In Asia, 2.2 billion people (one out of two) are expected to live in cities by 2020. Urban centers are also increasing in size and number. Urban centers are important to national economies because they are the engines of economic growth and the focal points for important activities like trade, commerce, industry, and government administration. Cities are centers of excellence for education, health care, technological innovation, entrepreneurship, and governance. They provide access to large markets for goods and services and communication with the rest of the world. Urban centers create opportunities for jobs, employments, and livelihood. But, despite these advantages, most rapidly growing Asian towns and cities face significant problems. It is the urban paradox that amid the wealth and prosperity generated by towns and cities a high incidence of urban poverty persists. This publication sets out the results of a technical assistance that developed and introduced the concepts and techniques for preparing City Development Strategies (CDS) and Cities Without Slums (CWS) programs. It includes case studies that suggest that, for cities to benefit from their comparative advantages, they must become more efficient, govern well, and establish coherent poverty reduction programs.

Book excerpt: This book offers a comprehensive overview of several urban related aspects that are of central importance to successful territorial cohesion processes. In essence, it sheds new light on issues concerning urban polycentrism, functional urban regions, integrated sustainable urban development, and the EU Urban Agenda; and on how they can help to achieve territorial cohesion policy goals. As an elusive and fairly recent concept, territorial cohesion has to date only been vaguely debated in the available literature, which for the most part focuses on its historical origins and its relevance for EU policymaking. Instead, this book synthesizes, for the first time, a range of perspectives that place urban elements and policies at the core of territorial cohesion analysis. As such, and given the fact that territorial cohesion is a holistic concept, the book will appeal to a broad readership from both the academic and policymaking arenas.

Available in PDF, EPUB and Kindle. Book excerpt: Cities are perhaps one of humanity's most complex creations, never finished, never definitive. They are like a journey that never ends. Their evolution is determined by their ascent into greatness or their descent into decline. They are the past, the present and the future. Cities contain both order and chaos. In them reside beauty and ugliness, virtue and vice. They can bring out the best or the worst in humankind. They are the physical manifestation of history and culture and incubators of innovation, industry, technology, entrepreneurship and creativity. Cities are the materialization of humanity's noblest ideas, ambitions and aspirations but when not planned or governed properly, can be the repository of society's ills. Cities drive national economies by creating wealth, enhancing social development and providing employment but they can also be the breeding grounds for poverty, exclusion and environmental degradation. The 21st Century is the Century of the City. Half of humanity now lives in cities, and within the next two decades, 60 per cent of the world's people will reside in urban areas. How can city planners and policymakers harmonize the various interests, diversity and inherent contradictions within cities? What ingredients are needed to create harmony between the physical, social, environmental and cultural aspects of a city and the human beings that inhabit it? This report adopts the concept of Harmonious Cities as a theoretical framework in order to understand today's urban world, and also as an operational tool to confront the most important challenges facing urban areas and their development processes. It recognizes that tolerance, diversity, social justice and good governance, all of which are inter-related, are as important to sustainable urban development as physical planning. It addresses national concerns by searching for solutions at the city level. For that purpose, it focuses on three key areas: spatial or regional harmony, which examines the main drivers of urban growth in the developing world and explores the spatial nuances of economic and social policies; social harmony, which presents and analyzes new data on urban inequalities worldwide and describes the types of shelter deprivations experienced by slum dwellers in developing world regions; and environmental harmony, which examines the role of cities in the climate change debate, and the impact of global warming on the most vulnerable cities. The report also assesses the various intangible assets within cities that contribute to harmony, such as cultural heritage, sense of place and memory and the complex set of social and symbolic relationships that give cities meaning. It argues that these intangible assets represent the soul of the city and are as important for harmonious urban development as tangible assets. Harmony within cities, argues the report, is both a journey and a destination. Published with UN-HABITAT

Available in PDF, EPUB and Kindle. Book excerpt: Urban areas in the Global South now house most of the world’s urban population and are projected to house almost all its increase between now and 2030. There is a growing recognition that the scale of urban poverty has been overlooked – and that it is increasing both in numbers and in the proportion of the world’s poor population that live and work in urban areas. This is the first book to review the effectiveness of different approaches to reducing urban poverty in the Global South. It describes and discusses the different ways in which national and local governments, international agencies and civil society organizations are seeking to reduce urban poverty. Different approaches are explored, for instance; market approaches, welfare, rights-based approaches and technical/professional support. The book also considers the roles of clientelism and of social movements. Case studies illustrate different approaches and explore their effectiveness. Reducing Urban Poverty in the Global South also analyses the poverty reduction strategies developed by organized low-income groups especially those living in informal settlements. It explains how they and the federations or networks they have formed have demonstrated new approaches that have challenged adverse political relations and negotiated more effective support. Local and national governments and international agencies can become far more effective at addressing urban poverty at scale by, as is proposed in this book, working with and supporting the urban poor and their organizations. This book will be an invaluable resource for researchers and postgraduate students in urban development, poverty reduction, urban geography, and for practitioners and organisations working in urban development programmes in the Global South.

Book excerpt: Urbanization in Asia is expected to reach 55% by 2030 and 64% by 2050 to constitute 53% of the world's urban population and contribute half the world's gross domestic product. But as cities swell, they also struggle with environmental degradation, traffic congestion, inadequate urban infrastructure, and lack of basic civic services. This manual prepared by Urban Sector Group of the Asian Development Bank (ADB) provides guidelines for conducting rapid urban assessments. It is guided by the Urban Operational Plan 2012-2020 which outlines ADB's support to its members in developing their urban economies through the 3E approach (Economy, Environment, and Equity). It presents a framework providing a context for the city-level 3E tool kits (Tool Kit for Rapid Economic Assessment, Planning, and Development of Cities in Asia; Green City Development Tool Kit; and Enabling Inclusive Cities: Tool Kit for Inclusive Urban Development).
