Book excerpt: Census net migration data and estimates of net migration obtained by the residual method, representing the difference between total population change and natural change during a period, are compared, and some general problems in the use of the residual method are discussed. Several residual methods--the vital statistics method and the forward, reverse, and average survival rate methods--are described, compared, and evaluated. On the basis of a symbolic model representing the population in an age group in terms of migration cohorts, it is shown how the various survival rate formulas, unlike the vital statistics method, fail to make an accurate allowance for the net migration of persons who die during the migration period, except under very restricted conditions of migration. The maximum theoretical errors in the use of the various survival rate formulas, resulting from the inability of survival rates to measure deaths occurring in an area exactly, and the theoretical errors under different conditions of timing of migration, are developed, and suggestions are given as to how the problem may be handled.

Book excerpt: This technical report presents new estimates of net migration at high spatial resolution produced by the Joint Research Centre (JRC) - Knowledge Centre on Migration and Demography (KCMD). The development of new net migration data is the first step of a broader JRC project aimed at analysing the relation between climate change, population distribution and related migration. The report uses demographic indirect estimation techniques based on population data from the JRC Global Human Settlement Layer (GHSL) to estimate five-year net migration from 1975 to 2015 at a spatial resolution of about 25 km. Notably, the recent definition of Degrees of Urbanization proposed by the European Commission and developed by the JRC is applied to distinguish net migration in urban and rural areas. Findings from the new datasets constitute the basis for further analyses on the relation between climate change and migration. Two validation exercises of the new database are performed. First, when net migration estimates are aggregated from 25 km resolution to the country-level, a positive correlation with country net migration estimates from UN DESA is observed. Second, when focusing on Europe, the new estimates are coherent with Eurostat net migration figures at subnational (NUTS3) level.

It addresses a dif?cult, yet necessary, area of demographic research: what to do in data situations characterized by irregular, inadequate, or missing data. A common solution within the demographic community has been what is generally referred to as “indirect estimation”. In our work the focus has been on the indirect estimation of migration, and our use of the term “indirect” follows the description given in the 1983 United Nations manual, which de?ned it as “techniques suited for analysis of incomplete or defective demographic data” (United Nations, 1983, p. 1). We wrote this book with a goal to make it accessible to a reader familiar with introductory statistical modeling, at the level of regression and categorical data an- ysis using log – linear models. It is primarily intended to serve as a reference work for demographers, sociologists, geographers, economists, and regional planners.

By applying a Bayesian hierarchical modeling approach to net migration data, I produce projections of international migration that are global in scope and have well quantified uncertainty. My projections are of an appropriate form to be included as the migration component in probabilistic population projections, as has by done by Azose et al. (2016). (The current practice of the United Nations Population Division is to produce probabilistic population projections which include deterministic projections of migration.) The net migration model may be improved by incorporating a correlation matrix, but estimating such a matrix is difficult because the dimension of the matrix is large while the number of available data points is small. I demonstrate a method for estimating a correlation matrix which includes a prior belief that correlations which are large in magnitude are more likely among countries which are "close", either because of geographical or historical ties. Including correlations improves projections when net migration is aggregated across regions. I also propose a method for improving existing estimates of bilateral migration flows based on migrant stock data. A current state-of-the-art estimation method (Abel, 2013) relies on an unrealistic assumption that the total number of migrants is as small as possible, resulting in estimates with many structural zeroes. By weakening that assumption, I produce estimates of migration flows between all pairs of countries that allow for substantial return migration flows.
