In this book, we present an integrated view of WMD terrorism. The threat section reviews several scenarios that a terrorist might use and a very comprehensive list of the possible biological organisms and compounds that can be used as biological, mid-spectrum, and chemical threats. In the science and technology section, the technical aspects of a successful defense against WMD agents are presented. Arguments are presented for the control of the release of scientific information to bolster CB defense. Approaches to biological agent detection and a system for ranking detection technologies are discussed next. The generic approach to biological screening and detection is then illustrated with some applications of generic detectors to water, food, and aerosol. The future of biological detection and identification is also presented, along with a call to perhaps change the paradigms that we are using. The last section of the book deals with response system planning. An example of regional cooperation is presented. Risk-based management is discussed and a practical example of this approach to emergency planning is presented. Arguments for an epidemiological reporting system are presented, while the last chapter discusses means to integrate the various components of a response system via a software tool.

Book excerpt: To be sure, preventing the proliferation of biological, chemical, radiological, and nuclear weapons has been a major priority for many nation states in the post-World War II era. More specifically, three factors suggest the probable development of more disruptive and destructive forms of terrorism. First, bringing terrorism under substantial control through national and international legislation as well as through increased security and enforcement measures might, in fact, hasten the advent of more daring and costly types of terrorism. A second factor for the probable shift to more elevated forms of violence is the propaganda and psychological warfare value of such operations to terrorist groups. A third distinct consideration which might encourage escalated terrorism is the fact that since ideological and political violence is usually a means to an end, it progresses in proportion to the aims envisioned. If these precipitating factors motivate desperate terrorist groups with technological and financial assets, they might attempt to improve their strategic leverage by resorting to major disruptive forms of violence. No rational government would likely risk an incident with mass destruction potential even if it were skeptical about the credibility of the threat. The danger here is that if one sub-national body succeeds in achieving its goals, then the temptation for other terrorist groups to escalate their operations may become irresistible.

Raising the specter of WMD is more a way by which politicians assign blame or take a stand on seemingly objective moral standards than a way by which they assess a particular weapons system. Because many analysts find fault with existing definitions, they offer new definitions that differ in some radical way from those commonly accepted.8 Still others, believing that the traditional definitions for WMD are intellectually problematic, propose dropping the term altogether. Recognizing these disagreements, the 2004 British government review of Iraq WMD intelligence offered the following comment: There is a considerable and long-standing academic debate about the proper interpretation of the phrase "weapons of mass destruction." We have some sympathy with the view that, whatever its origin, the phrase and its accompanying abbreviation is now used so variously as to confuse rather than enlighten readers. In important ways, the world is at a nuclear crossroads. The complex and dynamic nuclear landscape presents us with challenges along at least four axes: regional nuclear proliferation, nuclear terrorism, great power nuclear relations, and the security implications of increased interest in nuclear energy. These problems are interrelated in ways that the national security community does not fully understand. Strategy and policy frameworks do not address them in sufficiently integrated fashion. New conceptual thinking is required to develop a more unified understanding of and approach to managing the risks and opportunities posed by these 21st-century nuclear challenges. Today, more than at any other time in the nuclear era, nuclear capacity and potential (knowledge, technology, and materials) are accessible to a growing number of actors with more ambitious goals. The result is a high degree of nuclear latency that challenges traditional thinking about nuclear threats. Whereas 30 or 40 years ago, only a handful of countries were assumed to know how to acquire nuclear weapons, as many as 35 or 40 nations currently are believed to be in the know, and many more could become so based on their participation in civilian nuclear energy programs.

Consequently, we believe that this paper will continue to have relevance to policymakers, warfighters, responders, and the larger combating WMD community over the coming decade. For this reason, the Center for the Study of Weapons of Mass Destruction has chosen to publish this report for a wider audience. We believe that the challenges, concepts, and recommended solutions herein will provide insight to students and practitioners alike. The four scenarios: the United States and its allies have begun to fear the imminent collapse of the nonproliferation regime * a state known to possess a nuclear weapons capability and suspected of possessing both chemical and biological weapons programs stands on the brink of political collapse * analysis of samples from multiple BioWatch sensors has identified a large-scale release of aerosolized anthrax on the National Mall * witnesses have reported a blinding flash and mushroom cloud in the seaport area of a major U.S. city. Taken together, these scenarios demonstrate the complex, multifaceted nature of the WMD challenge for American decisionmakers and illustrate the demands that such events could place on the entire apparatus of government, alliances, and the American people. Our findings are drawn from ongoing research conducted at the National Defense University's Center for the Study of Weapons of Mass Destruction and reflect nonpartisan perspectives and conclusions drawn from extensive interactions with scores of former and serving senior U.S. officials and nationally recognized subject matter experts. This introductory section presents findings and recommendations suitable for senior civilian and military leaders whose responsibilities include different aspects of the WMD challenge and require them to integrate their departments' activities with those of other departments and foreign governments to prevent proliferation, protect against the effects of proliferation, or respond to the consequences of WMD use. It also describes the present and evolving WMD threat, reviews first principles in combating WMD, and emphasizes the need to act decisively to meet today's challenges. In recent years the U.S. Government has made considerable strides in preparing for individual aspects of such crises. New interdiction processes and activities have improved our ability to track proliferation-related activities and prepare to stop them. High-value programs are leveraging Cold War technologies to enhance the Nation's nuclear and biological forensics capabilities. Various nuclear and biological detection programs at home and at key ports and facilities abroad have enhanced our ability to stop the smuggling and transfer of WMD capabilities and improved our ability to detect and defend against WMD terrorism at home. As the number of WMD-related programs and activities has grown, however, the mechanisms necessary to coordinate and synchronize responses, adjudicate priorities, and allocate resources across the government have failed to keep pace.
