Book excerpt: We develop a measure of workers' technology exposure that relies only on textual descriptions of patent documents and the tasks performed by workers in an occupation. Our measure appears to identify a combination of labor-saving innovations but also technologies that may require skills that incumbent workers lack. Using a panel of administrative data, we examine how subsequent worker earnings relate to workers' technology exposure. We find that workers at both the bottom but also the top of the earnings distribution are displaced. Our interpretation is that low-paid workers are displaced as their tasks are automated while the highest-paid workers face lower earnings growth as some of their skills become obsolete. Our calibrated model fits these facts and emphasizes the importance of movements in skill quantities, not just skill prices, for the link between technology and inequality.

Book excerpt: We construct new technology indicators using textual analysis of patent documents and occupation task descriptions that span almost two centuries (1850-2010). At the industry level, improvements in technology are associated with higher labor productivity but a decline in the labor share. Exploiting variation in the extent certain technologies are related to specific occupations, we show that technological innovation has been largely associated with worse labor market outcomes--wages and employment--for incumbent workers in related occupations using a combination of public-use and confidential administrative data. Panel data on individual worker earnings reveal that less educated, older, and more highly-paid workers experience significantly greater declines in average earnings and earnings risk following related technological advances. We reconcile these facts with the standard view of technology-skill complementarity using a model that allows for skill displacement.

Available in PDF, EPUB and Kindle. Book excerpt: This dissertation studies determinants of the U.S. labor market structure and human capital development, with a focus on technological change. A key feature of the U.S. labor market since 1980 is the substantial growth of the employment in high skill occupations and there is a substantial literature attributing this change to technological change. However, since 1999, the employment growth of high skill occupations has decelerated markedly despite continued rapid growth in technology. The first essay documents this novel trend and examines the role of technological change in explaining this phenomenon. It shows that technological advancements since the late 1990s, such as the onset of Internet, have expanded what computers can do and become substitutes for high skill occupations. This change can explain a substantial portion of the stagnancy in employment growth for high skill occupation in the 2000s. The second essay examines the role of computer adoption in explaining the differences in the change of gender wage gap between 1980 and 2000 across cities in the United States. It uses the city-level routine task intensity in 1980 to predict the subsequent increase in computer adoption and shows that cities with one percent greater increase in computer adoption experienced a 0.7 percent more decrease in the change of male-female wage ratio between 1980 and 2000. Computerization explains about 50 percent of the decline in the male-female wage gap between 1980 and 2000. The third essay studies the causal effect of maternal education on the gender gap in children's non-cognitive skills. It shows that maternal education reduces boys' disadvantage in non-cognitive behaviors relative to girls at age 7. To explain the mechanism of this effect, it provides suggestive evidence that better educated mothers spend more time going outings with boys while reading to girls at age 7, and going outings could be more closely related to non-cognitive development than reading.

The Human Capital Index (HCI)—launched in 2018 as part of the Human Capital Project—is an international metric that benchmarks the key components of human capital across economies. The HCI is a global effort to accelerate progress toward a world where all children can achieve their full potential. Measuring the human capital that children born today can expect to attain by their 18th birthdays, the HCI highlights how current health and education outcomes shape the productivity of the next generation of workers and underscores the importance of government and societal investments in human capital. The Human Capital Index 2020 Update: Human Capital in the Time of COVID-19 presents the first update of the HCI, using health and education data available as of March 2020. It documents new evidence on trends, examples of successes, and analytical work on the utilization of human capital. The new data—collected before the global onset of COVID-19—can act as a baseline to track its effects on health and education outcomes. The report highlights how better measurement is essential for policy makers to design effective interventions and target support. In the immediate term, investments in better measurement and data use will guide pandemic containment strategies and support for those who are most affected. In the medium term, better curation and use of administrative, survey, and identification data can guide policy choices in an environment of limited fiscal space and competing priorities. In the longer term, the hope is that economies will be able to do more than simply recover lost ground. Ambitious, evidence-driven policy measures in health, education, and social protection can pave the way for today’s children to surpass the human capital achievements and quality of life of the generations that preceded them.
