Book excerpt: Sustainable agricultural practices enable more efficient use of natural resources, mitigate the impact of agriculture on the environment, and strengthen capacity for adaptation to climate change and climate variability. Because these practices usually require substantial effort or resource allocation from farmers, incentives are necessary to support farmer adoption. Despite growing interest, there has been little systematic evaluation of the incentives–adoption–outcome chain—that is, which incentives best promote adoption and which lead to desired sustainability outcomes. This brief presents the results of a literature review that examined (1) uptake agricultural practices under three kinds of incentives, market and nonmarket, regulations, and cross-compliance, and (2) the impact on productivity, profitability, and environmental sustainability. Based on this review, it offers a set of seven tested principles to follow in designing and implementing incentives for sustainable agriculture.

Book excerpt: Climate change and conflicts co-exist in many countries with significant welfare and socio-environmental implications. Different approaches are being promoted to adapt and build resilience to these fragilities including the adoption of sustainable farm practices that have the potential to increase agricultural productivity and maintain environmental sustainability. We undertake a systematic review and perform a meta-analysis to understand and synthesize the adoption and impacts of agricultural technologies and natural resource management practices with a special attention to fragile and conflict affected settings. We employ state of the art machine learning methods to enable process and selection of appropriate papers from a universe of over 78,000 papers from leading academic databases. We find that studies on adoption and impact of agricultural technologies and natural resource management practices are highly clustered around Ethiopia and Nigeria. We do not find any studies on Small Island States. We observe a wide array of characteristics that influence adoption of these technologies. Of the over 1400 estimates of determinants collected, majority predict input technologies while very few studies and estimates are found in relation to risk management and mechanisation technologies. Our meta-analysis shows an average effect size of 7 - 9% for the different technologies and practices. For the outcomes: land productivity, food security and household welfare, we obtain effect sizes of 6, 8 and 9% respectively. We do not observe much in terms of publication bias. Both climate and conflict vulnerability not only cause far more food insecurity, poverty, and degradation of the environment on their own but also reinforce each other through the climate change – conflict linkage. For these detrimental effects to be curtailed, utilisation of climate-smart agricultural technologies and natural resource management practices need to be encouraged. We thus lend credence to the development, dissemination and upscaling of these sustainable practices. We observe a lot of space for growth and adoption of these technologies.

Book excerpt: This report assesses the impact on smallholder farmers of technology options developed by Uganda's National Agricultural Research Organization (NARO) to improve the productivity of the East African highland banana, a major crop in Uganda and Tanzania. The contributors survey an array of options either currently practiced or under development, including improved soil fertility management practices, conventional banana improvement, and transgenic banana cultivars. Their survey produces a number of findings with important implications for banana production: a recently developed banana hybrid adopted in Tanzania reduced the vulnerability of Tanzanian households to yield losses from pests and disease; a strong network of social ties among farmers facilitates the spread of best soil fertility management practices through farmer-to-farmer exchange; and transgenic bananas currently being developed could have pro-poor impact. Drawing on simulations of the economic benefits of these and other technology options, the contributors conclude that the current strategy endorsed by NARO, of combining conventional and transgenic approaches to mitigate the biotic pressures that cause major economic losses, is essential for sustaining banana production systems. The report serves as a valuable baseline for researchers and others interested in measuring the effectiveness of crop improvement programs.

Three years ago, an attempt was made by one of the editors to get a project on 'Agri cultural Risk Management and Sustainabilty' (ARMAS) funded by the European Commission. Probably deeming the proposal as prematurely novel for Europe, the Commission's screening experts abandoned its evaluation. Following that experience it became apparent that the literature on the theme ought to be strengthened and emphasized through a book by a well known publishing house. The editorial team was formed relatively quickly and an invitation to known experts in the field for contributions was issued. Subsequently, Kluwer Academic Publishers, evaluated an edited volume proposal package, and final revisions were made prior to submitting the entire manuscript for publication. In spite of expected increases in food production in developing countries, the number of people at risk of hunger is predicted to grow, especially in the world’s poorest regions. While technology is not a panacea, it is critical to addressing the food production side of the food security equation. The social, economic, and other factors that affect technology adoption are complex and varied, requiring research that combines natural and social sciences to understand how best to influence the uptake and sustained use of effective technologies. Research should focus on four areas where complex combinations of challenges inhibit adoption. Understanding (1) farm-level, (2) economic, and (3) policy barriers would illuminate where promising innovations may be viable. Further, researchers should explore which approaches most effectively drive adoption of (4) combinations of agricultural practices and technologies.
