His death became the catalyst for revolts throughout the Middle East. The frustration had been building for some time: large segments of society were denied economic progress, while the middle class was squeezed, and governments had cut back on services and public employment. Since the series of uprisings began, the debate in Arab countries has focused almost exclusively on politics and questions of national identity. However, economic issues are driving the agenda, and real economic grievances must be addressed in order for the many transitions to succeed. Hafez Ghanem gives a thorough assessment of the Arab Spring, beginning with political developments since the revolutions and changes in the legal and institutional frameworks that affect economies. Arab economies grew at healthy rates before the revolts, but the benefits of economic growth were unfairly distributed. The politically connected reaped great benefits, while educated youth could not find decent jobs, and the poor and middle class struggled to make ends meet. Ghanem advises that Arab countries need to adopt new economic policies and programs that enhance inclusiveness, expand the middle class, and foster growth in undeveloped regions. Book excerpt: The street protests that erupted in Tunisia in December 2010 and spread quickly throughout the Middle East surprised not only the entrenched dictators of the region but also international observers who collectively had taken for granted the durability of Middle Eastern authoritarianism. Specifically, the Arab Spring uprisings debunked the prevailing notion that youth were disengaged from political life by their economic exclusion and tight regime control of their mobilization. Indeed, the one consistent feature across the uprisings, whether peaceful or violent, was the key role played by young people. What has remained unclear is why youth became the vanguards of the Arab Spring protests and why they have not played a more prominent role in the transitions that followed. To address these questions, the authors in this volume use updated data sets on demography, employment, education, inequality, social media and public sentiment to examine the underlying socioeconomic conditions of young people in the Middle East at the time of the uprisings and offer a mosaic of analytical explanations linking those conditions from 2009-2011 to the revolts of 2010-2012. Book excerpt: Several years after the Arab Spring began, democracy remains elusive in the Middle East. The Arab Spring that resides in the popular imagination is one in which a wave of mass mobilization swept the broader Middle East, toppled dictators, and cleared the way for democracy. The reality is that few Arab countries have experienced anything of the sort. While Tunisia made progress towards some type of constitutionally entrenched participatory rule, the other countries that overthrew their rulers-Egypt, Yemen, and Libya-remain mired in authoritarianism and instability. Elsewhere in the Arab world uprisings were suppressed, subsided or never materialized. The Arab Spring's modest harvest cries out for explanation. Why did regime change take place in only four Arab countries and why has democratic change proved so elusive in the countries that made attempts? This book attempts to answer those questions. First, by accounting for the full range of variance: from the absence or failure of uprisings in such places as Algeria and Saudi Arabia at one end to Tunisia's rocky but hopeful transition at the other. Second, by examining the deep historical and structure variables that determined the balance of power between incumbents and opposition. Brownlee, Masoud, and Reynolds find that the success of domestic uprisings depended on the absence of a hereditary executive and a dearth of oil rents. Structural factors also cast a shadow over the transition process. Even when opposition forces toppled dictators, prior levels of socioeconomic development and state strength shaped whether nascent democracy, resurgent authoritarianism, or unbridled civil war would follow.
