Book excerpt: On 28 July 2008, the ASEAN Studies Centre and the Regional Economic Studies Programme, both of the Institute of Southeast Asian Studies, and the Konrad Adenauer Stiftung organized a roundtable on The ASEAN Economic Community Blueprint. The brainstorming session gathered Southeast Asian experts from the region to discuss the AEC Blueprint, which ASEANs leaders had adopted at their summit meeting in November 2007, and the prospects of any obstacles to its implementation by the target year, 2015. The roundtable started with a progress report on the AEC Blueprint given by S. Pushpanathan, Principal Director of Economic Integration and Finance, ASEAN Secretariat, Jakarta. Thereafter, the sessions examined the various aspects of the Blueprint tackling the non-tariff barriers, designing a comprehensive ASEAN Investment Agreement, a regional framework for competition policy, the role of infrastructure development in economic integration, the importance of international production networks in economic integration, etc.

The ASEAN Community, integrating the political, economic and social aspects of regional cooperation, will complete its first milestone by December 2015. Expectations of tangible benefits under an ASEAN Economic Community have attracted much attention though many of the initiatives will be realized post-2015.Following the policy of open regionalism, ASEAN has also signed free trade agreements with Australia, New Zealand, China, India, Japan and South Korea. It has launched negotiations for the Regional Comprehensive Economic Partnership (RCEP) agreement in 2013, with expected breakthrough by end-2015.The Southeast Asian economies are also involved in two other regional initiatives. First is the Trans-Pacific Partnership (TPP), initiated by the United States. As part of the U.S. "e;pivot to Asia"e;, the TPP is envisioned as a "e;comprehensive and high-quality"e; agreement and has concluded its negotiation in October 2015. Second, the discussions on regional connectivity have broadened; China has emerged as a recent lead proponent with its proposals for "e;One Belt, One Road"e; and the Asian Infrastructure Investment Bank. All these together have implications not only for individual Southeast Asian countries but also for regional trading architecture. To aid in understanding the beginnings, development, and potential of these grand plans, this collection of 22 essays offers a rich analysis of ASEAN's own economic integration and other related initiatives proliferating in the broader Asia-Pacific region.

Book excerpt: This report, the first in the ASEAN Studies Centre report series, begins with a brief account of the important points raised during the discussions made at the workshop on "The ASEAN Community: Unblocking the Roadblocks," organized by the ASEAN Studies Centre and the Regional Economic Studies Programme on 15 April 2008. The first endeavour in which the new ASEAN Studies Centre was actively involved, the closed-door workshop gathered Southeast Asian experts on ASEAN for what was essentially a brainstorming session on the nature of the ASEAN Community that the association aspires to be, segmented into its three pillars - the ASEAN Economic Community, the ASEAN Security Community, and the ASEAN Socio-Cultural Community. The session examined the benefits expected from regional community building for the people of Southeast Asia and the obstacles that lay on the way to its achievement. The workshop suggested certain measures for removing those obstacles. It then discussed the newly signed ASEAN Charter: the significance of its provisions, how it could help build the ASEAN Community, and how it might fall short of doing so. The workshop also heard a short briefing on the aims and functions of the ASEAN Studies Centre and proffered suggestions for it.

Available in PDF, EPUB and Kindle. Book excerpt: ASEAN has declared its intention to create a security community in Southeast Asia that is people-orientated. This book evaluates ASEAN's progress, and in doing so examines three matters of concern. The book firstly looks at the importance of constitutive norms to the workings of security communities, by identifying ASEAN's constitutive norms and the extent to which they act as a help of hindrance in establishing a security community. It then moves on to how ASEAN has interpreted people-orientated as empowering civil society organisations to be community stakeholders. The book discusses the uncertainty between how ASEAN envisages their role, and the role they themselves expect to have. Civil society actors are seeking to influence what sort of community evolves and their ability to interact with the state elite is evaluated to determine what interpretation of people-oriented is likely to emerge. Thirdly, in order to make progress ASEAN has sought to achieve cooperation among its member states in functional areas. The book examines this interest in functional cooperation through case studies on human rights, HIV/AIDS and disaster management. By discussing the notion of ASEAN being people-orientated, and how it engages with 'the people', the book provides important insights into what type of community ASEAN in building, as well as furthering our understanding on security communities more broadly.

