The general doctrine in regard to de facto ofiicers is so familiar that no citations are necessary to show it. If courts themselves, when called on for afiirmative action in aid Of an ofiicer, cannot inquire into his title, it cannot be reasonable to allow or to expect other bodies or persons to do so. N 0 case is to be found in which such an inquiry has been sanctioned. And nothing could be more unsafe. It is quite possible for persons to combine and connive at fraudulent contrivances to secure oflice unworthily. But it is just as easy to do it in one interest as in another; and if the county authorities can withhold money and ofiicial privileges on a pretense that an incumbent is not legally elected, they can practically control the offices.
