Book excerpt: 189 countries have submitted their Intended Nationally Determined Contributions (INDCs) and/or their Nationally Determined Contributions (NDCs) to the UNFCCC. With the Paris Agreement having entered into force in November 2016, the INDCs/ NDCs will guide country-level climate action for the coming years. They include not only targets, but also concrete strategies for climate change mitigation and adaptation. FAO has analyzed the INDCs/ NDCs to assess the role of agriculture and land use, land use change and forestry (LULUCF) and the agriculture sectors (crops, livestock, fisheries and aquaculture, as well as forestry) in meeting national mitigation contributions and adaptation objectives, respectively. The results show that in all regions, these sectors will play a pivotal role in accomplishing the intended contributions and objectives for addressing the causes of and increasing resilience to climate change by 2030 and beyond. This INDCs analysis report provides an overview on how the agriculture sectors have been included in the INDCs/ NDCs. It outlines mitigation contributions with a particular focus on agriculture and LULUCF, vulnerabilities under climate change and priority areas and/or activities for adaptation in the agriculture sectors. Furthermore, this report summarizes information provided in the INDCs/ NDCs on Climate-Smart Agriculture (CSA), mitigation-adaptation co-benefits and how countries have developed their INDCs and are planning to implement their NDCs. The aim of this analysis is to provide a basis for identifying priorities for international support for climate action in the agriculture sectors.

Book excerpt: The twenty-second session of the Conference of the Parties (COP 22), the twelfth session of the Conference of the Parties serving as the meeting of the Parties to the Kyoto Protocol (CMP 12), and the first session of the Conference of the Parties serving as the meeting of the Parties to the Paris Agreement (CMA 1), were held in Bab Ighli, Marrakech, Morocco, from 7-18 November 2016. The Conference showed how the world is making progress for the implementation of the Paris Agreement, and how the constructive spirit of multilateral cooperation on climate change continues. Governments have set until 2018 to complete the Paris Agreement application standards, in order to ensure trust, cooperation and success in the upcoming years and decades. The agreement adopted at COP21 came into force on November 4, 2016, and, this way, countries have ratified their commitment to struggle to keep the increase in global temperature below 2 degrees centigrade and to achieve an economy free from greenhouse gas (GHG) emissions until the second half of this century. Within this context of challenges and considering the principles, provisions and structures of the United Nations Framework Convention on Climate Change (UNFCCC), the countries have filed documents on their Intended Nationally Determined Contributions (INDC). This analysis and systematization study examines the INDC documents from 32 Latin America and Caribbean (LAC) States.

This book was released on 2019-07-02 with total page 42 pages. Available in PDF, EPUB and Kindle. Book excerpt: This paper identifies potential “climate action-sustainable development pathways” spanning 17 major agricultural climate action categories and the 17 SDG targets. The aim of this mapping exercise is to explore the extent to which the two agendas are aligned for the prioritization of those climate actions that have the potential to co-deliver on the Paris Agreement and 2030 Agenda. As the window of opportunity is closing to bridge the emission gap and adapt to climate change before it is too late, the inter-linked and mutually reinforcing climate and sustainable development agendas present a natural. framework for designing policies that leverage synergies between both. While the Paris Agreement and SDGs are generally planned and implemented in silos, their intersection in the agriculture sectors highlights an opportunity for integrated implementation. The methodological framework presented in this document attempts to facilitate the identification of policy and investment entry-points in the agriculture sectors that can accelerate progress across both agendas in tandem. The analysis aims to push national policy makers and decision makers, as well as international negotiators and global agenda setters, towards an integrated approach to climate action and sustainable development, particularly in the agriculture sectors, upon which 80 percent of the world’s poor and most vulnerable depend for their livelihoods.

Book excerpt: Many national legal frameworks still do not include laws and measures specifically intended to tackle climate change in the agriculture sectors. However, national laws and institutional frameworks are necessary for good governance and can operate to support the implementation of national policy and international commitments, including on climate change. Indeed, Target 16.3 of the Sustainable Development Goals calls for the promotion of the rule of law, and the assurance of equal access to justice for all. This is both an important stand-alone goal and an enabling goal for the realization of the transformative 2030 Agenda for Sustainable Development‎. Furthermore, the Food and Agriculture Organization of the United Nations (FAO) sees appropriately designed, informed and responsive national legal and institutional frameworks as key to supporting the implementation of countries’ commitments under the 2015 Paris Agreement, as well as their Nationally Determined Contribution in the food, agriculture and natural resources sectors. Climate change presents multiple challenges and it cannot be addressed effectively in silos. Attention must be paid not only to specific agriculture sectors, but also to governance areas that are interconnected with agriculture, such as public spending and investment, social protection and rural development. Efforts should be coordinated with the engagement of civil society, including the legal profession, vulnerable groups and the private sector. This Study addresses the principal expressions of the food and agriculture sector (crops and livestock agriculture, forestry and fisheries), looking at the critical cross-cutting issues and their integration into agriculture law. It provides a comprehensive overview of the legal and institutional issues to consider when working towards preparing the agriculture sector for the challenges of climate change.