Book excerpt: The initiative to establish the Association of Southeast Asian Nations (ASEAN) Community was adopted by the ten leaders at the 2003 Bali Summit in Indonesia. Since then, the concept of a community-building process in ASEAN has become an issue that attracts a great deal of attention from scholars and experts around the world. ASEAN Matters! Reflecting on the Association of Southeast Asian Nations carries essays with different perspectives on critical issues relating to the three pillars in building the ASEAN Community, namely the ASEAN Political and Security Community; the ASEAN Economic Community; and the ASEAN Socio-Cultural Community. In a nutshell, this book provides broad and invaluable insights into the role ASEAN plays in enhancing peace, prosperity, and stability in the Southeast Asian region. Written in a highly accessible style, the contents include both a thorough review of current issues and a succinct overview of the past and future direction of ASEAN. The book reiterates the continued and strengthening relevance of ASEAN, 43 years after its founding. Unlike most other books on ASEAN, a majority of the essays are written by former professional staff at the ASEAN Secretariat, as well as from current office holders. This gives the volume a high degree of authenticity and unique insights. More interestingly, it also includes viewpoints from experts, scholars, diplomats and officials who either have extensive research knowledge or had been involved in ASEAN's external and economic relations with the dialogue partners, such as China, India, Japan, the Republic of Korea, Australia, New Zealand, and the European Union (EU), among others. Book excerpt: The official AEC scorecard is expected to track the implementation of measures and the achievement of milestones committed in the AEC Strategic Schedule. However, the scorecard, in its current form, is too brief and general to be useful for the ASEAN citizens. This book attempts to fill this gap and evaluates the current status of and the progress towards the milestones of the AEC Blueprint. The overall message of the book is that even though ASEAN may miss some of its integration goals by 31 December 2015, it will certainly deliver some of the key initiatives - tariff elimination, establishing the ASEAN Single Window, laying the foundation of the regional investment initiative, advancing tourism services, moving ahead with ASEAN connectivity and the realization of ASEAN+1 free trade agreements. AEC's goal of forming an equitable and competitive regional economy will continue to be a work in progress. AEC 2015 is going to be a historic milestone that will raise ASEAN's profile and will help the region to maintain its centrality in the international community.

Book excerpt: ASEAN has produced a plan of action on ASEAN Economic Integration, which is annexed to the Bali Concord II. To kick-start the ASEAN Economic Community (AEC), the plan of action provides numerous policy recommendations to be implemented over the next 1 to 2 years. At the track-two level, research institutes/think-tanks such as ASEAN-ISIS, ISEAS and CSIS (Jakarta) have contributed concept papers on the AEC and the ASEAN Security Community (ASC). This Roundtable provided the opportunity for scholars and experts on ASEAN to "brain-storm" in a more comprehensive and integrated manner, the different ideas and proposals underpinning the process of community building that ASEAN is embarking upon. This report reflects the conclusions that emerged from the ASEAN Community Roundtable.

Book excerpt: With a combined population larger than that of the EU or NAFTA, economic integration of the ASEAN states will have a massive impact on both the Asian and global economies. This book examines the ASEAN Economic Community (AEC) and its opportunities and challenges. It looks at the impacts of economic integration, trade structure and economic interlinkage among these countries through case studies. The book also utilizes theories to further examine areas such as trade, cross-border infrastructure, border management, and the regional development in terms of trade liberalization and foreign labor. This book also provides insight and analysis to developing policies for "ASEAN Connectivity". Given the challenges faced and huge potential impacts of the AEC’s cross-border project, this book will be of interest to policy makers, business leaders and researchers in the ASEAN region and throughout the world.
