Available in PDF, EPUB and Kindle. Book excerpt: The U.S. Army Center of Military History is pleased to present a new pamphlet in its U.S. Army Campaigns of the Vietnam War series. Buying Time, 1965 1966, by Frank L. Jones, begins with President Lyndon B. Johnson s decision to commit the U.S. military to an escalating role in the ground war against the Communist government of North Vietnam and its allies in South Vietnam known as the Viet Cong. Beginning in 1965, William C. Westmoreland, the commanding general of the Military Assistance Command, Vietnam (MACV), sent large numbers of soldiers on search-and-destroy missions against Viet Cong forces. His strategy in Vietnam depended on the superiority of U.S. firepower, including intensive aerial bombardments of regular enemy units. The goal was to inflict more losses than the Communist forces could sustain. During 1966, the United States gradually built up not just its forces, but also the logistical and administrative infrastructure needed to support them. Pacification, which took a lesser role during the military buildup, remained central to the allies approach to the war, with the White House taking additional measures to elevate its importance. As 1966 drew to a close, General Westmoreland was in position to launch the type of large, sustained military campaign that he hoped would both cripple the enemy and enable the South Vietnamese to make substantial progress toward pacification. The tide had been stemmed, yet no one was under the illusion that the task ahead would be either easy or quick. Indeed, the events of 1965 and 1966 had shown the enemy to be a dangerous and able foe, unshaken despite heavy losses in his own pursuit of victory. The true struggle had just begun."

Book excerpt: "In the quarter century that followed American entry into World War II, the nation's armed forces moved from the reluctant inclusion of a few segregated Negroes to their routine acceptance in a racially integrated military establishment. Nor was this change confined to military installations. By the time it was over, the armed forces had redefined their traditional obligation for the welfare of their members to include a promise of equal treatment for black servicemen wherever they might be. In the name of equality of treatment and opportunity, the Department of Defense began to challenge racial injustices deeply rooted in American society. For all its sweeping implications, equality in the armed forces obviously had its pragmatic aspects. In one sense it was a practical answer to pressing political problems that had plagued several national administrations. In another, it was the services' expression of those liberalizing tendencies that were permeating American society during the era of civil rights activism. But to a considerable extent the policy of racial equality that evolved in this quarter century was also a response to the need for military efficiency. So easy did it become to demonstrate the connection between inefficiency and discrimination that, even when other reasons existed, military efficiency was the one most often evoked by defense officials to justify a change in racial policy."_x000D_ Morris J. MacGregor, Jr., received the A.B. and M.A. degrees in history from the Catholic University of America. He continued his graduate studies at the Johns Hopkins University and the University of Paris on a Fulbright grant. Before joining the staff of the U.S. Army Center of Military History in 1968 he served for ten years in the Historical Division of the Joint Chiefs of Staff.

Book excerpt: [Includes 11 charts, 1 map, and 20 illustrations] “In combat situations prior to Vietnam, U.S. military forces had an existing command and control structure which could be tailored to accomplish the task at hand. In Europe during World War II General Dwight D. Eisenhower modified the command structures developed for the North African and Mediterranean operations to form Supreme Headquarters, Allied Expeditionary Force (SHAEF). After his departure from Bataan in 1942, General Douglas MacArthur had several months in which to design the command structure that ultimately contributed to the defeat of the Japanese...There, the command and control arrangements, which ultimately directed a U.S. Military force of over 500,000 men, evolved from a small military assistance mission established in 1950. The Military Assistance Advisory Group’s philosophy of assistance rather than command significantly influenced the development of the organization. “This monograph describes the development of the U. S. military command and control structure in Vietnam. The focus of the study is primarily on the Military Assistance Command, Vietnam (MACV), and the U.S. Army in Vietnam (USARV). The relationships with the joint Chiefs of Staff (JCS), Commander in Chief, Pacific (CINCPAC), U.S. Army, Pacific (USARPAC), and other outside agencies are discussed only as their decisions, policies, and directives affected MACV and operations within South Vietnam. The air war against North Vietnam and naval operations of the U.S. Seventh Fleet were CINCPAC’s responsibilities and are only mentioned in regard to their impact on MACV and the forces under MACV. “This study is not a conventional military or diplomatic history of the war in Vietnam. Rather, it is an analytical appraisal of the command and control structure.”

