Africa cannot develop without their own well developed science and technology, and cannot develop with the level of corruption in the continent as we know it today. While western nations continue to advise African leaders to stop stealing the AID they send to them, they have never and will never advise them to embrace technology in order to create their own wealth. The author has done a great deal of work exposing the ills of African leaders and their western collaborators which brought Africa to her pitiable state of underdevelopment. Until corruption is greatly minimised in the continent and science and technology embraced; Africa will never achieve sustainable development. No one can do it for Africa except Africans themselves.

The report aims to address the following four main questions: how do new technologies empower communities through participation, transparency, and accountability?; are technologies an accelerator for closing the accountability gap - the space between supply (governments, service providers) and demand (citizens, communities,civil society organizations) that must be bridged for open and collaborative governance?; under what conditions does this occur?; and what are the experiences and lessons learned from existing grassroots innovators and donor-supported citizen engagement and crowdsourcing programs, and how can these programs be replicated or scaled up?. The report presents a theoretical framework about the linkages between new technologies, participation, empowerment, and the improvement of poor people's human well-being based on Amartya Sen's capability approach. The book provides rich case studies about the different factors that influence whether or not information and communication technology (ICT)-enabled citizen engagement programs can improve the delivery and quality of public services to poor communities. Thus, the IDB partnered with the Governance Lab at NYU to support Mexico’s Secretariat of Public Service (Secretaría de la Función Pública) to identify innovative solutions for the measurement, detection, and prevention of corruption in Mexico using the GovLab’s open innovation methodology named Smarter Crowdsourcing. The purpose of Smarter Crowdsourcing was to identify concrete solutions that include the use of data analysis and technology to tackle corruption in the public sector. Although written at the behest of and for the Mexican context, the recommendations and plans for their implementation developed in this report could be adapted for use in other countries. This document contains 13 implementation plans laying out practical ways to address corruption. The plans emerged from “Smarter Crowdsourcing Anti-Corruption” (2017). The Smarter Crowdsourcing method is an agile process, which begins with robust problem definition followed by online sourcing of global expertise to surface innovative ideas and then turns them into practical implementation plans.

Book excerpt: This paper studies the effect of digitalization on the perception of corruption and trust in tax officials in Africa. Using individual-level data from Afrobarometer surveys and several indices of digitalization, we find that an increase in digital adoption is associated with a reduction in the perception of corruption and an increase in trust in tax officials. Exploiting the exogeneous deployment of submarine cables at the local level, the paper provides evidence of a negative impact of the use of Internet on the perception of corruption. Yet, the paper shows that the dampening effect of digitalization on corruption is hindered in countries where the government has a pattern of intentionally shutting down the Internet, while countries that successfully promote information and communication technology (ICT) enjoy a more amplified effect.
