With the acquisition of this vast region, the United States gained a colonial European population whose birthplace, language, and religion often differed from those of their U.S. counterparts. This population exhibited multiple ethnic tensions and possessed little experience with republican government. Consequently, administration of the territory proved a trial-and-error endeavor involving incremental cooperation between federal officials and local elites. As Beauchamp demonstrates, this process of gradual accommodation served as an essential nationalizing experience for the people of Louisiana. After the acquisition, federal officials who doubted the loyalty of the local French population and their capacity for self-governance denied the territory of Orleans—easily the region’s most populated and economically robust area—a quick path to statehood. Instead, U.S. officials looked to groups including free people of color, Native Americans, and recent immigrants, all of whom found themselves ideally placed to negotiate for greater privileges from the new territorial government. Beauchamp argues that U.S. administrators, despite claims of impartiality and equality before the law, regularly acted as fickle agents of imperial power and frequently co-opted local elites with prominent positions within the parishes. Overall, the methods utilized by the United States in governing Louisiana shared much in common with European colonial practices implemented elsewhere in North America during the early nineteenth century. While historians have previously focused on Washington policy makers in investigating the relationship between the United States and the newly acquired territory, Beauchamp emphasizes the integral role played by territorial elites who wielded enormous power and enabled government to function. His work offers profound insights into the interplay of class, ethnicity, and race, as well as an understanding of colonialism, the nature of republics, democracy, and empire. By placing the territorial period of early national Louisiana in an imperial context, this study reshapes perceptions of American expansion and manifest destiny in the nineteenth century and beyond. Author Evelyn L. Wilson documents the presence, land ownership, business development, and personal relationships of free people of color in this Louisiana parish. In the last decade before the Civil War, tensions over slavery in West Feliciana Parish, Louisiana, led to the separation of free people of color from their white counterparts. But until the 1850s, free people of color had lived and thrived there. The free people of color who inhabited West Feliciana Parish were not a settled population with a common background or a long history of freedom. Some entered the parish already free, others purchased their freedom, while others had been freed by slaveholders for differing reasons. Regardless of how they arrived in the parish, they found themselves in a community that valued the talents and skills they had to offer without regard to the color of their skin. These individuals were integrated into their community, lived among white neighbors, provided needed services, and owned successful businesses. Using extensive archival research, including court records, government documents, legal citations, and periodicals, Wilson interprets the lives, experiences, and contributions of free people of color in West Feliciana Parish. The integral role that these free people of color played in the parish complicates common understandings of the antebellum South.

Book excerpt: Over the course of its three-hundred-year history, the Catholic Church in Louisiana witnessed a prolonged shift from French to English, with some south Louisiana churches continuing to prepare marriage, baptism, and burial records in French as late as the mid-twentieth century. Speaking French in Louisiana, 1720–1955 navigates a complex and lengthy process, presenting a nuanced picture of language change within the Church and situating its practices within the state’s sociolinguistic evolution. Mining three centuries of evidence from the Archdiocese of New Orleans archives, the authors discover proof of an extraordinary one-hundred-year rise and fall of bilingualism in Louisiana. The multiethnic laity, clergy, and religious in the nineteenth century necessitated the use of multiple languages in church functions, and bilingualism remained an ordinary aspect of church life through the antebellum period. After the Civil War, however, the authors show a steady crossover from French to English in the Church, influenced in large part by an active Irish population. It wasn’t until decades later, around 1910, that the Church began to embrace English monolingualism and French faded from use. The authors’ extensive research and analysis draws on quantitative and qualitative data, geographical models, methods of ethnography, and cultural studies. They evaluated 4,000 letters, written mostly in French, from 1720 to 1859; sacramental registers from more than 250 churches; parish reports; diocesan council minutes; and unpublished material from French archives. Their findings illuminate how the Church’s hierarchical structure of authority, its social constraints, and the attitudes of its local priests and laity affected language maintenance and change, particularly during the major political and social developments of the nineteenth and early twentieth centuries. Speaking French in Louisiana, 1720–1955 goes beyond the “triumph of English” or “tragedy of Cajun French” stereotypes to show how south Louisiana negotiated language use and how Christianization was a powerful linguistic and cultural assimilator.
