Due to its unique geographical setting, it is prone to various natural disasters including floods. There is a whole trail of death and destruction left behind by devastating floods. But, the 2010 floods in the country were unprecedented because of their vast areal coverage, loss of thousands of lives and large-scale destruction. This study is an analysis of the impact of the 2010 floods on the environment and economy of Pakistan. The study begins with the environmental characteristics of the study area to understand the drainage, water availability and flooding patterns in different parts of the country. Then, a study of the flood history of Pakistan has been undertaken to identify possible causes of floods, rescue and management operations and preparedness for the future. The immediate damage and losses to the environment and economy have been separately studied, followed by the impact of the floods resulting from widespread damages to the different sectors of the economy and environment. The study reveals that the floods had a severe impact on the habitat, ecology and lives of thousands of animals in the country. The actual impact on the environment was so vast and far-reaching that it is difficult to comprehend and express it in numerical terms. Therefore, in the study it has also been argued that loss of buildings, infrastructure and agriculture is actually a loss of environment. All sectors of the economy were affected by the floods but agriculture, housing and transport and communication sectors were severely hit and had brought the whole country to a standstill. Rescue and rehabilitation efforts carried out with the help of international cooperation achieved some degree of success. But, for the future, Pakistan has to take many physical, organisational and technological measures to deal effectively with natural disasters including floods. There are many lessons to be learnt from the disastrous 2010 floods and hopefully this study will be useful in that direction.

Every year, during the monsoon season from July to September, Pakistan experiences heavy rainfalls. However, this year the substantial amount of unexpected monsoon rainfall resulted in heavy floods as a consequence of the absence of adequate infrastructure (dams, barrages, reservoirs). The heavy rainfall started in the last week of July 2010, and continued for days in the regions of Balochistan, followed closely by a second spell in Khyber Pakhtunkhwa (KPK). The rain continued until the first few days of August 2010, causing tremendous damage to both property and lives. The heavy rainfall flooded the already flooded rivers and streams, causing the river banks to burst. The flood water started causing destruction in KPK, and continued its journey towards Punjab and Sindh. The floods in Pakistan have had an impact on all the sectors of the economy. Handling these problems would require a model that could simultaneously capture the major relations among different sectors of the economy, and thereby, trace through the indirect and secondary effects on the economy. The model used to calculate the impact is subjected to a number of simulations that are run on E-views. In this study, the author uses a model that reports clearly what Pakistan will face in terms of production loss and recovery. The results are assessed on the basis of past data and the current situation in the country. The author's main purpose is to define the costs Pakistan faces in such a situation, and further, to develop policy recommendations.

How do natural disasters affect aspirations, and can governments’ social protection policies successfully mitigate any damaging effects? If natural disasters threaten aspirations, there is strong policy interest in understanding these threats and what government can do to protect aspirations. This article uses Pakistan’s 2010 floods to identify the effects of a natural disaster on citizens’ aspirations. Aspirations were significantly reduced—especially among the poorest and most vulnerable. However, by exploiting exogenous variation in access to targeted government social protection, the authors show that social protection following natural disasters can significantly reduce their negative aspirational effects. This offers a new understanding of government social protection. It not only raises social welfare in the short term by restoring livelihoods and replacing damaged assets; it also has an enduring effect by raising citizens’ aspirations for the future. The authors show not only that the aspirations of citizens matter for citizens’ behaviors, but also that government policies can effectively protect and increase those aspirations. This implies that the value and efficacy of government disaster relief programs are underestimated when aspirations are not taken into account.

