Book excerpt: The United States has made significant progress in securing the nation from terrorism since the September 11, 2001 attacks. Nevertheless, work remains as the terrorist threats facing the country have evolved in the last ten years, and continue to change. Following 9/11, the federal government moved quickly to develop a security framework to protect our country from large-scale attacks directed from abroad, while enhancing federal, state, and local capabilities to prepare for, respond to, and recover from threats and disasters at home. A key element of this framework included the creation of the Department of Homeland Security (DHS) in March, 2003, bringing together 22 separate agencies and offices into a single, Cabinet-level department. Created with the founding principle of protecting the American people from terrorist and other threats, DHS and its many partners across the Federal government, public and private sectors, and communities throughout the country have strengthened the homeland security enterprise to better mitigate and defend against dynamic threats. Many of the features of this new, more robust enterprise align with - and respond to - recommendations contained in the 9/11 Commission Report, released in July 2004 to assess the circumstances surrounding 9/11 and to identify ways to guard against future terrorist attacks. In recognition of the 9/11 Commission Report and the tenth anniversary of 9/11, this report describes how DHS has addressed specific 9/11 Commission recommendations over the past ten years, making America stronger and more resilient. While challenges remain, the Department continues to focus on minimizing risks while maximizing the ability to respond and recover from attacks and disasters of all kinds. This is a challenge that the men and women of DHS commit themselves to every day.

Book excerpt: Within six weeks of 9/11, in a nation gripped by fear and hatred, Congress overwhelmingly approved the USA PATRIOT Act, drafted in secret by the Department of Justice. There was almost no debate, and few in Congress were given more than a few hours to read the 342-page document. In America's Unpatriotic Acts, award-winning journalist and university professor Walter M. Brasch looks not just at the effects of the PATRIOT Act upon the nation, but also at the innumerable civil rights violations conducted in the United States, as well as by the United States in foreign countries during the three years following 9/11.

Book excerpt: This report describes for the first time the totality and evolution since the mid-1980s of the current-day immigration enforcement machinery. The report's key findings demonstrate that the nation has reached an historical turning point in meeting long-standing immigration enforcement challenges. The question is no longer whether the government is willing and able to enforce the nation's immigration laws, but how enforcement resources and mandates can best be mobilized to control illegal immigration and ensure the integrity of the nation's immigration laws and traditions.

Book excerpt: At a time when immigration reform has become a top legislative priority for both the Bush administration and Congress, the Migration Policy Institute (MPI) has convened the Independent Task Force on Immigration and America's Future, a bipartisan panel of leaders and policy experts, to develop information, analysis, and proposals that contribute to broader immigration debates. Partner institutions in the project with MPI are the Manhattan Institute and the Woodrow Wilson International Center for Scholars. This report presents findings and recommendations for sound policy reform in key areas where today's immigration policy and practices are faltering: the unauthorized population, immigration enforcement and national security, labor markets and the legal immigration system, and immigrant integration. The aim of these comprehensive reforms is to ensure that immigrants can continue to make critical contributions to America's success as a nation, while meeting the higher standards of security and service that the American public is demanding.

William Johnstone served on the transportation security staff of the 9/11 Commission, and wrote this book to build upon and supplement the Commission's work. In its pages, he explains the aviation security system failure on 9/11, uses that as a means for evaluating post-9/11 transportation security efforts, and proposes remedies to continued shortcomings. 9/11 and the Future of Transportation Security is based on information originally provided to the 9/11 Commission, augmented by unpublished reports and a wealth of other material that has come to light since the issuance of the Commission's own report in July 2004. Part One analyzes the aviation security system's history and institutions to explain why the system failed on 9/11. Part Two looks at what has been done in aviation and transportation security since 9/11, including the Commission's recommendations and the congressional response to them. Finally and most significantly, Part Three outlines a suggested approach for improving current U.S. transportation security. It begins with fundamental policy questions that must be answered if we are to optimize transportation security efforts, and concludes with both underlying principles for action and specific recommendations.
