A steep decline in oil production and a sharp drop in oil prices have caused large shortfalls in foreign exchange receipts and government revenue. Continued high government spending led to massive fiscal deficits that were either monetized or financed through accumulation of arrears. The country is in a deep economic crisis with annual inflation peaking at 550 percent in September 2016 and a precipitous currency depreciation. Gross international reserves have dropped to about one week of import cover. A relapse of violence in July 2016 following the formation of the Transitional Government of National Unity three months earlier compounded the already existing humanitarian crisis and derailed the peace process. The hope is that the country charts a new course toward a broad-based and inclusive political process and economic development.

The poverty rate has fallen from 44 percent in 2000 to 23.5 percent in 2015/16. In 2016/17 GDP growth is estimated at 9 percent, as agriculture rebounded from severe drought conditions in 2015/16. Industrial activity expanded, with continued investments in infrastructure and manufacturing. The current account deficit declined in 2016/17 to 8.2 percent of GDP. Over the medium term, growth is expected to remain about 8 percent, supported by sustained expansion in exports and investment.

Employment growth has strengthened markedly over the year, although the economy is not yet back at full employment. Wage growth is weak and inflation is below its target range. The macroeconomic policy stance has become more supportive with the infrastructure investment boost.

Measured against the overall strength of its PIM institutions, Malawi performs broadly in line with other low-income developing countries and sub-Saharan African countries, but less well than better-performing emerging markets. Measures of institutional strength show how well Malawi rates in terms of its existing laws and regulations, as well as the formal guidelines and instructions issued by the government to implement these laws. The public investment management assessment diagnostic tool also measures how effectively, in practice, the government implements and enforces these laws and regulations. On this measure of effectiveness, Malawi performs relatively poorly. Looking at individual indicators of PIM, Malawi’s performance is mixed.

The IMF staff recommends completion of the fifth review under the PSI.

Book excerpt: This year’s edition of the Africa Regional Overview of Food Security and Nutrition reports that after a prolonged decline hunger appears to be on the rise. In sub-Saharan Africa there were about 224 million undernourished people in sub-Saharan Africa in 2016, up from 200 million in 2015. In many countries, the worsening situation in 2015 and 2016 can be attributed to adverse climatic conditions, often linked to the El Niño phenomenon, resulting in poor harvests and the loss of livestock. Conflict, sometimes in combination with drought or floods, also contributed to severe food insecurity in several countries. Lower commodity prices and a difficult global economic environment have furthermore contributed to the worsening food security situation. The worrying trend in undernourishment is not yet reflected in the series of indicators referring to nutritional outcomes in the region, with the prevalence of stunting and wasting for children under the age of five continuing to decline gradually. However, progress towards the World Health Assembly global nutrition targets has been generally poor. While a relatively large proportion of countries are on track to meeting the target for overweight in children, the rates for adult obesity are soaring in all regions and are especially high in Southern Africa. The report also finds that across the board, countries have developed and are developing policy frameworks and investment plans that are aligned, or efforts are being made to align them, with the goals of the Malabo Declaration and SDG 2. Through CAADP, policy processes are coherent, and this initiative has raised the profile of agriculture and heavily influenced agricultural policy at regional and national levels. However, the worrying trends in undernourishment underline the need for even greater efforts to achieve the SDG 2 by 2030. The thematic part of the report focuses on the food security and nutrition–conflict nexus. Conflict is not only an increasingly important cause of food insecurity and malnutrition but food insecurity and malnutrition can also become conflict multipliers. Addressing the causes of conflicts and supporting food security and livelihoods can help build resilience to conflict and contribute to sustaining peace.

However, provided progress on structural reforms is accelerated, the medium-term outlook remains positive, supported by future oil production, increased regional integration and inter-regional trade, and implementation of significant infrastructure projects.
