It is frightful to realize that they may put their coarse impress on whatever may be accomplished in the future; a future to which no height is unscalable no progress too profound. Yet Architec ture has ever been the manifestation of National and not indi vidual ideals. No Latin people has ever been able to express itself in the Architecture of the pointed arch; the Parthenon. Whatever we may say or know, is and ever must be, so far as we of the North are concerned, but a museum specimen to be measured and written about by the dry-as-dust professors of the schools. What is to be expected then of our present day civilization what of the ideas it manifests. It is doubtless ungracious to write in this fashion of those that give us such opportunities as we have, opportunities to which, too, we are only too frequently unable to rise. The more so since the state of aﬂ'airs is apparently incurable and no efforts of ours can do more than mitigate conditions in individual cases. But it is conceivable that the time may come when ideals - both national and personal will have changed, and for the better. Green, Superintendent of the Library of Congress, and the mem bers of the Park Commission as an Advisory Commission upon which all of the executive departments of the Government sha'j call before locating buildings or adopting the character of their design; that the American Academy in Rome has been incorporated by' an act of Con gress, and has engaged offices in the Octagon; and that the fund of announced at the banquet of last year has been increased to The Board of Directors' report lays particular stress upon the International Congress of Architects, to be held in London next July, and urges the members of the profession in the United States to make every effort to attend the Congress, suggesting that some arrange ment be made by which the delegates and visitors may secure passage on the same steamer. The subject of competitions has been carefully studied, and the Directors suggest that if members refrained from eu tering improper competitions the whole question would solve itself. Book excerpt: Excerpt from Annual Report of the Board of Regents of the Smithsonian Institution, 1906 The Secretary stated that the preliminary ﬂoor plans and elevations were approved on January 27 1904, and that the detailed plans for the construction of the foundation had been worked out during the spring. The excavation for the building was begun on June 15, 1904, the Score tary turning the first spade of earth, and the Site of the building was inclosed with a high board fence. The excavation was completed dur ing the last of the summer, and the work of laying the foundation was immediately begun, the material used being concrete. This part of the work was finished November 9, 1904. Proposals for furnishing the granite for all parts of the building where this stone was to be used, were opened October 1. There were nine bidders, and after due consideration the following selections were made: For the basement story, pink granite from Milford, Mass; for the main and second stories, the white Bethel granite of Vermont; for the upper story, white granite from Mount Airy, N. C.; for the trimmings of the court walls, the so-called Woodstock granite of Mary land. It was explained that the stones from these quarries would harmonize, and that the selection had the favorable recommendation of the superintendent of construction and of the architects.
