The education reform movement of the past 15 years has focused on raising academic standards. Some standards advocates attach a testing mechanism to gauge the extent to which high standards are actually accomplished. On the other hand, some critics view the push for standards and testing as precisely what ails American education. They view testing generally as an impediment to reform, an antiquated technology that reflects an antiquated view of teaching, learning, and social organization, and perpetuates inequality. At the same time, the testing profession has produced advances in the format, accuracy, dependability, and utility of tests. Never before has obtaining such an abundance of accurate and useful information about student learning been possible. And, never before has the American public been in such agreement about the value of testing for measuring student performance, monitoring the performance of educational systems, gauging the success of reforms, and accountability. acknowledge the benefits of testing. Many of these measurement specialists also believe that those benefits have been insufficiently articulated in the public discussions of testing. Although much has been written over the past decade on standardized testing policy, little has been published by measurement specialists who support the use of external, high-stakes standardized testing. While there has been a globalized educational policy discourse that suggests that high stakes standardised testing will drive up standards and enhance the quality of a nation’s human capital and thus their international economic competitiveness, this discourse still manifests itself in specific, vernacular, path dependent ways in different nations. High stakes testing and its effects can also be seen as part of the phenomenon of the ‘datafication’ of the world and ‘policy as numbers’, linked to other reforms of the state, including new public management, network governance, and top-down and test-based modes of accountability. This edited collection provides theoretically and empirically informed analyses of these developments. This book was originally published as a special issue of the Journal of Education Policy.

ATEC requested that the National Research Council form the Panel on Operational Test Design and Evaluation of the Interim Armored Vehicle (Stryker). The charge to this panel was to explore three issues concerning the IOT plans for the Stryker/SBCT. First, the panel was asked to examine the measures selected to assess the performance and effectiveness of the Stryker/SBCT in comparison both to requirements and to the baseline system. Second, the panel was asked to review the test design for the Stryker/SBCT initial operational test to see whether it is consistent with best practices. Third, the panel was asked to identify the advantages and disadvantages of techniques for combining operational test data with data from other sources and types of use. In a previous report (appended to the current report) the panel presented findings, conclusions, and recommendations pertaining to the first two issues: measures of performance and effectiveness, and test design. In the current report, the panel discusses techniques for combining information.

One was to share the major messages of the recently released NRC committee report, Knowing What Students Know: The Science and Design of Educational Assessment (2001), which synthesizes advances in the cognitive sciences and methods of measurement, and considers their implications for improving educational assessment. The second goal was to delve more deeply into one of the major themes of that report-the role that technology could play in bringing those advances together, which is the focus of these papers.
