A prohibitive tariff stimulates domestic chicken meat production but also imposes significant costs on consumers and encourages illicit trade. However, a substantial poultry industry, producing mostly eggs, will exist independent of the border policy applied to chicken meat, due to the natural protection offered to local producers in the egg subsector. A subsector analysis of an egg production cluster in Ghana highlights the importance of trade links with other West African countries in developing the egg subsector. A focus on feed efficiency, through a mix of domestic production and imports, would benefit the layer industry, provide reasonable indications of prospects for globally competitive chicken meat production, and benefit other industries dependent on competitive feed, notably aquaculture.

After many years in decline, the continent's economy picked up in the mid-1990s. Along with this macroeconomic growth, people became healthier, many more youngsters attended schools, and the rate of extreme poverty declined from 54 percent in 1990 to 41 percent in 2015. Political and social freedoms expanded, and gender equality advanced. Conflict in the region also subsided, although it still claims thousands of civilian lives in some countries and still drives pressing numbers of displaced persons. Despite Africa’s widespread economic and social welfare accomplishments, the region’s challenges remain daunting: Economic growth has slowed in recent years. Poverty rates in many countries are the highest in the world. And notably, the number of poor in Africa is rising because of population growth. From a global perspective, the biggest concentration of poverty has shifted from South Asia to Africa. Accelerating Poverty Reduction in Africa explores critical policy entry points to address the demographic, societal, and political drivers of poverty; improve income-earning opportunities both on and off the farm; and better mobilize resources for the poor. It looks beyond macroeconomic stability and growth—critical yet insufficient components of these objectives—to ask what more could be done and where policy makers should focus their attention to speed up poverty reduction. The pro-poor policy agenda advanced in this volume requires not only economic growth where the poor work and live, but also mitigation of the many risks to which African households are exposed. As such, this report takes a "jobs" lens to its task. It focuses squarely on the productivity and livelihoods of the poor and vulnerable—that is, what it will take to increase their earnings. Book excerpt: This article reports on a cluster-randomized controlled trial conducted in 120 villages in rural Burkina Faso evaluating a multifaceted intervention (SELEVER) that seeks to increase poultry production by delivering training in conjunction with the strengthening of village-level institutions providing veterinary and credit services to poultry farmers. The intervention is evaluated in a sample of 1,080 households surveyed following two years of program implementation. Households exposed to the intervention significantly increase their use of poultry inputs (veterinary services, enhanced feeds, and deworming), and report more poultry sold and higher revenue; however, there is no evidence of an increase in profits. This evidence is consistent with the hypothesis that the return to inputs in the poultry market may not be sufficient to counterbalance the market costs of these inputs.

La stabilité et la croissance macroéconomiques sont certes des composantes essentielles de la réduction de la pauvreté et de l’amélioration du bien-être, mais elles ne sont pas suffisantes. Ce rapport explore les points d’entrée critiques et les domaines d’action prioritaires pour l’accélération de la réduction de la pauvreté en Afrique. Au-delà de la stabilité et de la croissance macroéconomiques, il cherche à savoir ce qui peut encore être fait et à identifier les points sur lesquels les décideurs devraient se concentrer pour réduire la pauvreté. Un agenda des politiques favorable aux pauvres requiert de la croissance aux endroits où ceux-ci vivent et travaillent, ainsi que de s’attaquer aux nombreux risques auxquels les ménages sont exposés. En conséquence de quoi, le présent rapport a ajouté une optique « emplois » à son travail. Il met carrément l’accent sur la productivité et les moyens de subsistance des pauvres et des personnes vulnérables, autrement dit sur ce qui est nécessaire pour accroître leurs revenus. Il s’attache enfin à la manière de financer l’agenda de lutte contre la pauvreté et de développement.

Book excerpt: "Uganda has experienced rapid economic growth and poverty reduction over the past decade but has failed to significantly improve incomes in its northern regions where prolonged conflict has hindered growth. We consider three strategies to close this regional divide: (1) develop a north-south corridor to encourage regional trade, (2) accelerate growth in the southern capital city and encourage north-south migration, and (3) improve agricultural productivity in rural areas. We examine these strategies using a regionalized computable general equilibrium model, accounting for internal migration and productivity gains from urban agglomeration effects. Simulation results indicate that a north-south corridor benefits northern households, but its benefits are limited by the small size of northern urban centers and the low productivity of northern producers. Investing in the capital city accelerates economic growth but has little effect on other regions' welfare because of the city's weak growth linkages with other regions and small migration effects. Improving agricultural productivity, however, though less effective at stimulating national economic growth, generates broad-based welfare improvements in both rural and urban areas. We therefore conclude that without significant gains in agricultural productivity in the next decade, out-migration and urban-led growth centered in Kampala will be insufficient to significantly reduce poverty in northern Uganda."--Authors' abstract.

Book excerpt: Climate change is expected to have serious environmental, economic, and social impacts on South Africa. In particular, rural farmers, whose livelihoods depend on the use of natural resources, are likely to bear the brunt of adverse impacts. The extent to which these impacts are felt depends in large part on the extent of adaptation in response to climate change. This research uses a "bottom-up" approach, which seeks to gain insights from the farmers themselves based on a farm household survey. Farm-level data were collected from 794 households in the Limpopo River Basin of South Africa for the farming season 2004-2005. The study examines how farmer perceptions correspond with climate data recorded at meteorological stations in the Limpopo River Basin and analyzes farmers' adaptation responses to climate change and variability. A Heckman probit model and a multinomial logit (MNL) model are used to examine the determinants of adaptation to climate change and variability. The statistical analysis of the climate data shows that temperature has increased over the years. Rainfall is characterized by large interannual variability, with the previous three years being very dry. Indeed, the analysis shows that farmers' perceptions of climate change are in line with the climatic data records. However, only approximately half of the farmers have adjusted their farming practices to account for the impacts of climate change. Lack of access to credit was cited by respondents as the main factor inhibiting adaptation. The results of the multinomial logit and Heckman probit models highlighted that household size, farming experience, wealth, access to credit, access to water, tenure rights, off-farm activities, and access to extension are the main factors that enhance adaptive capacity. Thus, the government should design policies aimed at improving these factors.
