"Unholy alliances" is a term used to describe hybrid trans-border militant and criminal networks that pose serious threats to security in Europe and elsewhere. Identity networks provide the basis for militant organizations using violent strategies – insurgency and terrorism – for political objectives. To gain funds and weapons militant networks may establish criminal enterprises, or align with existing trans-border criminal and financial networks. This book extends the concept of unholy alliances to include the trans-state criminal syndicates that arise in failed and dysfunctional states, exemplified by Serbia and Bulgaria during their post-Communist transitions. To deal with this complex and unconventional subject, the authors develop a theoretical framework that looks at four kinds of factors conditioning the interaction between the political and the criminal: trans-state identity networks, armed conflict, the balance of market opportunities and constraints, and the role of unstable and corrupt states. The volume also examines actors at two levels of analysis: the structure and activities of militant (and/or criminal) networks, and the policies of state actors that shape and reshape the interaction of opportunities and constraints. Since 9/11, criminology has developed in its study of terrorism, utilising alternative non-state centric frameworks to uncover and make visible state-initiated harm. Although progress has been achieved, criminology has continued to privilege the state, thereby failing to uncover forms of state crime and how such crimes facilitate radicalization and terrorism. Ahmed aims to rectify this gap by demonstrating how crimes of the state have contributed to the existence of Islamist-inspired terrorism and the emergence of global Jihadist organisations like Al-Qaeda and ISIS. The ‘War on Terror’ abandons the dominant socially-constructed discourse and application of the ‘war on terror’ and instead favours a grounded approach whereby actors, actions and consequences are analysed according to the risk they represent. Ahmed achieves this grounded approach through situating state practices in international human rights law and international humanitarian law. Through documenting the intersectionality of these practices with radicalization in the emergence of global Jihadist organisations, the book demonstrates how state crimes contribute to terrorism. Although the book sits at the intersections of critical criminology, state crime, international/transnational crime, it is relevant to all disciplines that are concerned with state crime, terrorism and radicalization.

Book excerpt: This cohesive set of case studies collects scholarly research, policy evaluation, and field experience to explain how terrorist groups have developed into criminal enterprises. Terrorist groups have evolved from orthodox global insurgents funded by rogue sponsors into nimble and profitable transnational criminal enterprises whose motivations are not always evident. This volume seeks to explain how and why terrorist groups are often now criminal enterprises through 12 case studies of terrorist criminal enterprises written by authors who have derived their expertise on terrorism and/or organized crime from diverse sources. Terrorist groups have been chosen from different regions to provide the global coverage. Chapters describe and analyze the actors, actions, problems, and collaborations of specific terrorist criminal enterprises. Other elements discussed include links to such facilitating conditions as political culture, corruption, history, economy, and issues of governance. This work advances scholarship in the field of counterterrorism by expanding the understanding of these terrorist groups as entities not driven purely by ideology but rather by the criminal enterprises with which they often coincide.