Book excerpt: This publication is the first of a series titled The United States Air Force in Southeast Asia. It tells the story of the Air Force's involvement in the region from the end of the second World War until the major infusion of American troops into Vietnam in 1965. During these years, and most noticeably after 1961, the Air Force's principal role in Southeast Asia was to advise the Vietnamese Air Force in its struggle against insurgents seeking the collapse of the Saigon Government. This story includes some issues of universal applicability to the Air Force: the role of air power in an insurgency, the most effective way to advise a foreign ally, and how to coordinate with other American agencies (both military and civilian) which are doing the same thing. It also deals iwth issues unique to the Vietnamese conflict: how to coordinate a centralized, technological modern air force with a feudal, decentralized, indigenous one without overwhelming it, and how best to adapt fighter, reconnaissance, airlift, and liaison planes to a jungle environment. Additional volumes in this series will tell the story of the Air Force in South Vietnam, in Laos, and over North Vietnam until the cessation of the Air Force's direct role in 1973, (Author).

Available in PDF, EPUB and Kindle. Book excerpt: The U.S. Army Before Vietnam, 1953-1965, by Donald A. Carter, covers the period between the end of the Korean War and the initial deployment of ground combat troops to Vietnam. It describes the organizational and doctrinal changes the Army implemented as it attempted to digest the lessons of one conflict and to prepare the force for another. The pamphlet also discusses the service's efforts to maintain its position in national defense within the parameters of President Eisenhower's New Look strategic policy. A key issue for the Army was the question of how to prepare a force to operate on an atomic battlefield. In order to compete with the Air Force and the Navy for a diminishing defense budget, the Army had to show that it, too, was a modern, forward-thinking organization, prepared to integrate a new family of tactical atomic weapons into its organization and doctrine. The resulting experiment with the Pentomic division forced Army leaders to reexamine some of their most basic assumptions about future conflict. With the increasing influence of Communist China throughout Southeast Asia, the Army also began to pay greater attention toward counterinsurgency and guerilla warfare. President Kennedy's interest in a doctrine of flexible response and his concern for combatting Communist inspired insurrections prompted the Army to increase training in unconventional warfare and to highlight the capabilities of its developing special forces--the Green Berets. Book excerpt: This is the first of a series of chronological histories prepared by the Marine Corps History and Museums Division to cover the entire span of Marine Corps involvement in the Vietnam conflict. This particular volume covers a relatively obscure chapter in U.S. Marine Corps history—the activities of Marines in Vietnam between 1954 and 1964. The narrative traces the evolution of those activities from a one-man advisory operation at the conclusion of the French-Indochina War in 1954 to the advisory and combat support activities of some 700 Marines at the end of 1964. As the introductory volume for the series this account has an important secondary objective: to establish a geographical, political, and military foundation upon which the subsequent histories can be developed.

Book excerpt: "Advice and Support: The Early Years, 1941-1960" describes the activities of the U.S. Army in Vietnam during World War II, military advice and assistance to the French government during the immediate postwar years, and the advisory program that developed after the Geneva Agreements of 1954. Its scope ranges from high-level policy decisions to low-echelon advisory operations in the field, presented against a background of relevant military and political developments. Useful not only as a study of military assistance but as a view of the Army as an agent of national policy, Ronald Spector's interesting book is a fitting introduction to the overall study of the conflict in Vietnam.

Book excerpt: This is the second volume in a series of chronological histories prepared by the Marine Corps History and Museums Division to cover the entire span of Marine Corps involvement in the Vietnam War. This volume details the Marine activities during 1965, the year the war escalated and major American combat units were committed to the conflict. The narrative traces the landing of the nearly 5,000-man 9th Marine Expeditionary Brigade and its transformation into the ΙII Marine Amphibious Force, which by the end of the year contained over 38,000 Marines. During this period, the Marines established three enclaves in South Vietnam’s northernmost corps area, I Corps, and their mission expanded from defense of the Da Nang Airbase to a balanced strategy involving base defense, offensive operations, and pacification. This volume continues to treat the activities of Marine advisors to the South Vietnamese armed forces but in less detail than its predecessor volume, U.S. Marines in Vietnam, 1954-1964; The Advisory and Combat Assistance Era.