Book excerpt: In 2009, more than 40,000 people died prematurely in Sindh, Pakistan because of an illness associated with an environmental health risk. This means that almost one of every five deaths that occurred that year was caused by environmental factors. Loss of natural resources and impacts from natural disasters also represent development challenges. Increased salinity and waterlogging result in loss of agricultural crops. In addition, hydro-meteorological hazards recurrently affect Sindh, as illustrated by the devastating effects of the 2010 and 2011 floods. For Sindh's population, these problems mean pain and suffering, and reduced opportunities for economic advancement. The costs of all these phenomena are equivalent to 10% of Sindh's Gross Domestic Product. Climate change may exacerbate these challenges. Sindh's environmental and climate change problems call for urgent responses. A number of feasible interventions could be carried out to address the categories of environmental degradation that have the highest impacts on Sindh's population. Many of those interventions have positive benefit-cost ratios, meaning that every rupee invested in them would result in health and social benefits worth more than one rupee. Addressing these challenges also calls for targeted institutional strengthening and policy improvements, particularly after the 18th Constitutional Amendment devolved environmental management responsibilities to provincial governments. The underlying goal of this book is to facilitate and stimulate sharing of information on these phenomena, and to provide an interdisciplinary framework for bringing about improved environmental conditions in Sindh. It includes a methodology that enables the identification of environmental and climate change priority problems; the analysis of interventions to address such problems; the establishment of a social learning mechanism to continuously improve Sindh's responses and build resilience in the face of climate variability and change; and opportunities for the potential involvement of different stakeholder groups to decisively tackle climate change and deteriorating environmental conditions.

This followed an already tenuous situation for many rural households faced with high fuel and fertilizer costs and the impacts of rising global food prices. Then catastrophic monsoon flooding in 2010 affected over 20 million people, devastating their housing, infrastructure, and crops. Damages from this single flood event were estimated at US$10 billion, half of which were losses in the agriculture sector. Notwithstanding the debate as to whether these observed extremes are evidence of climate change, an investigation is needed regarding the extent to which the country is resilient to these shocks. It is thus timely, if not critical, to focus on climate risks for water, agriculture, and food security in the Indus Basin in Pakistan. This study uses several different modeling environments including hydrologic models, an agro-economic optimization model of the irrigation system, and a computable general equilibrium model of the Pakistan economy. The models used here are among the best mathematical representations available of the physical and economic responses to these exogenous future climate risks. The integrated systems framework used in this analysis provides a broad and unique approach to estimating the hydrologic and crop impacts of climate change risks, the macro-economic and household-level responses and an effective method for assessing a variety of adaptation investments and policies. A better understanding of how these sectors are linked will help plan future investments in these sectors. Further collection and analysis of critical input and output observations (e.g. snow and ice data) as well as practical measures for improving productivity under a changing climate will enhance this integrated framework methodology and future climate impact assessments. Continued refinements to the assessment approach developed in this volume will further help to sharpen critical policies and interventions by the Pakistan government.

Some armies in civil wars, facing military defeat, use refugees as assets to establish the international legitimacy of their cause, treat refugee camps as sanctuaries and recruitment pools, and limit access to refugees to ensure that they will not repatriate. Focusing on the geopolitical security environment surrounding militarized camps and the response of humanitarian agencies, the contributors to this volume examine the ways armed groups manipulate refugees and how and why international actors assist their manipulation. They then offer suggestions for reducing the ability of such groups to use the suffering of refugees to their own advantage. The contributors examine three cases: Cambodian refugees along the Thai border in the 1970s and 1980s, Afghan refugees in Pakistan in the 1980s and 1990s, and Rwandan refugees in Eastern Zaire from 1994–96. They argue that refugee manipulation occurs because warring parties gain resources in their fight for power and other actors, often the host government and regional and major powers encourage and support it. Manipulation is allowed to occur because the international refugee regime and major states have not identified a consistent approach to stopping it. In the post-Cold War era the United Nations and its members have chosen to treat the issue as a humanitarian problem instead of a security problem. As the contributors make clear, however, manipulation of refugees has important ramifications for international security, turning some civil wars into larger protracted regional wars. They argue that the geopolitics of refugee manipulation leads to sanguine conclusions about stopping it.
