Book excerpt: Today, no single issue dominates the global political landscape as much as terrorism. Aware of their unique position in the newly unipolar world, terrorist leaders have articulated that economic warfare is a key component of the new terrorist agenda. Governments have accentuated the role of economic tools in their counter-terrorism policies while maintaining emphasis on the application of military force, or 'hard power', even though such tools often prove unnecessarily blunt or even sorely inadequate. Given the complexity of the global threat posed by modern transnational terrorist groups, combating terrorism with a mix of 'hard' and 'soft power' is more important than ever. As an invaluable new book in terrorism studies, Terrornomics brings together contributions from renowned international scholars and practitioners to provide a multifaceted view of contemporary financial counterterrorism and terrorist funding efforts. It employs key concepts, terms, case studies and policy recommendations to advance our understanding of the threats and possible courses of action, thus enabling us to grasp the critical financial and economic issues while providing potential counterterrorist strategies.

Book excerpt: This writing examines the structures and procedures of illicit businesses: the narcotics trade, arms smuggling, and human trafficking, and discuss their operations within a legal and financial context. Subsequent sections explore the thread that ties all of these enterprises together: money laundering (ML). It looks at practices money launderers use to mask illegal income; and then describes the anti-money laundering (AML) and countering of terrorist financing (CTF)-oriented legal mechanisms that are used to combat them, with an emphasis on UK and US law. The final section considers the status of the techniques used to counter the flow of illegal money, and makes recommendations for their improvement.

Available in PDF, EPUB and Kindle. Book excerpt: This book examines the dynamics of terrorist financing, including a discussion about the importance of money from both the terrorist and the counter-terrorist perspective. Targeting Terrorist Financing argues that it is not the institutions that have failed the war on terrorist financing; rather it is the states that have failed the institutions. The measures contemplated by the world community to interdict terrorists and their financial infrastructures are sufficient to debilitate the terrorists both militarily and financially. However, what has been increasingly lacking is political will among the states, and this has overwhelmed the spirit of cooperation in this very critical front against terrorism. This volume assesses the need for international cooperation and the role of institutions and regimes in targeting terrorist financing. After the 9/11 attacks, there was an expression of global willingness to target terrorism generally, and terrorist financing in particular. The institutional mechanisms that grew out of this are explored in detail here, with a critical examination of the progress made by the international community. The impact of these measures is considered with respect to changes in the nature of the terrorist threat, money confiscated, adoption of international conventions, and global standards by states, and levels of compliance, among others. This book will be of great interest to students of terrorism, international organisations, international security, and IR in general. Arabinda Acharya is Research Fellow, Manager of Strategic Projects and Head of the Terrorist Financing Response Project at the International Centre for Political Violence and Terrorism Research in the S. Rajaratnam School of International Studies, Nanyang Technological University, Singapore.

Book excerpt: Why can't we solve our problems anymore? Why do threats such as the Gulf oil spill, worldwide recession, terrorism, and global warming suddenly seem unstoppable? Are there limits to the kinds of problems humans can solve? Rebecca Costa confronts- and offers a solution to-these questions in her highly anticipated and game-changing book, The Watchman's Rattle. Costa pulls headline for today's news to demonstrate how accelerating complexity quickly outpaces that rate at which the human brain can develop new capabilities. With compelling evidenced based on research in the rise and fall of Mayan, Khmer, and Roman empires, Costa shows how t ht tendency to find a quick solutions- leads to frightening long term consequence: Society's ability to solve its most challenging, intractable problems becomes gridlocked, progress slows, and collapse ensues. A provocative new voice in the tradition of thought leaders Thomas Friedman, Jared Diamond and Malcolm Gladwell, Costa reveals how we can reverse the downward spiral. Part history, part social science, part biology, The Watchman's Rattle is sure to provoke, engage and incite change.

Book excerpt: Economic sanctions continue to play an important role in the response to terrorism, nuclear proliferation, military conflicts, and other foreign policy crises. But poor design and implementation of sanctions policies often mean that they fall short of their desired effects. This landmark study, first published in 1985, delves into the rich experience of sanctions in the 20th century to harvest lessons on how to use sanctions more effectively. This volume is the updated third edition of this widely cited study. It chronicles and examines 170 cases of economic sanctions imposed since World War I. Fifty of these cases were launched in the 1990s and are new to this edition. Special attention is paid to new developments arising from the end of the Cold War and increasing globalization of the world economy. Analyzing a range of economic and political factors that can influence the success of a sanctions episode, the authors distill a set of commandments to guide policymakers in the effective use of sanctions.

Available in PDF, EPUB and Kindle. Book excerpt: Far more than just a military conflict, the 'War on Terror' has been a struggle over values and meanings, a desperate contest for hearts and minds in which language has become the battlefield. In this highly original book, Fred Halliday takes us on a tour of this new war-zone, its artillery and trenches, minefields and booby-traps. Drawing on years of painstaking collation, Halliday shows how the 'War on Terror' has brought us not just new words, such as 'Gitmo', and new imports, such as 'jihad', but also new ways of using existing language, such as 'extraordinary rendition'. Scanning the pock-marked semantic landscape of the post 9/11 world, he uncovers hidden twists of phrasing and word associations, which in themselves tell a story about the violent clash of ideologies that has marked the opening of the 21st century. Part indispensable reference, part polemic, part entertaining snapshot of our times, "Shocked and Awed" is a bristling arsenal of the 21st century's most potent weapons: words.

Book excerpt: Without money, terrorists cannot function as organizations and cannot conduct attacks. Yet the questions remain, how vulnerable are terrorists to financial disruptions? Can governments put pressure on their finances in meaningful ways or are they too resilient and adaptive to be affected by state actions? These and other questions about terrorism financing are vigorously debated by scholars and policymakers, particularly since the attacks of September 11th 2001 . While there is a growing literature on policy issues, strategies, and countermeasures, states must first understand their enemies before developing strategies to defeat them. So, instead of focusing on the state response, this book asks a more foundational question: How do different terrorist groups actually raise money? What are their budgets? What do their portfolios look like? How have they changed over time? What are the advantages and disadvantages of different sources of financing? The book includes case studies of 11 different terrorist groups or sets of groups within a country. It is clear that each group has a different portfolio tailored to their needs and their environment and this makes countering terrorist financing more challenging for the state. This topical book will be required reading for all students and scholars interested in terrorism financing as well as those working in government agencies tasked with combating terrorist groups and their financial resources.
