Book excerpt: Although formal social impact assessment of changing technologies in U.S. agriculture is still in its infancy, scholars have been documenting the effects of new technology throughout the twentieth century. In this collection, Prcfessors Berardi and Geisler bring together historically relevant research and a carefully chosen cross section of contemporary work. Their review of the literature is followed by an evaluation of the effects of mechanization on labor and production, written in 1904, which provides a backdrop for papers from the 1940s and 1950s examining the mechanization of agriculture in the South, in the Midwest, and in rural areas in general. Subsequent chapters offer present-day insights on such topics as the socioeconomic consequences of automated vegetable and tobacco harvesting, center-pivot irrigation, and organic and no-till cultivation. The authors also look at compensation and adjustment programs for displaced labor, the relationship between technology and agribusiness growth, and the effectiveness of university programs that prepare students to perform social impact assessments in agriculture. The edited proceedings of a spirited roundtable discussion on new directions for the study of the social impacts of farm technology and the political economy of agriculture provide the thought-provoking conclusion to this overview of the field.

Book excerpt: Conflict and agriculture have a long, shared history. The purpose of this research is to look at the relationships between agriculture, agricultural technologies, and conflict during current and recent conflicts, large scale and localized. Agriculture and its related technologies are often affected by conflict, but rarely acknowledged as a cause or solution to conflict. Literature reviews in six topic areas illustrate various facets of the relationship between agriculture and conflict. Research conducted in Santa Cruz del Quiché, Guatemala illustrates the ways farmers were impacted by the country's civil war. It also examines farmer survival strategies during the war, and reveals the presence of minor localized conflict over water resources. Conflict over land is not a major concern at present. Market access for inputs and outputs are shown to have been a problem for a number of farmers during the civil war. The poverty of Santa Cruz farmers indicates that much could be gained by rural development. Research is unable to support the hypotheses that agricultural technologies have prevented or caused conflict in Santa Cruz del Quiché, or that they have played a large role in recovery from the country's civil war. The author recommends that future research be undertaken in regions with a diverse set of agricultural technologies, and/or a recent history of significant technological change in agriculture. Policy recommendations include providing secure access to markets during war time, increasing capacity for home-based rural production, and continuing research into resilient crops. Finally, the author suggests that the responsible decision to develop, adopt, or introduce an agricultural technology must take into account the social consequences of that decision, including how the new technology may alleviate or contribute to conflict.

Investment in research and development has increased in response to recognition that scientific productivity is tightly connected to economic dynamism. Patent protection has been expanded in order to stimulate higher levels of private investment. Intellectual property rights held by public organizations and researchers are now increasingly transferred to private organizations to accelerate the diffusion and enhance the value of knowledge produced by public agencies and universities. Additionally, new institutions such as university offices of technology transfer, venture capital markets, and a variety of consortia in knowledge-intensive industries are being established throughout the United States and in other parts of the world. These changes have led to a repositioning of the state in systems of innovation and an increase in the proprietary character of technical information. The purpose of this book is to review and analyze i) contemporary transitions in agricultural knowledge generation and extension arrangements from an empirical perspective, and ii) emerging and contradictory perspectives as to how knowledge systems can be assessed effectively. The authors aim to provide the reader with a better understanding of the implications of new biotechnologies and new intellectual property rights regimes on public-private relations in science, the extent to which benefits from scientific knowledge are being appropriated by private sector actors, the diversity and possible outcomes of privatization initiatives in extension, and prospects for public goods production and ecological sustainability given contemporary trends. The book presents contrasting views on the degree of complementarity and substitution between private and public sector investments in research and extension.