This book was released on 2021-01-28 with total page 47 pages. Available in PDF, EPUB and Kindle. Book excerpt: The agriculture and land use sector (crops, livestock, forestry, fisheries and aquaculture) hereafter referred to as the AFOLU (Agriculture, Forestry and Other Land Use) sector for ease of reference – features prominently amongst the adaptation and mitigation contributions set forth in the nationally determined contribution (NDCs) – up to 96 and 88 percent, respectively (FAO, 2016a). This paper presents a step-by-step methodology for assessing the overall coverage of mitigation and adaptation policies and measures in the NDCs, as compared against major greenhouse gas (GHG) emission “hotspots” and adaptation “hotspots” in the AFOLU sector. It also provides a gap-filling methodology for estimating economy-wide and sector-specific baseline and NDC mitigation scenarios based on regional trends. The overall objective is to support national policy makers in NDC review and revision processes so as to better align or integrate mitigation and adaptation policies to address sectoral GHG and adaptation hotspots. To date, the sector-specific methodology has been adopted by FAO to conduct a series of mitigation and adaptation policy coverage in the NDCs at the regional-level, including Eastern Africa (FAO, 2017), Europe and Central Asia (FAO, 2019), Asia (FAO, 2020b) and the Pacific (FAO, 2020c), Latin America (FAO, 2020d) and the Caribbean (FAO, 2020e).

Book excerpt: The regional analysis provided in this report reflects the dynamism and diversity existing within Asia. Asia is experiencing dramatic demographic changes, high population growth, urbanization and growing economic inequities. The food system in the region varies significantly between and within its many sub-regions in terms of climate, landscapes, ecosystems and farming systems. All of these factors provide the context for climate action at the national level and have shaped to some extent how agriculture is reflected in countries respective National Determined Contributions. This report provides a unique, sector-specific synthesis of the NDCs from Asia. It summarizes the substantial contributions already put forward by countries, opportunities for further action and the gaps, barriers and needs that will need to be addressed if the agriculture sector in Asia is to raise mitigation and adaptation ambitions. The findings of this report will help member countries to reflect on their progress in advancing toward NDC priorities for agriculture and associated national climate goals including related targets under the Sustainable Development Goals (SDGs). The analysis also helps to make clear the links between the NDCs from the region and the ongoing work of the United Nations Framework Convention on Climate Change in support of the Koronivia Joint Work on Agriculture (KJWA).

Book excerpt: This paper presents a sector-specific framework for better understanding the role of the AFOLU sector in the nationally determined contributions (NDCs) at the country and aggregate level. It is designed to facilitate the stocktaking and analysis of national climate change mitigation and adaptation priorities, barriers to implementation and support needs specific to the AFOLU sector in order to inform country programming and guide the flow of external support. It can also be used at the country-level to facilitate NDC enhancement and encourage compliance with the Enhanced Transparency Framework (ETF) of the Paris Agreement. As such, it is directed at national policy makers sitting in ministries of environment, agriculture, finance and social planning, as well as at international and non-governmental organizations, development agencies and banks and finance institutions. To date, the framework has been adopted by FAO to conduct a series of regional-level analysis of the role of the AFOLU sector in the NDCs.

Book excerpt: This book gathers contributions discussing climate change in Egypt from an agricultural perspective. Written by leading experts, it presents state-of-the-art insights and the latest research developments in light of the most recent IPCC report. Focusing on identifying the specific phenomena that affect climate change in Egypt, the book also addresses the effects of climate change in Egypt, particularly examining the quality and quantity of water resources as well as the socio-economic impacts of climate change on agricultural activities. Furthermore, it explores alternative solutions to support agriculture and food security and raises awareness of adaptation and protection as the key to adapting to the risks posed by climate change. Covering the four fundamental pillars of climate change: food security, availability, access and stability, this book is a valuable resource for stakeholders involved in achieving the 2030 sustainable development goals in Egypt and all countries with similar climatic conditions. It is also a unique source of information and updates on climate change impacts for graduates, researchers, policy planners, and decision-makers.
