Available in PDF, EPUB and Kindle. Book excerpt: Although it is seldom recognised as such by the public, the civil service is a profession like any other. The UK civil service employs 400,000 people across the country, with over 20,000 students and graduates applying to enter every year through its fast-stream competition alone. Martin Stanley's seminal How to Be a Civil Servant was the first guidebook to the British civil service ever published. It remains the only comprehensive guide on how civil servants should effectively carry out their duties, hone their communication skills and respond to professional, ethical and technical issues relevant to the job. It addresses such questions as: How do you establish yourself with your minister as a trusted adviser? How should you feed the media so they don’t feed on you? What’s the best way to deal with potential conflicts of interest? This fully updated new edition provides the latest advice, and is a must-read for newly appointed civil servants and for those looking to enter the profession – not to mention students, academics, journalists, politicians and anyone with an interest in the inner workings of the British government.

This book was released on 2012-11-20 with total page 48 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report expresses concern that proposals in the Governments Civil Service Reform Plan, such as allowing ministers to select departmental permanent secretaries from a shortlist and directly to appoint civil servants on fixed-term contracts, could risk undermining the impartiality of the civil service, threaten the principle that appointments are based on merit and make it harder for officials to give honest advice to ministers. Ministers remain constitutionally responsible for everything their departments and their civil servants do. Ministers should not seek to distance themselves from the actions of civil servants, or of special advisers. The Committee also addresses the relationship between parliamentary select committees and the civil service. The report concludes that select committees should have greater access to advice given to ministers by civil servants and that select committees should be able to call former civil servants to give evidence on projects which they used to work on. Other recommendations in the report include that: Parliament should in future be given the chance to scrutinise revised editions of the Osmotherly rules, which provide guidance to civil servants on dealing with select committees; the Osmotherly rules, however, should not be regarded as anything more than guidance for civil servants; when select committees call for specific civil servants to give evidence the Government should normally agree to the request; it should be normal practice for a single senior civil servant to oversee major Government projects from start to finish, in order to ensure better accountability of such projects

Available in PDF, EPUB and Kindle. Book excerpt: How we manage public services and hold them to account is critically important. Yet austerity, recent changes to accountability frameworks, and the loss of the Audit Commission have created a huge deficit in our understanding of how well services are delivered. The time is thus right to re-examine the state of our vital public services, as well as how we can make them more accountable. This book reopens the debate on what accountability means and provides unique insights into an increasingly complex organizational landscape. It presents a new and innovative way of evaluating public services that should be of use to academics and public servants alike. Synthesising empirical work across local government, health and social care, the police, and fire services, this book also explores the relationship between financial and performance accountability and makes the case for the need for a distinctive sense of public service accountability.

Book excerpt: Ethics and accountability have become important themes for modern government, as in most of the countries there is a severe crisis of legitimacy. Increasingly there is a feeling that performance management alone will not solve this crisis. Citizens also expect from politicians and public servants ethical responsible conduct. As to the ethics, however, there is a problem. Governance and new public management have raised new problems which cannot be solved by referring to the traditional bureaucratic ethics. Devolution and decentralisation processes have enhanced the responsibility of public servants. The increase of transparency and openness and the service orientation of public organisations have challenged the traditional values of discretion and equality before the rule. The growing interaction between the public and the private sector have raised the question of integrity. In light of these developments, it is important to update the ethical system, or reversibly, the traditional values of the public service can question some actual evolutions in government.

Available in PDF, EPUB and Kindle. Book excerpt: Canada's machinery of government is out of joint. In Breaking the Bargain, Donald J. Savoie reveals how the traditional deal struck between politicians and career officials that underpins the workings of our national political and administrative process is today being challenged. He argues that the role of bureaucracy within the Canadian political machine has never been properly defined, that the relationship between elected and permanent government officials is increasingly problematic, and that the public service cannot function if it is expected to be both independent of, and subordinate to, elected officials. While the public service attempts to define its own political sphere, the House of Commons is also in flux: the prime minister and his close advisors wield ever more power, and cabinet no longer occupies the policy ground to which it is entitled. Ministers, who have traditionally been able to develop their own roles, have increasingly lost their autonomy. Federal departmental structures are crumbling, giving way to a new model that eschews boundaries in favour of sharing policy and program space with outsiders. The implications of this functional shift are profound, having a deep impact on how public policies are struck, how government operates, and, ultimately, the capacity for accountability.

Accountability is the liability assumed by all those who exercise authority where there has been responsibilities delegated; ultimately, a liability owed to all citizens by the government and subsequently, every government department and agency. Since Canada is a representative democracy, it is responsible for good governance but accountable for its actions, whether or not the two coincide.

Book excerpt: "Calls for reform of the public service are routinely heard from politicians, private sector interests, civil society organisations and public servants themselves. Public service reform programmes have become the norm in many countries, including Ireland. But the overheated rhetoric that usually accompanies the launch of such programmes is often rapidly followed by the disappointment of unfulfilled ambition and apparent failure." "This book looks at the realities of public service reform in Ireland today. It begins with the conviction that reform is an ongoing process of adaptation to the rapidly changing requirements of society, rather than anything that can be captured in a once-off programme. It recognises the achievements of recent reform efforts, and it sets out some key elements that the authors believe should be part of the next phase of reform. In particular it identifies specific actions that are needed to improve accountability for performance, to adapt organisational structures to contemporary needs, and to put in place the vital leadership capability. The authors recognise that other actions will also be required in the short term, and that the process of adaptation will rapidly move on to other challenges, but they insist that the next phase of reform must, as a priority, address at least these three areas." "The book draws on management theory, international best practice and, not least, the authors' own experience at the frontline of public service delivery. Its proposals are practical and immediate, but are also well grounded in a vision of a high-performance public service that can meet the most demanding expectations of today's citizens."--BOOK JACKET.
