The work assesses the role of the United Nations and its various organs, particularly the General Assembly and the Security Council, and discusses the key legal issues. The second part of the book examines the activity of regional organizations both in their own right as well as their interaction with the UN. The volume concludes with a discussion of whether, to what extent and how the fight against terrorism has encroached upon fundamental rules of international law such as the international protection of human rights or the use of force among states. The volume is the latest in a series drawing on the presentations of high ranking scholars, diplomats and representatives of international organizations. The result is a stimulating and thought-provoking book which will be of interest to researchers and policy-makers alike.

Available in PDF, EPUB and Kindle. Book excerpt: This book examines the dynamics of terrorist financing, including a discussion about the importance of money from both the terrorist and the counter-terrorist perspective. Targeting Terrorist Financing argues that it is not the institutions that have failed the war on terrorist financing; rather it is the states that have failed the institutions. The measures contemplated by the world community to interdict terrorists and their financial infrastructures are sufficient to debilitate the terrorists both militarily and financially. However, what has been increasingly lacking is political will among the states, and this has overwhelmed the spirit of cooperation in this very critical front against terrorism. This volume assesses the need for international cooperation and the role of institutions and regimes in targeting terrorist financing. After the 9/11 attacks, there was an expression of global willingness to target terrorism generally, and terrorist financing in particular. The institutional mechanisms that grew out of this are explored in detail here, with a critical examination of the progress made by the international community. The impact of these measures is considered with respect to changes in the nature of the terrorist threat, money confiscated, adoption of international conventions, and global standards by states, and levels of compliance, among others. This book will be of great interest to students of terrorism, international organisations, international security, and IR in general. Arabinda Acharya is Research Fellow, Manager of Strategic Projects and Head of the Terrorist Financing Response Project at the International Centre for Political Violence and Terrorism Research in the S. Rajaratnam School of International Studies, Nanyang Technological University, Singapore.

Available in PDF, EPUB and Kindle. Book excerpt: Contemporary terrorism is a global phenomenon requiring a globalized response. In this book Peter Romaniuk aims to assess to what extent states seek multilateral responses to the threats they face from terrorists. Providing a concise history and a clear discussion of current patterns of counter-terrorist co-operation, this book: analyses a wide spectrum of institutions from the United Nations and its various bodies to military, intelligence and law enforcement agencies explains the full range of cooperative counter-terrorist activities and the patterns across them, from the use of intelligence and military force to criminal law measures, financial controls and diplomacy examines under what conditions states cooperate to suppress terrorism evaluates how existing international institutions been affected by the US-led "global war on terror," launched after the 9/11 terrorist attacks. The book contests that the whilst there are several notable examples of successful counterterrorism cooperation, past and present, this work suggests that the broader trend can only be understood if we accept that across the domains of counter-terrorism policy, cooperation often resembles a competition for influence over outcomes. Multilateral Counter-terrorism is an essential resource for all students and scholars of international politics, criminology and terrorism studies.

It takes an interdisciplinary approach to terrorism and transatlantic relations, bringing together experts from contemporary history, political science, military strategy, psychology, law and security. Looking back to the roots of modern terrorism, from the late 70s to 9/11 and beyond, the volume evaluates how attitudes and approaches have changed over this period. It analyses potential solutions for finding a shared philosophy to counter the threat of transnational terrorism in the US and Europe, against a rapidly changing political landscape. Chapters cover a range of topics, including the psychology of terrorism, online propaganda, domestic terrorism, terrorism and finance and cyber security.

Available in PDF, EPUB and Kindle. Book excerpt: Terrorism continues to evolve; altered sources of funding, changes in national governments and the ever increasing importance of the internet mean that international cooperation in the development and implementation of strategies to counteract terrorist activity remain an important priority worldwide. This book contains articles arising from the presentations by eleven experts from five countries, delivered at the NATO Centre of Excellence – Defence against Terrorism (COE-DAT) advanced training course (ATC) entitled Enhancing Cooperation in Defence against Terrorism, held in Astana, Kazakhstan, in September 2010. The aim of this ATC was to stimulate discussion and facilitate interoperability between these five countries and NATO in the fight against terrorism. The book opens with an overview of the landscape in which terrorism currently exists, and a reminder that a new approach is needed in the fight against terrorism to replace the Cold War model we have become accustomed to. The remaining articles cover a wide range of issues: countering the ideology of terrorism; legal aspects of combating terrorism and responding to terrorist use of the internet; the links between terrorism and organised crime; energy security; weapons of mass destruction; international humanitarian law; suicide terrorism; the role of the media in terrorism and counterterrorism; and dilemmas in counterterrorism strategy. In addition to the presentations from the ATC, the book includes two articles by Brigitte Nacos of Columbia University: The Importance of Strategic Communication and Public Diplomacy in Combating Terrorism, and Terrorism Media and Censorship.

Available in PDF, EPUB and Kindle. Book excerpt: This book contributes to the understanding of the counter-terrorism (CT) policy of the European Union (EU) by offering a set of analyses focusing on its external dimension. Whilst calling for the combination of internal and external policies as well as cooperation with third countries and international institutions, the external dimension of EUCT challenges previous assumptions on the functioning of the EU and offers new testing ground for the latest theoretical and methodological approaches. This volume provides the first systematic assessment of the external dimension of EUCT. It covers transatlantic counter-terrorism cooperation, the interaction between EU institutions and policies, theoretical debates on EU actorness in counter-terrorism and the role of judicial institutions in international counter-terrorism. Furthermore, it draws attention to the need for engaging in new discussions over the post-Lisbon Treaty Common Foreign and Security Policy (CFSP), the international fight against terrorism, and the way international actors cooperate and compete on the security arena. It will be of interest for both academics and practitioners working on EU foreign policy, transatlantic relations and international counter-terrorism. It will also be of interest for students and journalists specialized on European and international affairs. This book was published as a special issue of European Security.
