many research analysts and administrators do not have a working knowledge of those practices. Without the assistance of formal economic analysis it is particularly difficult to assess the social value of new technologies or to make informed judgements about the trade-offs that are involved in allocation decisions. Addressing that knowledge gap, this book reviews, synthesizes, and extends such methods as economic surplus analysis, econometric techniques, mathematical programming procedures, and scoring models. It discusses these practices in the context of scientific policy, describes their conceptual foundations, and explains how to do them. Originally published in 1995 in hardcover by Cornell University Press, it is now reissued in paperback by CAB INTERNATIONAL.

Book excerpt: This case study was conducted to provide a good understanding of the challenges and opportunities related to Egypt’s agricultural research and organizational development to draw lessons and develop supporting guidelines. This study aimed to enhance efforts exerted by Egypt’s NARS in the field of developmental research by formulating an integrated and coherent approach for research and dissemination of proven technologies and practices. Such approaches are expected to address key bottlenecks and provide the needed direction and means for sustainable improved implementation of AR4D. This can ultimately lead to enhancing and empowering the capacity of Egypt’s NARS to better inform and influence policies and facilitate institutional changes required in the agricultural sector. As part of the efforts of the Food and Agriculture Organization of the United Nations (FAO) to support and strengthen NARS’ research impact and their links to extension service systems, the present assessment was carried out to establish a deeper insight into challenges and opportunities that are facing NARS in Egypt.

Toward Sustainability explores research priorities to support sustainable agriculture. The book identifies six areas that could offer great rewards: addressing institutional constraints on resource conservation, enhancing soil biological processes, managing soil properties, improving water resource management, matching crops to environments, and effectively incorporating social and cultural dimensions into research. Also highlighted is the importance of developing collaborative, integrated research strategies and flexible mechanisms to periodically evaluate and reassess research priorities.

This book was released on 2006 with total page 154 pages. Available in PDF, EPUB and Kindle. Book excerpt: If agriculture in Eastern and Central Africa remains in its current state, not a single nation in the region will achieve the Millennium Development Goal of halving poverty by 2015. In the hopes of averting such a dismal outcome, this report analyzes agricultural development priorities and investment patterns in the region and their impact on growth and poverty rates, seeking an improved agricultural strategy. Using the Dynamic Research Evaluation for Management (DREAM) model and other tools to evaluate opportunities for increasing both agricultural and overall economic growth, the authors offer alternatives to the status quo. They propose approaches such as tailoring agricultural production to demand within Eastern and Central Africa, encouraging a wide variety of agricultural production to match the diversity of national demands and capacities, and promoting regional cooperation in agricultural development. Their analysis and conclusions should interest specialists in agricultural policy and investments, particularly those concerned with the impact of both on poverty reduction.
