Book excerpt: As countries large and small, rich and poor are drawn inexorably into the global economy, protectionist policies are proving increasingly inefficient and ineffective for driving growth. The countries of Latin America, which have long pursued agendas of state ownership and heavy regulation of key industries, began to institute a series of reforms in the 1980s and 1990s, designed to promote competition and business creation. However, without the legal and institutional framework to support these policies (and thus guarantee resource-efficient behavior on the part of business owners), the record has been spotty at best. Competition Policies in Emerging Economies features in-depth analysis of two key industries—telecommunications and banking—in several Central American nations to shed light on the dynamics of the transition to deregulation and trade liberalization, and learn from the experiences of these economies. This book has a three-fold purpose: (1) to examine the competition conditions and policies of small developing countries of Central America (and hence cover an area where very little information exists); (2) develop an in-depth analysis of regulation and competition policies in two key industrial sectors with poor competition records (telecommunications and banking); (3) link the former results analysis with other international experiences, in order to derive research and policy recommendations that can be applied to other small, developing, and emerging economies. Featuring discussion of political, legal, economic, financial, cultural, and organization-level issues, the book provides unique perspectives on the forces resisting competitive practices and offers suggestions for overcoming them.

Available in PDF, EPUB and Kindle. Book excerpt: Handbook on ICT in Developing Countries: Next Generation ICT Technologies is the second volume of the Handbook of ICT in Developing Countries. The first volume was on the potential implementation and service delivery of the forth-coming 5G networks. Here the focus is on the new technologies and services enabled by 5G networks or broadband Internet networks including artificial Intelligence (AI), machine learning, augmented reality, Internet of Things (IoT), autonomous driving, blockchain solutions, cloud solutions etc. Some of these are already globally experiencing growth in the existing networks and all of them are expected to grow substantially in the future. Examples: currently, 5% of global organizations have fully adopted AI, but the penetration is expected to increase rapidly before 2025. IoT with 20.35 billion devices connected in 2017 is estimated to show 75.44 billion devices connected in 2025. The expected growth is based on delivering of new value to businesses and citizens. It is, however, not obvious that this growth will also occur in developing countries. Currently, the digital divide between developing countries and developed countries is widening. This is mostly due to the lack of infrastructure and low level of awareness by the businesses and citizens of the value made possible by the new technologies for developing countries. The book discusses the potentials of the new technologies for developing countries and the need for market interventions that will facilitate the demand and supply side of the market. It is designed for a broad audience including practitioners, researchers, academics, policy makers and industry players and influencers. The language and approach to the handbook is a combination of the academic writing style and professional reviews.

Available in PDF, EPUB and Kindle. Book excerpt: This book explores how television in the global South is ‘future-proofing’ its continued relevance, addressing its commercial, social and political viability in a constantly changing information ecosystem. The chapter contributions in the book are drawn from countries in East, South and West Africa, the Middle East and Latin America, specially selected for their illustrative potential of the key issues addressed in the book. Scholarly attention on television in the global South has largely been limited to studying evolving television formats with broader structural issues covered almost entirely by industry reports. Major gaps remain in terms of understanding how television in the global South is changing within the context of the significant technological developments and what this means for television’s future(s). The chapters reflect on these futures, not in the sense of predicting what these might be, but rather anticipating important areas of intellection. The contributors contend that much of the scholarship on the global South, by scholars from the South, is often stilted by a reluctance to anticipate. This failure leads to a largely reactionary scholarship, constantly oppositional, and unable to recentre conversations on the South. This volume finds intellectual incentive in this urgent need to anticipate, hence its particular focus on television futures. Taking television in the global South as an important cultural and political barometer, the book seeks to explore how television in the global South is adapting to the rampant technological changes and processes of globalisation.
