Book excerpt: This paper analyses the differential in annual wage growth between temporary and permanent workers in Italy, separately for stayers (wage growth within the same workplace) and movers (between jobs via job mobility). To this purpose, we use the 1995-2001 Italian component of the ECHP (European Community Household Panel). Given the potential endogeneity of the contract type on wage dynamics, our estimates are based on a fixed effects specification. The results for the movers indicate that wage growth of temporary workers is lower than that of permanent employees; by converse, the two groups share similar rates of on-the-job wage growth, i.e. growth among the stayers. The results also show that both the duration of the temporary contract and the age of the worker matter: the wage growth is lower among young employees with temporary contracts, especially if they change workplace in the year of observation.

Book excerpt: This paper provides a synthesis of existing and new empirical perspectives on the structure of the Italian labor market, using data at different levels of disaggregation. The analysis indicates that aggregate data mask considerable disparities in labor market outcomes across regions and demographic groups. The evolutions of sectoral wage and employment structures also point to some dimensions of labor market rigidities. A micro data set with individual data is then used to highlight key structural problems that affect labor supply and demand. The implications of these different strands of empirical analysis for the formulation and effective implementation of labor market policy are then discussed.

Book excerpt: Despite improvements in labor market performance over the past decade, owing in part to past reforms, Italy's employment and productivity outcomes continue to lag behind those of its European peers. This paper reviews Italy's institutional landscape and labor market trends from a cross-country perspective, and discusses possible avenues for further reform. The policy discussion draws on international reform experience and on simulations based on a calibrated labor market matching model. A key lesson is that the details of reform design, and the sequencing of reforms, matter greatly for labor market outcomes and for the fiscal costs associated with these reforms.

Available in PDF, EPUB and Kindle. Book excerpt: This paper investigates the way in which job mobility contributes to the emergence of a gender wage gap in the Italian labour market. We show that men experience higher wage growth than women during the first 10 years of their career, and that this difference is particularly large when workers move across firms. This gender mobility penalty is robust to the inclusion of individual, job and firm characteristics, to different ways of accounting for individual unobserved heterogeneity, and is mainly found for voluntary job moves. Exploring the wage growth of job movers, we find that a significant gender wage penalty emerges when workers move to larger firms. This might be explained by the fact that bigger establishments offer jobs more highly valued by women than men or that the relationship between job satisfaction and firm size is less negative for women than men. Using data on job satisfaction, we find evidence for the latter hypothesis as well as some indication that wages and fringe benefits compensate for lower levels of job satisfaction in larger firms, but that this is so only for men.

Book excerpt: The economic crisis has revealed the dark side of deregulation in the labour market: rising unemployment, limited access to social security and, due to low wages, no savings to count upon in bad times. This book casts light on the empirical relationship between labour market deregulation through non-standard contracts and the three main dimensions of worker security: employment, income and social security. Focusing on individual work histories, it looks at how labour market dynamics interact with the social protection system in bringing about inequality and insecurity. In this context Italy is put forward as the epitome of flexibility through non-standard work and compared with three similar countries: Germany, Spain and Japan. Results show that when flexibility is carried out as a mere cost-reduction device and social security only relies on insurance principles, deregulation leads to insecurity. 'The political economy of work security and flexibility' is essential reading for academics, students, practitioners and policy makers interested in the outcomes of labour market developments in advanced economies over the past twenty years.

Book excerpt: Temporary work has been an important component of employment growth in Italy since the early 1990s. This paper focus upon labor market transitions of temporary workers in order to test whether temporary work enhances the subsequent labor market chances. We use propensity score matching to compare subsequent employment outcomes of people who have recently acquired a temporary job with those of people who remained unemployed. Individuals' heterogeneity explains a good amount of the raw differences in the subsequent labor market status of temporary workers and the comparison group. Yet there appears to be a sizable net gain from experiencing a temporary work. Our benchmark average estimate is a 30 percentage points rise in the satisfactory employment chances 1 year after the start of the temporary work experience. The net gains are the largest for females and adult people and the areas with low unemployment' moreover, gains are the largest for the most recent years in our sample and for those people who were (according to the propensity score estimates) either least or most likely to exit from unemployment.

Book excerpt: This book offers a comparative exploration of the various disadvantages experienced by a category of atypical workers compared to standard employees, in the UK and Italy, and considers whether and how the differences can be attributed to contrasting institutional settings and political economies. Bertolini explores the lived experience of these workers, and demonstrates how institutional variables interact in complex ways with individual socio-demographic characteristics as well as the broader socio-economic context to shape individual disadvantages and engender different experiences of precariousness. Temporary Agency Workers in Italy and the UK will be of interest to students and scholars of political economy, sociology of work, welfare studies, labour market policy, and industrial relations.
